MELAKA STRATEGIC PLAN 2035 Foreword the RIGHT HONOURABLE CHIEF MINISTER of MELAKA MELAKA STRATEGIC PLAN 2035 Foreword THE RIGHT HONOURABLE CHIEF MINISTER OF MELAKA Bismillahirrahmanirrahim Assalamualaikum Warahmatullahiwabarakatuh Warmest greetings. Salam Melaku Maju Jaya, Rakyat Bahagia Menggamit Dunia. Alhamdulillah for with His blesssings, the state government of Melaka was able to produce this booklet titled Melaka Strategic Plan 2035 (Pelan Strategik Melaka Maju Jaya 2035) or PMSJ 2035. This publication encapsulates the PSMJ 2035 document which sets out the development plans for Melaka to attain its vision of a sustainable state by 2035. The state government of Melaka has created the slogan “Melakaku Maju Jaya, Rakyat Bahagia, Menggamit Dunia” and established a vision for attaining a sustainable state; its mission driven by technology, entrepreneurship, industrial revolution, an international economy, and the wellbeing of its people or T.E.R.A.S., for short. Policies which clearly benefit the people will continue to be prioritised for implementation. Programmes and projects which contribute to the development of the economy such as the provision of social and economic infrastructures, the creation of jobs and business opportunities, the development of entrepreneurship, the provision of quality health services, and educational and vocational facilities will continue apace. These measures will impact positively on uplifting the living standards of the people in Melaka. Through a series of programmes that include retreats, seminars, pre-labs and labs, we have identified 8 Flagships for Melaka, Quick Wins and Symbolic Actions as well as key performance indicators (KPI) . This state government strategy is exemplified in the PSMJ 2035 document and will serve to facilitate agencies’ understanding in their planning and response processes. Subsequently, their performance will be measured against the prescribed KPI. It is my hope that this publication will generate feedback on our efforts to develop Melaka. YAB DATUK SERI UTAMA (DR.) Alhamdulillah, the state government of Melaka has successfully produced the Melaka Strategic Plan 2035 (Pelan Strategik Melaka Maju Jaya 2035) or PMSJ 2035 booklet. SUSTAINABLE DEVELOPMENT TRANSIT ORIENTED DEVELOPMENT THE PEOPLES WELLBEING The PSMJ 2035 was formulated with the intention of guiding the next phase of development for Melaka. It is the main reference document for all state agencies in Melaka in the preparation of action plans and major goals setting. The state administration will continue to enhance its performance in the planning, implementation, monitoring DIGITAL MELAKA WIDENING SMART INITIATIVES and evaluation of programmes and projects so as to be more effective and efficient. Key performance DATA EMPOWERMENT indicators (KPIs) have been used as a mechanism to evaluate the progress and effectiveness of programmes and projects to ensure that the people benefitted from the development implemented by the government. MELAKA ENTREPRENEURIAL STATE I hope that the PSMJ 2035 will serve as a guide and reference for the state’s current economic development as well as a launchpad to future development. Additionally, it can contribute to greater flexibility and DEVELOPING THE LOCAL innovation in the provision of services, hasten changes, and encourage empowerment in the interest of POPULATIONS ECONOMY delivering the best public service to the people. This development is envisaged as an economic enabler for Melaka and it has economic zone : ECONOMIC DEVELOPMENT ZONE- DEVELOPMENT : ECONOMIC Mbeen proposed to be administered by a special body. M-WEZ is a BIG MOVE for tourism-based development, incorporating new integrated features such as international tourism centres, life-style based commercial centre, smart city, industrial revolution 4.0, marina logistics centre, modern lifestyle 01 M-WEZ Authority amenities and others.
