SECURITY TO INDUSTRIAL UNITS

19. SHRIMATI RITI PATHAK

Will the Minister of HOME AFFAIRS be pleased to state:

(a) the details of the industrial units situated in Uttar Pradesh and which have been brought under the security cover of the Central Industrial Security Force (CISF);

(b) whether theft cases have been reported in the industrial units brought under the security management of CISF and if so, the number of such cases reported in both of these States during the last three years and the current year; and

(c) the corrective steps taken by the CISF to stop such cases in future?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY)

(a): The details of the industrial units situated in Uttar Pradesh and Madhya Pradesh under CISF security cover are enclosed as per Annexure-I.

(b): The details of theft cases reported in the industrial units of both the states during the last three years and the current year are enclosed as per Annexure-II.

(c): The following corrective steps have been taken by CISF: i) 100% checking and frisking of men, material and vehicles are being done by CISF personnel at all gates by using security gadgets.

L.S.U.S.Q.NO. 19 FOR 24.2.2015 ii) Access control system has been effectively enforced by using security gadgets and physical security checks. iii) Character & Antecedents of contractor labourers are being verified through local police. iv) Installation of CCTV cameras at vital installation/sensitive places. v) Proper briefing and debriefing is being carried out to shift duty personnel by company commanders/shift I/Cs regularly. vi) Regular ambush, combing/searching operations are being carried out in the plant area. vii) Effective mobile /foot patrolling inside and outside the perimeter wall is being carried out by CISF personnel. viii) Joint patrolling by CISF along with local police is also being carried out. ix) Joint mock drill exercises with other security agencies and stakeholders of the plant are being conducted in the unit from time to time to enhance the operational preparedness of the force personnel.

x) Frequent raids are being carried out in order to have complete control over crime. xi) Evolving strategy depending upon the topography and area of the unit concerned for prevention of crime and sharing relevant information with other sister organisations working in the area. xii) Regular surprise night rounds by the unit commanders & other GOs are being conducted with a view to alert the duty personnel during night. xiii) CISF crime & Intelligence wing of the units have been geared up to keep a close watch and surveillance over suspicious activities in and around the area of the units. xiv) Lapses /shortcomings noticed/ reported are promptly taken care of and suitable advice/ instructions are passed to concerned unit commanders to avoid recurrence. xv) Recommendation of IB during their security inspection of the unit are being implemented on its letter and spirit by liaising with the concerned management.
