Mae’r arolwg hwn yn rhan o’r rhaglen o arolygon sy’n cael ei chynnal o dan Ddeddf Llywodraeth Leol (Democratiaeth) (Cymru) 2013, ac mae’n dilyn yr egwyddorion a geir yn nogfen Polisi ac Ymarfer y Comisiwn. Mae tegwch wrth wraidd cyfrifoldebau statudol y Comisiwn. Amcan y Comisiwn fu gwneud argymhellion sy’n darparu ar gyfer llywodraeth leol effeithiol a chyfleus, ac sy’n parchu cysylltiadau cymunedol lleol cyn belled ag y bo’n bosibl. Nod yr argymhellion yw gwella cydraddoldeb etholiadol, fel bod pleidlais etholwr unigol o’r un gwerth â rhai etholwyr eraill ledled y Sir, i’r graddau y bo’n bosibl cyflawni hynny. Mae’r Comisiwn yn ddiolchgar i Aelodau a Swyddogion Cyngor Sir Ceredigion am ei gynorthwyo â’i waith, i’r Cynghorau Cymuned a Thref am eu cyfraniadau gwerthfawr, ac i bawb a wnaeth gynrychiolaethau drwy gydol y broses. CYFLWYNIAD 1. Mae Comisiwn Ffiniau a Democratiaeth Leol Cymru (y Comisiwn) wedi cynnal arolwg o drefniadau etholiadol Sir Ceredigion. Cynhaliwyd yr arolwg hwn yn unol â Deddf Llywodraeth Leol (Democratiaeth) (Cymru) 2013 (y Ddeddf), Adrannau 29, 30 a 34-36 yn benodol. 2. Yn unol â’r Ddeddf, mae’r Comisiwn wedi cwblhau’r arolwg o drefniadau etholiadol Sir Ceredigion ac mae’n cyflwyno ei argymhellion terfynol ar gyfer trefniadau etholiadol yn y dyfodol. 3. Mae’r rhaglen hon o arolygon wedi dod yn sgil Datganiad Ysgrifenedig cyn Ysgrifennydd y Cabinet dros Gyllid a Llywodraeth Leol, dyddiedig 23 Mehefin 2016, pan ofynnwyd i’r Comisiwn ailddechrau ei raglen o arolygon, gyda’r disgwyliad i bob un o’r 22 arolwg etholiadol gael ei gwblhau mewn pryd i roi’r trefniadau newydd ar waith ar gyfer etholiadau llywodraeth leol 2022. Gellir gweld y Datganiad Ysgrifenedig yn Atodiad 6. 4. Mae’r rheolau a’r gweithdrefnau y mae’r Comisiwn yn eu dilyn i’w gweld yn nogfen Arolygon Etholiadol: Polisi ac Arfer [2016] y Comisiwn, a chânt eu hamlinellu yn Atodiad 4. Mae Rhestr Termau i’w gweld yn Atodiad 1, sy’n rhoi disgrifiad byr o rywfaint o’r derminoleg gyffredin a ddefnyddir yn yr adroddiad hwn. 5. Mae Adran 35 y Ddeddf yn gosod y canllawiau gweithdrefnol y mae’n rhaid eu dilyn wrth gynnal arolwg. Yn unol ag Adran 35, ysgrifennodd y Comisiwn at Gyngor Sir Ceredigion, yr holl gynghorau cymuned a thref yn yr ardal, yr ymgyngoreion gorfodol a phartïon eraill â buddiant ar 17 Ionawr 2017 i roi gwybod iddynt ein bod yn bwriadu cynnal yr arolwg ac i ofyn am eu safbwyntiau rhagarweiniol. Cynhaliwyd yr ymgynghoriad hwn o 26 Ionawr 2017 tan 19 Ebrill 2017. Sicrhaodd y Comisiwn fod copïau o’i ddogfen Arolygon Etholiadol: Polisi ac Arfer [2016] ar gael hefyd. 6. Cyhoeddodd y Comisiwn ei Adroddiad Cynigion Drafft ar 16 Ionawr 2018, a gofynnodd am safbwyntiau ar y cynigion. Cynhaliwyd yr ymgynghoriad hwn o 23 Ionawr 2018 tan 16 Ebrill 2018. 7. Rhoddodd y Comisiwn gyhoeddusrwydd i’r arolwg ar ei wefan a’i sianeli cyfryngau cymdeithasol. Gofynnodd i Gyngor Sir Ceredigion roi cyhoeddusrwydd i’r arolwg hefyd a rhoddodd nifer o hysbysiadau cyhoeddus iddo i’w harddangos. Rhoddwyd y rhain i’r cynghorau cymuned a thref yn yr ardal hefyd. Yn ogystal, rhoddodd y Comisiwn gyflwyniad i gynghorwyr sir a chynghorwyr tref a chymuned i esbonio proses yr arolwg a pholisïau’r Comisiwn. Gwahoddwyd y Cyngor Sir i gyflwyno cynllun awgrymedig ar gyfer trefniadau etholiadol newydd. Tudalen 1 ADRODDIAD ARGYMHELLION TERFYNOL CEREDIGION Pennod 2. Y CYNIGION DRAFFT 1. Cyn llunio’r cynigion drafft, cafodd y Comisiwn gynrychiolaethau gan Gyngor Sir Ceredigion, pum cyngor tref a chymuned, dau gynghorydd sir a 44 o breswylwyr a chyrff eraill â buddiant. 