The Colorado State Board of Education is the governing board of the Colorado Department of Education. Within its jurisdiction, the State Board:

1. Provides educational leadership for the state;

2. Appoints the Commissioner of Education and the Director of State Board Relations;

3. Employs personnel of the Department of Education;

4. Approves the Department of Education budget;

5. Makes rules, regulations, and policies that govern the Colorado Department of Education, public education including pre-kindergarten through 12th grade, adult education, and public libraries;

6. Accredits public school districts;

7. Facilitates the provision of library services to the citizens of Colorado through the State Library;

8. Distributes federal and state funds;

9. Regulates educator licensing;

10. Supervises adult basic education and public libraries;

11. Appoints advisory committees;

12. Grants waivers of Colorado education law and regulations;

13. Exercises judicial authority with regard to appeals by charter schools; and

14. Submits recommendations for educational improvements to the General Assembly and Governor

ADAMS 12 FIVE STAR SCHOOLS BOARD OF EDUCATION ROLE

The Board will govern lawfully with an emphasis on an outward vision rather than an internal preoccupation. As public elected officials, the Board of Education governs the school district through the careful establishment of broad written policies. The Board of Education hires the Superintendent who carries out these policies and runs the day-to-day operations of the district.

SCHOOL BOARD ELECTIONS

The Adams 12 Board of Education has five directors that are elected at large to four-year staggered terms. The district has a director district plan of representation which requires school board members reside in a specific geographic area. The district’s Boundary Locator provides information regarding director districts for specific addresses. A director district map and written description of director district boundaries are available on the board webpage.

MEETING SCHEDULE

The Board of Education meets the first and third Wednesdays of the month, except in July, August and January. Agendas for regular meetings are posted prior to each board meeting at district schools, the Educational Support Center and on the district website.

Unless otherwise noted, all meetings are at 7:00 p.m. in the Aspen Conference Room at the Adams 12 Five Star Schools Educational Support Center, 1500 E 128th Ave, Thornton, CO 80241.

ROLE OF SUPERINTENDENT

While the school board governs the district through policies, the superintendent has authority over the district’s operations. The superintendent leads the educational work of the district and is responsible for keeping the board informed about district activities and needs. The superintendent manages the day-to- day affairs of the district, in line with the board’s policies and legal requirements.

BOARD POLICY

GOVERNANCE PROCESS 4.1 GOVERNING STYLE Adopted: September 19, 2000 Revised: February 16, 2011

The Board will govern lawfully with an emphasis on (a) outward vision rather than an internal preoccupation, (b) encouragement of diversity in viewpoints, (c) strategic leadership more than administrative detail, (d) clear distinction of Board and Superintendent roles, (e) collective rather than individual decisions, (f) future rather than past or present, and (g) proactivity rather than reactivity.

Accordingly:

1. The Board will cultivate a sense of group responsibility. The Board, not the staff, will be responsible for excellence in governing. The Board will be the initiator of policy, not merely a reactor to staff initiatives. The Board will not use the expertise of individual members to substitute for the judgment of the Board, although the expertise of individual members may be used to enhance the understanding of the Board as a body.

2. The Board will direct, control and inspire the organization through the careful establishment of broad written policies reflecting its interpretation of values and perspectives of the ownership. The Board's major policy focus will be on the intended long term impacts outside the staff organization, not on the administrative or programmatic means of attaining those effects.

3. The Board will enforce upon itself whatever discipline is needed to govern with excellence. Discipline will apply to matters such as timely and consistent attendance at regular meetings, special meetings and work study sessions and attendance throughout the duration of the meeting /session, preparation for meetings, policymaking principles, respect of roles, attention to task and proper decorum during meetings, and ensuring the continuance of governance capability. Although the Board can change its governance process policies at any time, it will observe them scrupulously while in force.

4. Continual Board development will include orientation of new or potential Board members in the Board's governance process and periodic Board discussion of process improvement.

5. The Board will allow no officer, individual or committee of the Board to hinder or be an excuse for not fulfilling its commitments.

6. The Board will monitor and discuss the Board's process and performance at each meeting. Monitoring will include comparison of Board activity and discipline to policies in the Governance Process and Board Relationships categories.

BOARD POLICY

GOVERNANCE PROCESS 4.2 BOARD JOB DESCRIPTION Adopted: September 19, 2000 Revised: September 7, 2011

Specific job outputs of the Board, as an informed agent of the ownership, are those that ensure appropriate organizational performance.

Accordingly, the Board has direct responsibility to:

1. Create the link between the ownership and the operational organization.

2. Create written governing policies which address the broadest levels of all organizational decisions and situations.

A. Ends: Organizational products, impacts, benefits, outcomes, recipients, and their relative worth or priority (what good for which recipients at what cost).

B. Operating Limitations: Constraints on executive authority which establish the prudence and ethics boundaries within which all executive activity and decisions must take place.

C. Board-Superintendent Relationship: How power is delegated and its proper use monitored; the Superintendent role, authority and accountability.

D. Governance Process: Specification of how the Board conceives, carries out and monitors its own task.

3. Assure successful Superintendent performance through effective hiring, monitoring, and Board adherence to its own policies, and establish his or her compensation.

4. Influence federal, state and local legislation.

5. Decide matters not specifically delegated to the Superintendent, including with limitation: (a) tax rates; (b) borrowing; (c) asset acquisition in excess of $250,000 or disposition in excess of $100,000.

6. Confer honorary diplomas.

7. Commit District support to, or commit District resources, monetary or in kind, to join or support litigation initiated between third parties.

8. Establish graduation requirements.

9. Establish magnet and options schools in the District.

10. Transfer, spend, or reallocate the business services’ plant contingency fund for purposes other than maintaining the plant.

These beliefs and commitments reflect what the Board heard in its engagement process with parents in the community during the 2014-15 school year. These statements reflect the beliefs, values and wishes expressed in conversation when asked, “What was the most important thing their child could learn as a result of an Adams 12 education?” We as a Board will use these beliefs and commitments to guide our work in the District.

 We endeavor to create a safe, caring and engaging learning environment for all students.

 We view our students as unique individuals and strive to meet the individual learning, social and emotional needs of each in our diverse student body.

 We view technology as a critical tool for student learning. We commit to technology access and skill building in its use and application for all students.

 Academic growth for all students is a central goal of our education programs.

 We believe that literacy is a foundational skill for exploration and knowledge in all content areas.

 We believe in teaching the whole child. In addition to foundational skills in literacy, math, science, and social studies we believe problem-solving, critical thinking, creativity, self-control, respect, integrity and innovation are skills and traits that are essential and part of the educational experience in Adams 12.

 We believe that students who are honest, tenacious, adaptable, ethical, intellectually curious, logical, loving, responsible, dependable, competent, courageous, independent and who persevere will be better prepared to thrive in their future endeavors.

 Adams 12 will provide opportunities to engage in multiple and different paths of education to prepare them for a college, military service, specific trades, or a career in the general workforce. .  We will foster a learning environment that encourages creativity, innovation, and intellectual risk-taking for both teachers and students.

 We strive to graduate students who examine and reflect upon issues in their local communities and the world at large, and who will become engaged citizens in their communities, our state and our nation.
