Facility Design Process Engagement Involvement The preliminary plans for the Silver Spring International Middle School (SSIMS) renovation and addition project were developed based on the educational specifications prepared by the Montgomery County Public Schools (MCPS). Through a series of work sessions with Montgomery County Public Schools administration, the staff at SSIMS, Elementary School (SCES), and the community, several design options were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design work sessions.

Silver Spring International Middle School (SSIMS) currently serves students from grades 6-8. SSIMS shares a building with Sligo Creek Elementary School (SCES) which serves grades K-5. Enrollment projections for SSIMS show an increase within its current boundaries. Once the addition is complete, the projected enrollment will be 1185. The existing two story front of the school, which includes an abandoned auditorium, will be demolished and replaced with a new two story with basement addition. The addition consists of new security entrances and administrative areas for both schools, classrooms, music rooms, and science classrooms. On the lower level, the addition will house new gymnasiums and locker rooms which are currently located in a remote field house. The existing multi-purpose rooms for both schools will also be enlarged to provide additional core capacity. The project is scheduled to be completed by the school year starting September 2022.

Educational Program Objectives The program objective of this addition project is to add needed capacity to both schools, solve accessibility and remoteness issues of the existing gymnasium, improve security and circulation issues of both schools, and improve the overall architectural experience of the facility. Currently SCES has been utilizing four classrooms located in SSIMS. To improve building circulation, these classrooms will be returned to SSIMS and relocated in the new addition.

Interior renovations to the existing school are also part of this project. The objective of the proposed interior renovations is to reassign classrooms that are currently being used by Sligo Creek Elementary School to classrooms for Silver Spring International Middle School. Those displaced classrooms will be replaced in the new addition. A circulation pinch point in SSIMS will also be resolved by moving a stair tower and adding a ramp in a corridor connecting two wings of the middle school. The existing SSIMS health suite will be renovated into a special education resource room and the counseling suite will be relocated into the area the special education resource room currently occupies. The SCES administration and health suite, along with three existing kindergarten classrooms will be renovated to create a Pre-K and kindergarten suite with one additional kindergarten and one additional standard classroom. The displaced SCES administration and health suites will be relocated in the new addition. In addition, an existing SCES exit hallway is to become a lightwell for the proposed physical education suite and newly renovated kindergarten classrooms. The addition will be designed in accordance with current educational specifications. The project will provide a cost effective, energy efficient, and safe facility to meet the needs of the school.

The building design goals include the following: ▪ Create a new identifiable and secure entrance for each school ▪ Provide a new three-story wing for administration, linkages to learning, physical education, music suite, science labs and standard classrooms and resource rooms ▪ Renovate four existing SCES classrooms, located on the second floor of the middle school, into additional SSIMS classrooms ▪ Add four new classrooms to the SCES part of the school ▪ Maintain a separation between the elementary school and the middle school ▪ Incorporate sustainable design principles ▪ Provide natural daylight into all new teaching spaces ▪ Provide an addition that is integrated into the circulation patterns of the existing school ▪ Create a unified architectural aesthetic with the historic components of the building

The site design goals include the following: ▪ Increase number of parking spaces for staff and visitors ▪ Relocate the elementary student drop-off traffic from the adjacent neighborhood ▪ Separate bus traffic, car traffic, and pedestrians ▪ Incorporate sustainable design principles ▪ Meet storm water management regulations

Site Design

Silver Spring International Middle School is situated on a 15.6-acre property located at 313 Wayne Avenue, Silver Spring, Maryland. The site is bounded to the north by residential development, to the south and west by the development, and on the east by Sligo Creek Park. The current building is shared between the Silver Spring International Middle School and Sligo Creek Elementary School. A two-story wing which includes an abandoned auditorium, science classrooms, a music suite, and an administration suite will be demolished to accommodate the addition. An abandoned automotive garage will also be demolished to make way for additional parking.

The concurrent Purple Line construction project includes work on the SSIMS side of the site. Their scope of work involves the construction of a traction power substation on the Wayne Avenue, southwest side of the site, and reworking the school’s front parking area in a more efficient manner. This work is expected to be completed in the second quarter of 2020.

The design of the addition also relocates the main entrance of SCES to the front of the building. The middle school and elementary school will share the student drop off area accessed from Dale Drive since the school hours differ for both schools. Use of the Dale Drive drop off should help to relieve congestion created by SCES parents lined up on the public street at the existing drop off location, which will also remain operational. This relocation of the elementary school entrance will enable both school entrances to be on the front of the school, providing improved identities for both schools, along with accessible ADA access and security.

It is anticipated that approximately 20 additional parking spaces will be added which will help alleviate a lack of parking on site. The vegetation separating the school property from the neighbors on the north will be retained and will continue to provide a visual buffer. Due to the increase in impervious area, facilities will be provided to meet current environmental regulations.

