The value of executed work (by the bidders in the last 7 years) shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum; calculated from the date of completion of the work to previous day of last date for submission of Bids. 2. Similar nature of works means works of Office, Residential building, Shopping Complex, Commercial building, Institutional building but not Industrial building like Warehouse, Factories, and Plants. 3. For qualifying works executed by bidder in private sector, he should submit the details of payment received duly certified by Chartered Accountant i.e., Copy of paid final bill, Form 26AS and Form 16A of relevant period for verification of amount of work done. 4. The amount of annual turnover as given in pre-qualification criteria shall be only for Construction works duly certified by Chartered Accountant. 5. Even though tenderer may satisfy the above requirements, he would be liable to disqualification if he has made misleading or false representation or deliberately suppressed the information in the forms, statements and enclosures required in the eligibility criteria document, etc. 6. The bidder as a Joint Venture is not eligible for participation in Bidding. 7. The bidder should have satisfactorily completed minimum one building of having number of storeys not less than 80% of the number of storeys of the proposed building for which Bids are invited. This is applicable for the building proposed to be constructed for more than five storied. 8. Even though the bidder has executed similar nature of work of qualifying amount/s, he will not be pre-qualified if there is unjustified delay in completion of the work by more than 25% period of total permissible time period. (Permissible time period means Schedule Time Limit + justified extended time period allowed without imposing Liquidated Damages/Penalty). The Performa in which the bidder should obtain the performance certificate for the executed works is enclosed as Annexure ‘A’ Bidding Capacity = [A x N x 2] – B, Where, A= Maximum value of construction works executed job in any one year during the last four years prior to date of publication of this PQN, taking into account the completed as well as the works in progress. (03 months for this work) Only Construction Associates who have carried out similar nature of works means interiors of office, residential buildings, shopping complex, commercial buildings but not industrial buildings like warehouse, factories and plants, and fulfilling above criteria shall participate in the e-tendering process. 4 CONSTRUCTION ASSOCIATE EMPLOYER SZ/PROJ-MODN-6/ LIC/SZO/Engg BO - WADAKKANCHERRY The Tender Documents consist of BID I, BID II, BID III and Part I. The tenderer shall go through the Part I of the Tender and quote their offer in BID III. The Tenderer shall go through the Part I & Part II (Financial Bid) of the Tender before submitting the Tender. Construction Associate has to submit the Tender as under: (1) BID I: Prequalification Bid (Enrolment form with Annexures) (Page No. 1 to 34). The Tenderer shall fill in the enrolment form and upload the supporting documents / attachments. The scanned copy of the Demand Draft/Pay Order of Tender Fee and Demand Draft/Pay Order/Banker’s Cheque of EMD shall be uploaded in BID I. (2) BID II : Big Sealed envelope consisting of two separate sealed envelopes as per the following shall be submitted in physical form : - Tender Fee (non-refundable) of Rs. 2360/- (inclusive of GST) in the form of Demand Draft/Pay order in favour of “Life Insurance Corporation of India” payable at Chennai. Earnest Money Deposit of Rs.1,56,000/- (Rupees One Lakh Fifty Six Thousand only) in the form of Demand Draft/Pay Order/Banker’s Cheque in favour of “Life Insurance Corporation of India” payable at Chennai (3) BID III: FINANCIAL BID consisting of documents includes schedule of quantities. The Tenderer shall download the documents, fill in their relevant information, sign & stamp and upload in the portal. The percentage rate in words and figure shall be quoted in the template provided. No other document, conditions shall be uploaded along with documents of FINANCIAL BID. Note: (a) Any agency applied and fulfilling the selection criteria may not be considered for enlistment if unsatisfactory performance report/s is/are received for the Completed projects from their previous Employer. (b) The Chief Engineer reserves the right to not open Financial Bid of Tender of any/ all the Applicants at his sole discretion without assigning any reason whatsoever.     CHAPTER V TAXES ON VEHICLES 5.1 Results of audit Test check of records of the offices of the Motor Vehicles Department conducted during the year 2008-09 revealed non/short levy of tax, incorrect classification, irregular exemption etc., amounting to Rs. 3.98 crore in 404 cases which fall under the following categories: (Rupees in crore) Sl. Other lapses 116 2.36 Total 404 3.98 During the year 2008-09, the department accepted 130 cases of underassessments and other deficiencies and recovered Rs. 56 lakh of which 21 cases involving Rs. 15.60 lakh were pointed out during 2008-09 and the rest in earlier years. A few audit observations involving Rs. 2.36 crore are mentioned in the succeeding paragraphs. 83 Audit Report (Revenue Receipts) for the year ended 31 March 2009 - Volume I 5.2 Audit observations Scrutiny of records of various Transport Offices revealed several cases of non-compliance of the provisions of the Motor Vehicles Act 1988 (MV Act) and Kerala Motor Vehicles Taxation Act (KMVT Act) and Government notifications and other cases as mentioned in the succeeding paragraphs in this chapter. These cases are illustrative and are based on a test check carried out in audit. Such omissions on the part of the Regional Transport Officers (RTOs) are pointed out in audit each year but not only the irregularities persist; these remain undetected till an audit is conducted.

This paper discusses the findings of a micro level study conducted in a village in Kerala and presents a picture that calls for a critical re-thinking of the widely circulated and celebrated indicators of education in the state. The study brings to light certain disquieting tendencies such as high inequalities in the educational attainments of the population despite the overall positive outcomes. The scheduled castes still stand at the bottom of the ladder in terms of educational attainments. Drop out rates at the tenth standard are relatively high and entry barriers limit the access to higher education. The narrow role of the state in the provision of higher education, especially, professional/job-oriented education has led to a situation where the vulnerable groups find themselves with limited choices in higher education.
