The proposed project is for “Expansion of Chemical and Agro Chemical Intermediates Manufacturing Plant” located at Plot no. 21/2, Dhatav MIDC , Roha, Raigad, Maharashtra. developed by M/s Anshul Innovative Chemistry Private Limited. The project was originally granted with an Environmental Clearance for the production of technical product is 5,825 TPA and By-Product is 710 TPA Vide EC F.NO J-11011/353/2016-IA II(I) dated 1st Sept 2017 to M/s Ambernath Organics Pvt. Ltd who has not initiated any work at site and subsequently the project was taken over by M/s. Anshul Innovative Chemistry Pvt. Ltd on 19.06.2020.

The project is Expansion of Chemical and Agro Chemical Intermediates Manufacturing Plant with a total Existing production capacity of technical product is 5,825 TPA and By-product is 710 TPA manufacturing Materials in accordance with CTE vide letter no. Format 1.0/AS(T)/UAN No. 0000100363/CE-2102000633 dated 10.02.2021.

After expansion total production capacity will be 33267 TPA.

Proposed project is involved in manufacture of synthetic organic chemicals industry (synthetic organic chemicals and chemical intermediates) along with some specifc pesticide intermediates (agrochemical intermediates) and lies within the notifed industrial area. The proposal will be considered at the central level a category ‘A’ in Schedule 5(b) of the EIA Notifcation 2006 and its subsequent amendment. all products covered under 5(f) & 5(b) of EIA notifcation are categorized under Cat ‘A’ and are required to be appraised by Industry 3- EAC at MoEF&CC.

The estimated project cost after expansion will be Rs. 47 Crores (Existing Cost: Rs. 36 Crores; Proposed Expansion Cost: Rs. 11 Crores). Total capital cost earmarked towards environmental pollution control measures is Rs. 635 Lakhs and the Recurring cost (operation and maintenance) will be about Rs 583 Lakhs per annum. Greenbelt area will also be increased to 5182 m2 i.e 33.0 % out of the total area of the project.

Total Employment after the proposed expansion will be 155 persons (105 existing and 50 proposed). Industry proposes to allocate Rs. 5 Lakhs of Project Cost towards Corporate Environmental Management plan.

Source of water: MIDC Roha Supply Power requirement for the project is to be met from Maharashtra State Electricity Distribution Company Limited (MSEDCL). At Present power requirement is 577 kVA. The proposed project is for Expansion of Chemical and Agro Chemical Intermediates Manufacturing Unit located at Plot no. 21/2, Dhatav MIDC, Taluka Roha, District Raigad, State Maharashtra developed by M/s Anshul Innovative Chemistry Private Limited.

The project was originally granted with an Environmental Clearance for the production of technical product is 5,825 TPA and By-Product is 710 TPA Vide EC F.NO J-11011/353/2016-IA II(I) Dated 1st Sept 2017 to M/s Ambernath Organics Pvt. Ltd who has not initiated any work at site and subsequently the project was taken over by M/s. Anshul Innovative Chemistry Pvt. Ltd on 19.06.2020.

M/s. Anshul Innovative Chemistry Pvt.Ltd , has secured Consent To Establish (CTE) vide letter no. Format 1.0/AS(T) UAN No 0000100363/CE -2102000633 dated 10.02.2021 granted by Maharashtra Pollution Control Board with validity for a period till commissioning or upto 5 years whichever is earlier, and have just initiated the site works as per the Consent to Establish secured. The construction works are going on at site and procurement of required equipment and machinery has been initiated.

Proposed project is involved in manufacture of synthetic organic chemicals industry (synthetic organic chemicals and chemical intermediates) along with some specifc pesticide intermediates (agrochemical intermediates) and lies within the notifed industrial area. The proposal will be considered at the central level a category ‘A’ in Schedule 5(b) of the EIA Notifcation 2006 and its subsequent amendment. all products covered under 5(f) & 5(b) of EIA notifcation are categorized under Cat ‘A’ and are required to be appraised by Industry 3- EAC at MoEF&CC.

