LOCAL GOVERNMENT CLIMATE AND ENERGY STRATEGY SERIES On-Site Renewable Energy Generation A Guide to Developing and Implementing Greenhouse Gas Reduction Programs Renewable Energy U.S. ENVIRONMENTAL PROTECTION AGENCY 2014 EPA’s Local Government Climate and Energy Strategy Series The Local Government Climate and Energy Strategy Series provides a comprehensive, straightforward overview of green- house gas (GHG) emissions reduction strategies for local governments. Topics include energy efficiency, transportation, community planning and design, solid waste and materials management, and renewable energy. City, county, territorial, tribal, and regional government staff, and elected officials can use these guides to plan, implement, and evaluate their climate change mitigation and energy projects. Each guide provides an overview of project benefits, policy mechanisms, investments, key stakeholders, and other imple- mentation considerations. Examples and case studies highlighting achievable results from programs implemented in communities across the United States are incorporated throughout the guides. While each guide stands on its own, the entire series contains many interrelated strategies that can be combined to create comprehensive, cost-effective programs that generate multiple benefits. For example, efforts to improve energy efficiency can be combined with transportation and community planning programs to reduce GHG emissions, decrease energy and transportation costs, improve air quality and public health, and enhance quality of life. Preface he guide is intended for organizations that have decided to buy green power and want help T figuring out how to do it, and also organizations that are still considering the merits of a green power pur- chase. It has been developed to assist current and potential future Partners in the Green Power Partnership. The Green Power Partnership is a new EPA voluntary program that seeks to reduce the environmental impact of electricity generation by fostering the development of green power. The Partnership provides technical assis- tance and public recognition to organizations that commit to using green power for a portion of their electricity needs. The Partnership includes Fortune 500 companies, states, federal agencies, universities, and leading organizations around the country that have made a commitment to green power. This is a second draft version of a document that will continually develop over time. We welcome your input. Please tell us your success stories and share with us the challenges you encountered so that we can improve this guide in the future. This year, for the first time, U.S. EPA and U.S. DOE will recognize leading green power suppliers in addition to green power purchasers. CRS will recognize leading green power market builders. The Green Power Leadership Awards for purchasers is a recognition program of EPA’s Green Po w e r Partnership, a voluntary program working to reduce the environmental impact of electricity generation by fostering development of the green power market. The Partnership provides technical assistance and public recognition to organizations that commit to using green power for a portion of their electricity needs. Partners in the program include Fortune 500 companies, states, federal agencies, universities, and leading organizations around the country that have made a commitment to green power. The Green Power Market is rapidly growing. EPA’s Green Power Partnership now includes over 500 Partners—collectively purchasing over 2 billion kilowatt hours of green power annually. In avoided emissions, that’s roughly equal to taking two hundred fifty thousand cars off the road.