2. Cynigiodd Cyngor Sir Ceredigion gynllun llawn o drefniadau (y gellir ei weld yn llawn yn Adroddiad Cynigion Drafft y Comisiwn, Ionawr 2018), a arweiniodd at gynllun o 39 aelod. Yn ogystal, cynigiodd newidiadau i’r ffiniau rhwng Tref Aberteifi a Chymuned Y Ferwig, rhwng Tref Aberystwyth a Chymuned Faenor, rhwng Tref Ceinewydd a Chymuned Llanllwchaiarn, ac ailstrwythuro’r wardiau o fewn Cymunedau Llandysul a Throedyraur. Amlygodd nifer o gynrychiolaethau a dderbyniwyd y gwahaniaethau rhwng anghenion cymunedau gwledig a threfol yn y Sir, a chyflwynodd sawl cynrychiolaeth a dderbyniwyd gan gynghorau cymuned a thref awgrymiadau amgen i’r rhai a gyflwynwyd gan y Cyngor Sir. 3. Ystyriwyd y cynrychiolaethau hyn ac fe’u crynhowyd yn yr Adroddiad Cynigion Drafft a gyhoeddwyd ar 16 Ionawr 2018, a oedd yn rhoi gwybod i’r ymgyngoreion gorfodol a restrwyd a phartïon eraill â buddiant am yr ymgynghoriad ar y cynigion drafft a ddechreuodd ar 23 Ionawr 2018 ac a ddaeth i ben ar 16 Ebrill 2018. Gofynnodd y Comisiwn i Gyngor Sir Ceredigion arddangos copïau o’r adroddiad ochr yn ochr â hysbysiadau cyhoeddus yn yr ardal. Roedd cynigion drafft y Comisiwn yn cynnig newid i drefniant y wardiau etholiadol a fyddai wedi gwella’r cydraddoldeb etholiadol yn sylweddol ledled Sir Ceredigion. 4. Cynigiodd y Comisiwn gyngor o 38 aelod. Arweiniodd hyn at gyfartaledd sirol arfaethedig o 1,384 o etholwyr fesul aelod. Cynigiodd y Comisiwn 33 ward etholiadol, sy’n ostyngiad o’r 40 ward etholiadol bresennol. 5. Cynigiwyd i’r dangynrychiolaeth fwyaf (o ran amrywiant etholiadol) fod yng Ngogledd Llandysul a Throedyraur (23% uwchlaw’r cyfartaledd sirol arfaethedig). Ar hyn o bryd, mae’r dangynrychiolaeth fwyaf yn Llansanffraid (34% uwchlaw’r cyfartaledd sirol arfaethedig). 6. Cynigiwyd i’r orgynrychiolaeth fwyaf (o ran amrywiant etholiadol) fod yn Aberystwyth Penparcau (25% islaw’r cyfartaledd sirol arfaethedig). Ar hyn o bryd, mae’r orgynrychiolaeth fwyaf yn Llanbadarn Fawr Sulien (46% islaw’r cyfartaledd sirol arfaethedig). 7. Cynigiodd y Comisiwn bum ward etholiadol â dau aelod yn y Sir. 8. Ni chynigiodd y Comisiwn unrhyw newidiadau i 16 ward etholiadol. 9. Cynigiodd y Comisiwn gael wyth ward etholiadol yn y sir sy’n cyfuno rhan o gymuned neu dref sy’n rhan o ward, ynghyd â’i chymuned gyfagos. Roedd y rhaniadau cymunedol hyn yn bresennol yn Nhref Aberystwyth a Chymunedau Dyffryn Arth, Llandysul, Melindwr a Nantcwnlle. 10. Ni chynigiodd y Comisiwn unrhyw newidiadau i ffiniau. Tudalen 2 COMISIWN FFINIAU A DEMOCRATIAETH LEOL CYMRU Pennod 3. CRYNODEB O’R ARGYMHELLION TERFYNOL • Derbyniodd y Comisiwn gynrychiolaethau gan Gyngor Sir Ceredigion, 17 cyngor tref a chymuned, pum cynghorydd sir, un pwyllgor cymunedol a 34 aelod o’r cyhoedd mewn ymateb i’r Cynigion Drafft. Ystyriodd y Comisiwn yr holl gynrychiolaethau hyn yn ofalus cyn llunio ei argymhellion. Crynhoir y cynrychiolaethau hynny yn Atodiad 5. • Mae’r Comisiwn yn argymell newid i drefniant y wardiau etholiadol a fydd yn gwella’r cydraddoldeb etholiadol yn sylweddol ledled Sir Ceredigion. • Mae’r Comisiwn yn argymell cyngor o 38 aelod, sy’n ostyngiad o’r 42 aelod presennol. Ar hyn y bryd, mae’r amrywiant mwyaf 34% uwchlaw’r cyfartaledd sirol argymelledig (Llansanffraid). • Argymhellir bod yr orgynrychiolaeth fwyaf (o ran amrywiant o’r cyfartaledd sirol argymelledig) 25% islaw’r cyfartaledd sirol argymelledig (Aberystwyth Penparcau). Ar hyn y bryd, mae’r amrywiant mwyaf 46% islaw’r cyfartaledd sirol argymelledig (Llanbadarn Fawr Sulien). • Mae’r Comisiwn yn argymell pedair ward etholiadol â dau aelod yn y Sir; Aberporth a’r Ferwig, Aberystwyth Morfa a Glais, Aberystwyth Penparcau a Beulah a Llangoedmor.

