Notes the concerns expressed by patients and clinicians across Wales regarding the performance and future of NHS emergency departments. 2. Rejects proposals by Cwm Taf Morgannwg University Health Board which could lead to an end to 24-hour consultant-led services at the Royal Glamorgan Hospital's emergency department. 3. Calls upon the Welsh Government to intervene to prevent any downgrading or closures of emergency departments in Wales during this Assembly. The following amendments have been tabled: Amendment 1 - Rebecca Evans (Gower) Delete all and replace with: 1. Recognises the cross party statement on the Future of Safe Emergency Care in Cwm Taf Morgannwg. 2. Recognises the need for openness and transparency from the health board in their engagement with the public, clinicians, the community health council, elected representatives, staff and their unions to inform their decision on the future provision of all types of unscheduled care, including emergency services. 3. Recognises that any unscheduled care provision must be robust, safe and sustainable. -

Eric Gregory, Chair of the Audit and Risk Assurance Committee, was welcomed to the meeting. 1.2 Declarations of interest There were no declarations of interest. 1.3 Minutes of the previous meeting The minutes of the meeting on 12 June were agreed. 2 Annual Report of the Audit and Risk Assurance Committee The Chair of the Assembly’s Audit and Risk Assurance Committee attended the meeting to present the Committee’s Annual Report. This was timed to support finalisation of the accounts and the governance statement. He reported that it had been a good year, with the Committee not needing to make any major recommendations. He did highlight that one issue had been raised in the previous week by the WAO, in relation to an historic matter linked to the AGW’s remuneration arrangements, which had been dealt with in July 2016. -