Public hearing is exempted under the provision as per para 7 (i) III. Stage (3) (b) as per EIA notifcation 2006.

The proposal for expansion of an already secured EC project on account of the proposed enhanced production capacity of already secured clearance. The project envisages huge market demand and hence proposes change in planning with an increase in manufacturing of Chemical and Agro Chemical Intermediates Unit increasing production capacity from 5,825 TPA to 33,267 TPA.

The project is involved in the of Manufacturing of Chemical and Agro Chemical Intermediates Unit which is covered under Category ‘A’ of 5 (b) the proposal will be considered at the central level, category ‘A’ in Schedule 5(b) & 5 (f) of the EIA Notifcation 2006 and its subsequent amendment.and will be appraised by Industry 3- EAC at MoEF&CC. 2.3. 2.4. Demand – Supply Gap

About 75% of the total requirement of the Indian market is being imported from 10-12 countries.

2.5. Import vs. Indigenous Production

Proposed products manufacturing in the country will be very much economical compared to Imports of the same and also the export of the same will earn extra revenue generation for our county.

Employment Generation (Direct and Indirect) due to the project

Direct and Indirect employment will be generated after the expansion of the project. During construction phase approximately 50 labourers will be required and during operation phase, total employment in the project after expansion will be around 155 nos. At present, the unit has a manpower of 105 people. The local villagers will be given employment. The details of manpower is given below:

Salicylic acid and methyl anthranilate undergo coupling reaction in presence of phosphorus trichloride to form methyl ester of HBAB. 3.9. Power Requirement and Source

Source of Power: Maharashtra State Electricity Distribution Company Limited (MSEDCL). During Construction Phase: DG Sets from the existing power plant will be used for the construction works. Total after Expansion:- The Power requirement of the project will be increased from 577 kVA to 2000 kVA to be met from MSEDCL. In case of power failure, power backup will be provided through DG sets of capacities of 2x500 KVA will be enclosed at the surface. 3.10. Air Emissions and Control

The main sources of air emission from the facility area the following- ● Combustion of fossil fuels from sources like Wood based Boiler (2 TPH & 2*3 TPH), HSD based 2 no. of generators (500 kVA) ● Production process from sources like processes in plants like HCl and Bromine. APCS like wet scrubber with caustic Solution with adequate stack height of 15 m will be there.

3.10.1. Odour Control

● All reactors vents are equipped with condensers to trap emissions ● All reactors / storage tanks are connected with scrubbers. Reactor agitator and scrubber blower are interlocked to ensure scrubber running during manufacturing activity. Scrubber liquid is sent to ETP for treatment and scrubbed air let out through a tall stack for effective dispersion. ● Chemicals are transferred in a closed system from bulk tanks to avoid fugitive emissions. ● Chemicals from drums are transferred inside the toxic cabin which is connected with the scrubber. Respirator is used by the operator during transfer to avoid odour nuisance. 3.11. Waste Management

4.5. Existing Infrastructure

Total plant area is 15,703 m2 with an existing built up area of 2355.17 m2 . The site is well connected by Roha kolad road (0.9km) in the north direction from the project site. Hospitals, post offces, and banks are available within 3 km from the project site. 4.6. Soil classifcation

Laterite soil is found in the Ratnagiri, Sindhudurg and Raigad regions of South Konkan, Kolhapur area in the Western Maharashtra and at the top of Sahyadri mountain locale. The soil in the districts are formed from the deccan trap which is predominating rock formation with small out-crops of laterite at a few places in the taluka and hill.

4.7.1. Climatic Conditions (As per the Indian Meteorological Data-Station Mumbai Airport)

The Important parameters considered are temperature, Humidity, Wind Speed, Wind Direction and Rainfall. The extract of Maximum, Minimum values (month wise) of above said parameters from Indian Meteorological data station, Mumbai Airport (2003 - 2015) are given Below in the tables: 4.7.2. Temperature

The Maximum temperature of the area in twelve Years, was recorded as 39.5 in March 2007 and November 2015, whereas the minimum temperature of the area was recorded as 11.8 in February 2008. Data of the maximum and minimum temperature are given below.

