SPOTLIGHT ON MONROE WELCOME TO MONROE, LOUISIANA Monroe is the eighth-largest city in the U.S. state of Louisiana. It is the parish seat of Ouachita Parish. The city has a population of roughly 50,000 people. Monroe and its neighbor on the other side of the Ouachita River, West Monroe, are sometimes referred to in the region as the "Twin Cities." The city is separated from its twin city, West Monroe, by the Ouachita River. Most of Monroe rests below the southern bank of Bayou DeSiard. The area is a low-lying wetland with many creeks, lakes, and bayous which is typical of the delta region of the Deep South.