Building Design

General Description:

Silver Spring International Middle School is a three-story facility with two interior courtyards. The school was formally Montgomery Blair High School and currently houses SSIMS and SCES. While somewhat intertwined the students are separated, and each school has an individual identity. After demolition of the front of the building, core functions including the main administration offices, music rooms, gymnasium and science classrooms, will be constructed as part of the addition for the middle school. The design will include secure and identifiable main entrances for both schools. The SCES entrance will move from the north side to the northwest corner allowing for better access control and accessibility for the school.

The proposed addition will be connected to the existing school on the first and second levels only, the new basement will be accessible only by middle school students through new stairs and an elevator. Throughout the report, we refer to the levels in the proposed addition as lower, first, second, and third to indicate where the proposed addition connects to the existing school. The addition is organized as follows:

The new construction will consist of a steel-framed structure with a masonry exterior facade, designed to be compatible with the aesthetic of the existing historic school.

The scope of work also includes renovation of existing spaces with functions that are being modified from their existing condition. Renovations in SSIMS will include providing additional space for the guidance suite. A layout change includes adding a new stair connecting all floors in the existing east wing to resolve the narrow one-way circulation stairs and ramps in the middle school. The use of an elevator will be restored by reassigning four classrooms currently being used by SCES, to be SSIMS classrooms. Renovations in SCES will include modifying space to creating one additional kindergarten, and one additional standard classroom.

HVAC System: The building addition classrooms will be heated and air-conditioned by a four-pipe fan-coil unit system. Administration areas will be handled by variable-refrigerant-flow systems. Ventilation air for the classrooms and administration areas will be provided through a series of roof mounted dedicated outdoor air units. The gymnasium spaces will be cooled, heated, and ventilated by roof mounted single zone VAV packaged roof top units. Central plant heating and cooling equipment will be provided for the addition, with consideration for reusing the existing boilers and chiller recently installed in the area to be demolished.

Plumbing System: Cold water for the building addition will extend from the existing school, with a new gas-fired water heater provided for production of domestic hot water within the building addition. Plumbing fixtures will be designed to meet the Americans with Disabilities Act (ADA) and utilize water conservation features. Water closets will be floor-mounted, with dual-flush type valves; urinals will be wall-hung with pint-flush type valves, and lavatories will be individually wall-hung with self-closing faucets. Gas service will be replaced.

Fire Protection System: The school’s existing fire protection system will be extended to support the proposed addition. New zone valve assemblies will be provided at each floor level of the addition. The building addition will be fully sprinklered, provided with standpipes, and comply with NFPA 13 and 14 requirements.

Energy Management System: Building automation system controls for the proposed addition will be an extension of the existing HI Solutions Direct Digital Control (DDC) system. All new control components will be networked to the central MCPS energy management control system for occupied/unoccupied settings and other energy management routines.

Power Distribution: One of the school’s two existing 120/208-volt, 3-phase 3000A electrical services and associated main switchboard will be replaced. The new switchboard will be configured to address Maryland Energy Management Agency (MEMA) shelter-in-place requirements.

Lighting: To match existing to remain, 2'x4' recessed fluorescent troffer luminaires with prismatic lenses and 2’x4’ recessed LED volumetric luminaires will be utilized.

Security and Fire Alarm Systems: The existing security and fire alarm systems will be expanded for the addition.

Technology Infrastructure/Communications: The existing data/voice/video and intercom/public address systems will be expanded for the addition. New intercom/public address devices include speakers and call switches in the classrooms and speakers in the corridors. The building addition will be equipped with data, voice-over internet protocol (VoIP), video, and wireless systems. Sustainability:

The proposed project will not be pursuing LEED certification, but will still be designed and constructed with an emphasis on the environmental sustainability. The architecture and engineering systems will align with Montgomery County Public Schools facility management sustainability principles to ensure long-term operational effectiveness. Key features related to the sustainability include the following:

• Managing stormwater to reduce surface runoff quantity and improve quality • Using highly reflective roof surfaces to reduce heat gain in the building • Installing water conserving and low-flow plumbing fixtures in the addition • Optimizing the energy performance of the building by providing a highly energy efficient building envelope, lighting system, and heating, ventilation, and air conditioning systems (HVAC) • Optimizing equipment selection, installation, and operation of new HVAC equipment through commissioning of the energy systems • Adhering to construction indoor air quality management plans and using low emitting building materials to safeguard occupant health • Providing a high level of occupant control over individual lighting and thermal comfort to promote an enhanced indoor environment in the new building • Using construction materials that are recycled and regionally manufactured for the addition • Maximizing daylight in classrooms • Minimizing background noise level from HVAC systems in classrooms and control reverberation time with sufficient sound absorption materials.