4.7.3. Relative Humidity

From the data, the Maximum relative humidity was recorded as 96 % in July, August, September 2014. Minimum relative humidity was recorded as 53 % in December 2004 and January 2005. The humidity fgures show that the area is humid.

The maximum rainfall was recorded in July (upto 1356.9 mm) in 2014. From data, it is clear that the maximum time of year remains moist, the wet months exceed dry months. July, August & September are the wettest months and are considered as the monsoon season. Average Annual rainfall is 2182.9 mm.

All necessary infrastructure such as transport facilities, electricity, water supply exists near to the project site as it is located within the MIDC Roha, industrial area. 5. PLANNING BRIEF

II. Population Projection Currently 105 people are working in the industry and after expansion 50 people will be employed as skilled and unskilled workers. However, a temporary infux of 50 No. of labourers will occur during the construction phase.

III. Land use planning (breakup along with green belt etc) Out of the total plot area is 15703 m²; Ground coverage will be 4218 m² , Green belt area will be 5182 m2 (33.% ), Parking area will be 1885 m² ( 12%) , Road area will be 4419 m² (28.1%).

IV. Assessment of Infrastructure Demand (Physical & Social) M/s Anshul Innovative Chemistry Private Limited, has assessed the capacity of infrastructure (Physical & Social) in the nearby area of the plant site. M/S Anshul Innovative Chemistry Private Limited is undertaking development activities in nearby areas under a corporate Environmental Responsibilities program.

V. Amenities/Facilities Being located within a notifed MIDC Roha Industrial Estate , all developments towards amenities / facilities are being maintained within and in the nearby area. M/s Anshul Innovative Chemistry Private Limited being a member unit continues to contribute to MIDC in these development and maintenance activities . After expansion , 6. PROPOSED INFRASTRUCTURE

I. Industrial Area (Processing Area) Plant area will be about 15,703 m2

II. Storage 62.06 m2 area is being provided for the storage of raw materials.

IV. Residential Area (Non-processing area) No residential unit will be housed within the plant .

​V. Green Belt Greenbelt area will be 33% (5182 m2) of the total plot area with a combination of native species specifc to reduce dust and noise pollution levels and to increase aesthetic beauty of the area.

VI. Social Infrastructure Proposed expansion project will result in growth of the surrounding areas by increased indirect employment opportunities in the region.

VIII. Drinking Water Management (Source & Supply of water)

After expansion total water requirement will be 605 KLD out of this fresh water requirement will be 377 KLD which will be met by MIDC Supply Water.

IX.Sewerage System

Sewage generated will be treated along with effuent of High COD stream in proposed ETP; after treatment in ETP will be subjected to MEE and treated water will be re-used in cooling tower & boiler. CETP membership has been applied by the industry & it is in an advanced stage of processing.

X. Industrial Waste management

Industry has applied for Membership in CHWTSDF for hazardous waste disposal.

XI.Solid Waste Management

After expansion: Total solid waste will be generated from the plant 165 kg/day out of which 66 kg/day will be biodegradable waste and 99 kg/day will be non biodegradable waste (given to Approved vendor). Boiler ash of 766.5 TPA will be generated (sent to brick Manufacturing unit) and Plastic waste 1.2 TPA sold to authorized parties to recycle.

XII. Power Requirement & Supply/source Existing power requirement is 577 KVA after expansion will be 2000 KVA. Power is sourced from Maharashtra State Electricity Distribution Company Limited (MSEDCL). 7. REHABILITATION AND RESETTLEMENT (R & R) PLAN

The proposed project is located within the Dhatav MIDC, Roha. Hence R&R specifc to this project is not applicable. 8. PROJECT SCHEDULE AND COST ESTIMATES
