Since our last correspondence regarding the city of Lebanon, it has come to my attention that EPA is fining three additional municipalities (York. Manor Township, and Swatara Township) tor allegedly failing to comply with their National Pollutant Discharge Elimination System (NPDES) permits issued by the Pennsylvania Department of Environmental Protection (PA OFP). This raises total EPA fines pending against Pennsylvania municipalities to $128,608. It is my hope that we can lind a compromisc that allows thcse fines to bc waived. I appreeiatc EPA's letter of March, 13 2012 commenting on the fine EPA levicd against the city of Lebanon. That said. I feci this letter was an incomplete explanation as to why EPA is taking such aggressive action against Lebanon and did not adequately explain EPA's rationale for assessing such a large penalty. 1 also appreciate EPA's stated commitment to keeping PA DEI' infonned ofall enforcement activities, though I remain disappointed that EPA failed to provide PA DEP with official copies of enforccment documents until more than 30 days after they had been issued.

Those include his willingness to consider some increased government revenues when he was a member of the so-called supercommittee in 2011 and his partnership with West Virginia Democrat Joe Manchin in calling for expanded background checks for prospective gun- buyers in 2013. Toomey was elected to the Senate in 2010 on a small-government, lower taxes platform that was cheered by groups such as the Senate Conservatives Fund, Freedom Works, Club for Growth and Tea Party activists, all of which gave him their endorsements. He headed the Club for Growth, an advocacy and fundraising group that favors limited government and low taxes, for four years before he came to the Senate. The Monmouth University Poll finds Meehan leading Lentz by a 49% to 45% margin among likely voters in this district. President Barack Obama won this district by 13 points in 2008. Today, though, 7 th District voters give him a negative job performance rating of 44% approve to 50% disapprove. Among those who voted for Obama two years ago, 77% say they will vote for Democrat Lentz, but 16% will cast their ballots for Meehan on November 2. By comparison, 88% of John McCain voters from 2008 will support GOP nominee Meehan, versus just 8% who will vote for Lentz. Overall, 61% of voters in Pennsylvania’s 7 th think the country is on the wrong track compared with 36% who say it is headed in the right direction. “This district mirrors the national mood. Voters are disappointed with the way the country has gone over the past two years and blame both political parties, but they have to choose someone,” said Patrick Murray, director of the Monmouth University Polling Institute.
