Local Newscasts: KTVI airs 44½ hours of local news each week, at the following times: Monday – Friday: 5 a.m. – 9 a.m. Monday – Friday: 11 a.m– Noon Monday – Friday: 5 p.m. – 6:30 p.m. Monday‐Sunday: 9 p.m. – 10 p.m. Monday – Friday: 10 p.m. ‐ 10:30 p.m. (repeat) Saturday – 9 a.m. ‐ 10 a.m. Saturday: 5 p.m. ‐ 6 p.m.* Sunday: 8 a.m. to 9 a.m. Sunday: 5 p.m. – 6 p.m. Sunday: 10 p.m. – 10:30 p.m. */ In the non baseball season, this newscast moves to 6 p.m. – 7 p.m. b. Breaking News: KTVI broke into and/or preempted regularly scheduled programming on numerous occasions during the period covered by this report in order to bring its viewers breaking news or disaster information. This coverage included extended reporting on severe weather warnings, amber alerts, school closings, and other emergencies, such as the Virginia Tech shooting, the Minneapolis bridge collapse, and results of “Super Tuesday” elections. A comprehensive list of cut‐ins and crawls is attached as Exhibit 1. c. Local News Stories: Provided below is a brief summary of important local news stories and recurring segment shows that aired during the report period: • Education: Coverage of racist graffiti on a school skylight led to the arrest of three teenage dropouts charged for the hate crime; announcement by the Superintendent of St. Louis City Schools that 47 of the 56 city schools have serious lead levels • Minority Issues: Broadcast initiative by St. Louis Black Leadership Roundtable to boost the academic achievements of African American students; threatened civil disobedience by alliance of minority contractors, local ministry group and concerned citizens, for 2 scarce minority employment opportunities at two casino construction projects. • Religion: Coverage of a debate at the St. Louis Science Center on “how did life on earth originate”? • Health: Profile of a local cancer survivor who believes she beat cancer by changing what she ate; status report on whooping cough outbreak in the Rockwood School District. • Environment: Missourians who buy hybrid vehicles could knock 10 percent of the sticker price off their income taxes • Politics: The House gave first round approval to the indictment of House Majority Leader Tom Delay for money laundering and illegal contributions in Texas; coverage of the federal trial of former East St. Louis Police Chief Ron Matthews, charged with obstruction of justice and perjury. • Eminent Domain: The town of Manchester is the latest test case for eminent domain, as plans for a new shopping development move forward. A comprehensive list of the station’s local news stories is attached hereto as Exhibit 2. d. Public Affairs/Political Programming: i. KTVI produces The Jaco Report in‐studio and airs this news program focusing on issues of the week every Saturday at 5:30 p.m. for 30 minutes, repeated on Sundays at 8:30 a.m. ii. There was extensive coverage of political events, including: • Town hall meeting regarding Highway 40 project • Olivette town hall meeting regarding drunk driving • Hillary Clinton town hall • Barak Obama rally Attached hereto as Exhibit 3 is a detailed list of political issues covered in the station’s local newscasts. e. Awards and Recognition: 14 NATAS Mid‐America Emmy Awards (2005) 7 NATAS Mid‐America Emmy Awards (2006) 11 NATAS Mid‐America Emmy Awards (2007) A complete list of awards and recognition in the report period is attached as Exhibit 4. 3 II. PUBLIC SERVICE ANNOUNCEMENTS (PSAs) For the period January 8‐21, 2007, 9:45 minutes of free PSAs were aired. Topics included Ad Council, anger illness, National Council on Aging, Public File Notice, and Partnership for Drug Free America. Paid PSAs aired during Black History Month totaled 14 minutes . PSAs specifically requested by SHARE (families coping with loss of a baby), “Heat Up St. Louis”, Salvation Army and Mentor St. Louis totaled 35:30 minutes. For the week of June 11‐24, 2007, 25:45 minutes of PSAs were aired. Topics included Kaiser Family Foundation, USO, Partnership for Drug Free America, Public File Report, and Amber Watch Foundation. PSAs specifically requested by the Liver Foundation and “Cool Down St. Louis” totaled 12:25 minutes. A comprehensive list of PSAs broadcast by KTVI is attached as Exhibit 5A/B. III. PARTICIPATION IN COMMUNITY Station management, on‐air talent and employees are committed to participate in the St. Louis community, and take part in a variety of events and causes around the city, such as • Anne Malone Parade (all on‐air talent) • Emcee, Celebrate Fitness • Cool Down St. Louis • Heat Up St. Louis • Emcee, Liver Foundation Dinner • Emcee, Oktoberfest Soulard Station employees participate in a leadership or membership capacity on local organizations, including: • Next Step (raises money for recovering addicts who wish to attend college or trade schools) • Board Member, Baskets of Hope (delivers baskets to sick children) There is prompt follow‐up with the community as a result of blogs, interaction with community organizations, telephone calls, news stories and local events. Continuing contact with community organizations, such as Urban League, American Cancer Society, Mathew Dickey Boys Club and St. Louis Lead Prevention Coalition. WEBSITE: MyFoxStLouis.com is KTVI’s primary vehicle for delivering local news, weather, sports, traffic, contests and other stories to the community through the internet. Weather and traffic information is regularly updated and posted. Content is presented in several ways and on several platforms. When a reporter has additional information about a story that airs on FOX 2, relevant documents, blogger comments, raw video, and/or weblinks are posted as a supplement to the original story. The website is constantly updated so viewers can keep on top of stories between newscasts. Site content includes information that is neither aired nor posted, such as national "off‐beat stories", web‐only video streaming, blog discussions or contests. Part of the functionality of the site is to publish to a WAP site (Wireless Application Protocol), where certain sections of the site automatically publish to a mobile application. Email newsletters about breaking news or weather are published on an as‐needed basos. The station has the ability to publish content via RSS (Really Simple Syndication) feeds, and web users have the ability to add the feed to their own RSS readers, so they may peruse the content without having to go to the website. In October 07, the station launched another local website geared to inform and educate local new mothers. Website blogs are used to converge the online audience with the broadcast audience, by showcasing comments during the newscasts. For instance, if a major snow storm is approaching the area, blogger comments about prevailing conditions may be read on‐air. All four newscasts and the Doppler radar are streamed. A chat‐room is available on all streaming pages so that the community can discuss the news and weather of the moment and feel a sense of connection among each other through what they are seeing on the streaming video. Local newscasts are not archived, but individual stories from the newscasts (including local news stories, weather forecasts, guest interviews, special feature segments, and "hot video" usually found on sources like iPump or from another FOX stations) are stored. 5 EXHIBIT 1 KTVI ‐ ST.
