Generally poverty is measured by Below Poverty Line (BPL) indices in rural areas. Below poverty line is an economic bench mark and poverty threshold used by the government of India to indicate economic disadvantage and to identify individuals and households in need of government assistance and aid. Poverty refers to the condition of not having the means to afford basic human need such as clean water, nutrition care, clothing and shelter. Due to isolation these people are able to preserve their primitive culture. They had settled only in a small village situated on the western bank of the river Torsha. This area located on the border area between India and Bhutan. Its distance from Jalpaiguri district town is 100 k.m. North –East and 67 km North –West from Alipurduar sub divisional town and 21 km North only from Madarihat. In the old days the Totos were exclusively dependent on the forest products. Hunting and gathering of timber, fruits and forest nuts constituted their main source of living. But in course of time they have brought changes in their style of living, since their initial sources of income gradually became harder. Later they worked as porters and carried oranges from Bhutan to the sellers of plain area for their subsistence and livelihood. Recently government has taken many steps to facilitate the living hood of Totos , primary school, high school and health centers are there in Toto para. In this paper an attempt has been taken to measure the Multi-dimensional Poverty Index of Toto community. Poverty was measured in Human Development Reports through the Human Poverty Index (HPI) from 1997-2009.

Places like Buxa Tiger Reserve , Jaldapara National Park , Jayanti Hills , Buxa Fort have always drawn the attention of tourists from different corner to this beautiful place. The district has also many rivers like Torsha, Holong , Mujnai , Rydak , Kaljani , Sankosh to name a few . The presence of many rivers makes the district a possible victim of floods during the monsoons every year .The year 1993 is notable as it was in this year that the district was ravaged by severe floods. Recently, in the last year also the district experienced a severe flash flood due to abnormal rainfall. According to the severity and intensity, last year’s flood is second to ’93 flood. The presence of rivers coming from the foothills of Bhutan also pose a great threat in the form of flash floods. The unpredictability of flash floods makes them a dangerous adversary. “Prevention is better than cure.” This proverb is none better suited than in the area of Disaster Management litigation. In order to manage any disaster it is prudent to be ready beforehand. Co-ordination and co-operation between the different departments of the Government in this regard is an absolute necessity. The Disaster Management Plan has been formulated with the intention of providing immediate and speedy remedial measures in the event of any calamity in the district of Alipurduar.

Given its geographical coverage, the number of urban centres in North Bengal was only 45 in 1991 and 48 in 2001. However, in 2011 the number of urban centres in North Bengal suddenly increased to 131 which is quite stupendous compared to previous years. This sudden increase in the number of urban centres affected the rank-size distribution of urban centres across North Bengal. In this paper an attempt has been made to calculate the rank-size distribution of urban centres across North Bengal during 1991, 2001 and 2011 and to analyze the effect of a huge increase in the number of urban centres over the system of city-size distribution in this region. Introduction If urban centres are arranged according to their population size in a particular region they are related to one another. The population of the second largest urban centre will have half the population of the largest or primate city, the third largest urban centre will have 1/3rd population of the largest urban centre of the region. This relationship between the population of any urban centre and its rank in a set of urban centres of a region is called the rank-size rule.

The .Jalpaiguri sub-division has been formed in 1854 with: headquarters ar Sookanec and was called the Sookanee sub-division. The .· three Police Station Fakirganj (New J alpaiguri), Bacia and Sanyasikata (now Rajganj) comprising the sub-division were transferred to newly formed district of Jalpaiguri. At the commencement of 1869 the T~ana of Patgram was also separated from Rangpur and to Jalpaiguri on April 1870. Jalpaiguri is one of the richest district of West Bengal in respect of natural resources. It enjoys special features in geographical locations, demographic struct·ur-c, wit:h natural abundance of flora and fauna. Jalpaiguri has the boundary with Bangladesh in South, Bhutan in North, Assam in East and Bangladesh and Darjeeling in West.