Provisional recommendations in respect of Dyfed were published on 5 January 2004. The Commission received eleven representations, five of which were in support of their provisional recommendations. Three of the representations objected to the inclusion of the whole of the Cynwyl Elfed electoral division within the Carmarthen West and South Pembrokeshire constituency, one objected to the name of the Carmarthen West and South Pembrokeshire constituency and one suggested the existing arrangements for the area be retained. 2. The Commission noted that, having received no representation of the kind mentioned in section 6 (2) of the Parliamentary Constituencies Act 1986, there was no statutory requirement to hold a local inquiry. The Commission further decided that in all the circumstances they would not exercise their discretion under section 6 (1) to hold an inquiry. Final recommendations 3. The main objection to the provisional recommendations was in respect of the inclusion of the Cynwyl Elfed electoral division in the Carmarthen West and South Pembrokeshire constituency. It was argued that the division should be included in Carmarthen East and Dinefwr on the grounds that the majority of the electorate in the division fell within that constituency and that inclusion in Carmarthen East and Dinefwr rather than Carmarthen West and South Pembrokeshire would reduce the disparity between the electorates of the two constituencies and would bring them closer to the electoral quota.

Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above.     Cefn Croes Wind Farm Community Trust Fund Guidelines & Notes for applicants It is important you read these Guidelines & notes before completing your application form. What is the Cefn Croes Wind Farm Community Trust Fund? The Cefn Croes Wind Farm Community Trust Fund is a Charitable Trust funded by Cambrian Wind Energy aimed at small community led organisations. Priority will be given to projects in the Community Council Areas of Blaenrheidol and Pontarfynach and then to the wider area of the County of Ceredigion. The fund is managed by a board of five Trustees representing Cambrian Wind Energy and the Communities of Blaenrheidol and Pontarfynach. The purpose of the Trust is to support any type of activity that involves local people, through small community organisations, that benefits their community. The activities must provide some measure of economic, environmental, educational, social or cultural benefit for people living in the area. Cambrian Wind Energy will pay £58,500 annually into the Trust Fund while the Cefn Croes wind farm is operational. Who can apply? Your group can apply if you: Are a small community led organisation; are a not-for-profit group; are working in and involving people from the communities of Blaenrheidol and Pontarfynach Community Council areas, or if outside these areas, the beneficiaries must be living in the County of Ceredigion.
