Context 1. Decentralization was enshrined in the February 18, 2006 Constitution as the new system of governance in the Democratic Republic of the Congo. Some of the implementation measures that followed include Bill No. 08/012 of July 31, 2008 on the basic principles of administrative autonomy in the provinces and Organic Law No. 08/016 of October 7, 2008 on the composition, organization, and operation of Decentralized Territorial Entities (ETDs) and their relations with the government and the provinces. 2. The decentralization process offers a real opportunity to improve the quality of provincial and local public services by bringing the government closer to the people they govern. Since the decentralization policy aims at making basic public services accessible and reducing poverty throughout the country, it has the potential to meet the needs of communities in a prompt and more efficient manner. 3. The new governance system involves transferring competencies and responsibilities to decentralized entities, which will result in provinces and ETDs taking on responsibilities previously assumed by the central government. 4. However, successful decentralization is subject to a number of conditions. First, ETDs, which include cities, municipalities,

The Economics of the Kwango Rubber Trade, c. 1900 Jelmer Vos At a frontier passage in the far north-eastern corner of Angola’s Congo district, near the Kwilo River’s estuary in the Kwango, in 1902 soldiers of the Congo Free State arrested two African men for the crime of “fraud”. As they happened to be resident on Angolan territory and were therefore subjects of the Portuguese crown the two men soon made their way into diplomatic correspondence.1 One of them, Kitumbu, was identified as a native from Zombo, a country reputed for its widespread commercial networks. His companion, Kalumbatungu, came from a riverside village named Kimbinda. Chief Kimbinda, a tributary of the Yaka chief Kianvo Kia N’Zadi, had not too long ago moved his village from the Free State into Angola across the Kwango river which made up the frontier between the two colonial domains. The people of the village, however, still crossed the river for their crops and their trade. Several other Yaka populations strategically nested along the caravan routes that crossed the Kwango between Kassongo-Lunda and Popokabaka had also either partly or completely moved to Portuguese territory. These settlements played a dual role in the long-distance trade that passed through the Kwango region.

OVERVIEW The humanitarian situation has recently deteriorated in South Kivu where the military operations called Kimia II have been launched in July 2009 causing new displacements. As of September 2009 the total number of IDPs is estimated at 688,887 of which 204,055 in the period between July 1 and September 30 2009. Since September 2008, the Oriental Province has witnessed a significant number of attacks carried out by the Lord’s Resistance Army (LRA) causing displacement of population in the Haut and Bas Uele districts. The LRA fighters continue to terrorize the population and are responsible for atrocities and acts of extreme violence: killings, rapes, kidnapping of women and children. In the Haut and Bas Uele district (Orientale province), a continuous rise of the number of displaced in areas such as Dungu and Ango (Dingila) territories has been registered.     2008 Human Rights Report: Democratic Republic of the Congo Page 1 of 37 2008 Human Rights Report: Democratic Republic of the Congo BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Democratic Republic of the Congo (DRC) is a nominally centralized republic with a population of approximately 60 million. The president and the lower house of parliament (National Assembly) are popularly elected; the members of the upper house (the Senate) are chosen by provincial assemblies. Multiparty presidential and National Assembly elections in 2006 were judged to be credible, despite some irregularities, while indirect elections for senators in 2007 were marred by allegations of vote buying. Internal conflict in the eastern provinces of North and South Kivu, driven to a large degree by the illegal exploitation of natural resources, as well as a separate conflict in the western province of Bas-Congo, had an extremely negative effect on security and human rights during the year. The Goma peace accords signed in January by the government and more than 20 armed groups from the eastern provinces of North and South Kivu provided for a cease-fire and charted a path toward sustainable peace in the region. Progress was uneven, with relative peace in South Kivu and the continued participation of the South Kivu militias in the disengagement process. In North Kivu, what little progress was made in implementing the accords during the first half of the year unraveled with the renewed fighting that began in August, perpetuating lawlessness in many areas of the east.

During the West Central African rubber boom, which lasted from 1879 to 1913, Kongo formed the core of British commercial interests in this part of Africa, especially since Portuguese protectionist measures kept foreign traders out of the Angolan ports of Luanda and Benguela. Of several British companies operating in Kongo since the mid-nineteenth century, however, only two firms from Liverpool managed to endure the competitive environment of the produce trade.

    DREF operation update Democratic Republic of Congo: Ebola Outbreak DREF operation n° MDRCD011 GLIDE n° EP-2012-000143-COD Update n°01 – 15 November, 2012 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. Period covered by this update: 30 August to 31 October, 2012. Summary: CHF 262,914 was allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) on 29 August, 2012 to support the Red Cross of DRC National Society in delivering assistance to some 830,000 beneficiaries. Since early August, the Red Cross of the Democratic Republic of Congo (DRC RC) National Society has been responding to the Ebola epidemic that is raging in the Orientale province, with Isiro as epicentre. Captain Tuckey‘ noted that a few “hlother Carey’s chickens (storm petterel) ” were seen off Mayumba Bay at the end of June, so it would seem that they must have been Oceanites. On July 11, 1930, I watched four of these petrels flying about in the mouth of the Congo, just above Banana. HABITS.-The ways of this Mother Carey’s chicken are so well known as to need but little mention here. Their “walking” on the water, as Dr. Murphy notes, “is not strictly a walking or running-one foot after the other-but rather a two-footed hopping or pattering, both webs coming down together as they spring along the surface.” They often “stand” on the water, and “Mr. Cleaves’ photographs of Wilson’s petrels, including a reel of cinematograph scenes, show the birds in every attitude of ‘hop, skip and jump,’ but never progressing foot after foot.” More remarkable is the fact that it was found that “they dived most skilfully to a depth of several times their length, leaping forth dry and light-winged from the water into the air.” We were surprised to find that on the deck of the ship our bird did not stand up on its legs at all, but usually rested on the whole length of the metatarsus. In walking, however, the heels had of course to be raised a little. The known incidence of konzo in DRC up to 2009 is 3469 cases, but an estimate in 2002 was 100,000 cases. To help resolve this question a konzo survey was made in three health zones in Kwilu District, Bandundu Province, Democratic Republic of Congo (DRC), and the nutrition of those with konzo recorded. Thirty villages (population 22793) in Kwilu District were surveyed for konzo cases, and food consumption scores and mid upper arm circumferences obtained. There were 172 konzo cases with village konzo prevalences of 0.1-17%. The mean konzo prevalence in Masimanimba and Kingandu health zones was much less than in Payikongila health zone, probably because of the higher rate of malnutrition in Payikongila.
