As Per the amendments in environment impact assessment (E.I.A.) notification 2016 notified in the Gazette of , vide S.O.No 141 (E) on 15/01/2016. The Ministry of Environment, Forest and Climate change (MOEF) has constituted the District level Environment Impact Assessment Authority (DEIAA) and District level Expert Appraisal Committee (DEAC) for all districts for grant of environment clearance for category B2 Projects for mining of minor minerals, vide notification S.O. 190 (E) dated 20/01/2016.

Also with respect to the circular dated 02/02/2016 from Environment Department, Government of Maharashtra. Both DEAC and DEIAA have been constituted in . Following are the minutes of the 2nd meeting of DEAC.

3 Part A- Sand Ghats of Palghar District

All the eight sand ghat project were discuss in the 1st meet of DEAC also in the 1st meet of DEIAA but in the DEIAA meeting Hon. District Collector also chairman for DEIAA asked for additional information about sand ghat transit Routes.

*Conditions: (1) As the proposed transit route passes over the Surya left bank canal service road as Per the Recommendations of chairman: (a) Not more than 5 tons vehicle should be transported over the canal road. (b) Permission to use the Service road should be acquired from water resource department (Jal sampada Vibhag) (2)As per the MOEF notification of 28/02/2017, Vavar and Wangani villages have been included in the eco sensitive zone (ESZ) areas, in which mining is prohibited.

Part B- Stone quarry / lease in Palghar District

Pvt.Ltd 4 4 Ravindra govind khanjoda Wada Deferred, Committee has objection on the distance of public road and quarry lease boundary which should be at least 200m in this case. Have to submit essential documents related to the distance. 5 Rupesh ratnakar Adhikari Palghar Deferred, NOC form forest department should be obtained; Distance from nearby forest is not clear; hence a field study is recommended. 6 Ashok Shankar Tandel Vasai Deferred, NoC from forest department should be acquired related to Tungareshwar Forest eco sensitive zone area, also a letter from this office to be sent to Hon. C.C.F. wildlife, S.G.N.P., Borivali for guidelines;

Note: 1) As mentioned in the Circular dated 02/02/2016 issued from Environment Department, Govt. of Maharashtra, ‘the District Magistrate/District Collector of the district shall notify agency to act as Secretariat for DEIAA and DEAC for the district. The agency shall provide all logistics support including transportation, accommodation and such other facilities in respect of all its statutory functions.’ Hence Hon. Collector Palghar is requested to notify such agency to act as DEAC/DEIAA Secretariat. 2) The DEAC also takes a note of Govt. Resolution dated 2nd May 2014 from Environment Department, Govt. of Maharashtra which states about collection of ‘Scrutiny fees’ from the proponent/consultant in the name of SEAC/SEIAA Secretariat. These fees can later be used for satisfying office and other necessary expenses of SEAC/SEIAA. On the similar lines, DEAC agrees to send a proposal to the Government, so as to get proper guidelines about ‘Scrutiny fees’ collection and scope of expenditure etc.
