WELCOME 01 Welcome Thank you for coming to this first public exhibition which shares our progress so far in developing proposals for the Harviestoun land to the south-east of Dollar. Our proposals will aim to build on the work carried out in Dollar by the community in 2012 and 2014 which resulted in the Dollar Community Plan and the Community Masterplan, and will lead onto a planning application for Planning Permission in Principle later this year. The planning application will include proposals for new housing, greenspace, and connections. We are also exploring ways of meeting other aspirations within the Community Masterplan and seek your input to develop these ideas further. We are at a very early stage in the design process. This first stage is all about learning and listening; these exhibition boards tell you what we have learnt so far about the site and the town. We have no proposals to show you yet. We want to hear what you think, and this will then help to inform how we progress our ideas. Later in the summer there will be a second stage consultation event where we will show you our draft proposals and you will have a further opportunity to help shape the plans. What Is Dollar’s Vision? The community established a vision for the town in 2012. “Dollar will be an attractive and vibrant rural town, offering a safe and friendly environment in which to live, work and visit. Building upon its community spirit, strong historic and educational roots, Dollar must continue to evolve towards a sustainable and prosperous future” Realising the vision is achieved through five established aims and objectives; our aim is to measure our proposals against these as they progress. INFLUENCE 02 Dollar has already accepted that change can be a positive force for ensuring the future vibrancy of the town through the Community Masterplanning process, but that 6 Key Principles Of Placemaking new development needs to fit well with the existing settlement in order to maximise these opportunities. Several influences guide what will turn a strategic vision for the town into proposals for south-east Dollar, some of these are set out here. National Policy Scottish Planning Policy has altered radically over the last 10 years and continues to change. Distinctive Safe And Pleasant Adaptable Design and the importance of “place” now sit at the heart of planning consideration. Successful placemaking is considered to embody the 6 key principles as shown (right); these are central to the design process and to all planning policy today. Our proposals will be measured against these principles as we proceed. The Local Development Plan Development within Clackmannanshire is guided by the Clackmannanshire Local Easy to get to and move around Welcoming Resource efficient Development Plan (LDP) which was adopted in 2015 and covers the whole of the Council area. It sets out the Council’s aspirations and ambitions for the area, and shapes the specific proposals for land use and planning over the next10 years. Hence the aim of the expansion of Dollar and for the plan for Dollar as a whole is that it should be: 1990s1990s CurrentCurrent 1990s Current • attractive and rural: enhancing environmental quality; • vibrant: enriching the community and its economy; • safe and friendly: bringing people together; • historic and educational: celebrating the past, nurturing the future; • sustainable and prosperous: accommodating the town’s continued evolution. Our plans will set a framework for new development; this was done within the Dollar community masterplan but we will evolve that work through the detailed technical study that is currently underway and will naturally change the shape of the plan. This is explained further on the following boards. Policy and guidance has also changed since the Community Masterplan was prepared; for example we will need to allow space for sustainable urban drainage (SuDS) and the Designing Streets policy is now embedded which will change how we access the site and think about the new arrival to eastern Dollar. APPRECIATING DOLLAR 03 Dollar lies in the north east of Clackmannanshire, and is one of a string of settlements (the “Hillfoot villages”) lying along the south-facing hillfoots of the Ochil Hills. The drama of the Ochils, heightened by their south facing aspect making them appear closer and more dramatic when sunlit, is contrasted with the flat carselands of the Devon and Forth Valleys. This, with its extensive Conservation Area and distinctive character, makes Dollar a special place. Whilst the scale and architecture of the Academy building, and the picturesque location of Castle Campbell contribute toward this and make Dollar memorable, the quality of the townscape is exceptional. The interplay of streets with the landscape and the burn and the diversity of architecture are all contributory factors to making Dollar distinctive. Essence Of Place In order to reflect the traditional Dollar structure within the proposals for south-east Dollar, and get the connections right, we have looked at the Conservation Area Guidelines, read the community masterplan, and started our own appraisal: Hydrology Greenspace And Trees Urban Blocks The landscape is characterised by the watercourses which With the exception of the riparian edge of the Devon, The urban block structure reflects the historical growth run down the Ochils and into the Devon carseland.
