Verification that Congress has been duly convened according to the Constitution. 3. Election of a secretary to record the minutes of Congress Meetings. 4. i) Verification of the qualifications of representatives and of their right to vote through circulation of a list of representatives among Congress Delegates and subsequent confirmation by the Congress. ii) electronic roll call of ISU Members to establish the presence of ISU Members and corresponding majorities. 5. Election of two scrutineers of the minutes of Congress Meetings. 6. Election of a drafting committee, consisting of at least three members, to draft the final text of the proposals adopted concerning the Constitution, its Procedural Provisions and the General Regulations. 7. Approval of the Agenda. 8. Approval of the Minutes of the previous Congress. 9. Biennial report by the President. 10. Biennial report by the Coordinator of the Development Commission. 11. Report by the Treasurer/Director General. 12. Report by the Legal Advisors. 13. Questions and objections and Appeals, if any against decisions of the Council, the Director General, the Sports Directors and Technical Committees during the period since the last Congress, not otherwise acted upon by the Disciplinary Commission including approval of ISU Communications requiring continued validity in line with Article 28, paragraph 3. Communications informing about Decisions of the ISU Disciplinary Commission and/or the Court of Arbitration of Sport (CAS), are not listed but remain valid. Objections to nominations for elected positions. 17 Approval of Motions concerning amendments to the Constitution and its Procedural Provisions and General Regulations specifically designated and summarized in the Agenda as “Drafting Matters” and approval of these “Drafting Matter” Motions and/or referral of certain of those Motions identified as such for debate and vote. The following Motions labeled as DRAFTING MATTERS have been identified: No. 27. 18. Motions concerning amendments to the Constitution and its Procedural Provisions. 19. Motions concerning amendments to the General Regulations. B. Branch of Special Representatives for Speed Skating 1. Opening of the meeting by the Vice President. 2. Election of a secretary to record the minutes of the meetings of the Branch. 3. Verification of the qualifications of the Speed Skating representatives and of their right to vote. 4. Election of two scrutineers of the minutes. 5. Election of a drafting committee, consisting of at least three members, to draft the final text of proposals adopted concerning the Speed Skating Regulations and election of a similar drafting committee for the Short Track Speed Skating Regulations. 6. Approval of the Agenda. 4 7. Report by the Vice President on the Speed Skating activities of the past two years. 8. Approval of Motions concerning amendments to the Special Regulations Speed Skating and Short Track Speed Skating specifically designated and summarized in the Agenda as “Drafting Matters” and approval of these “Drafting Matter” Motions and/or referral of certain of those Motions identified as such for debate and vote. The following Motions labeled as DRAFTING MATTERS have been identified: none. 9. Motions concerning amendments to the Special Regulations Speed Skating and Short Track Speed Skating. 10. Reports by the Chair of the Speed Skating and Short Track Speed Skating Technical Committees concerning proposed amendments to the Technical Rules for Speed Skating and for Short Track Speed Skating. The Reports shall include: a) A summary of proposals and comments received from ISU Members, the Council and the Sports Directors that were submitted to the respective Technical Committee in line with the Procedural Provisions to the Constitution (A. Congress) and during Workshops at the beginning of the Congress; b) A summary of input received from Coaches, Skaters and Officials; c) A summary of the most significant conclusions reached by the respective Technical Committees and the most significant changes proposed; d) A detailed summary of amendments to the proposed Technical Rule changes included in the agenda, as worked out by the respective Technical Committee and Sports Directors and approved by the respective Vice President further to discussions during the workshops at the beginning of the Congress. 11. Presentation by ISU Members of objections to proposed Technical Rule changes and subsequent vote upon such objections. Any objection requires a second ISU Member to support the objection and subsequently a simple majority to become effective. Such objection may only propose not to accept the change, it cannot propose any amendment. A Rule in the Technical Rules may not change or amend a rule included in the Constitution or in the General Regulations or in the Special Regulations (Article 11, paragraph 2.b) of the 2016 ISU Constitution).

    Ice Skating Australia Incorporated Affiliated to the International Skating Union 2014 Technical and Regulations Communication No 62 Changes from 2014 ISU Congress – Singles and Pairs As previously communicated to all skaters, coaches and officials any rule changes that eventuated as a result of proposals presented at the 2014 ISU Congress will be effective from the 1st July 2014. These changes are summarised below. This communication is a summary of changes and does not replace the official ISU Communications and Regulations that will be released in due time. Call to Start All competitors must take their starting position at the latest 30 seconds after their name has been announced. The first skater in a warm up group is allowed 60 seconds to take the starting position. If the competitor is between 1 and 30 seconds late to take their position the Referee shall apply a 1.0 deduction. If the competitor is greater than 31 seconds late, the competitor is withdrawn. Well Balanced Program – Repetitions As per ISU Rule 512, Paragraph 2, all Junior and Senior singles skaters need to ensure that their Free Skating programs meet the new well balanced programs requirements for repetitions of double jumps as described below: . Any double jump including (double Axel) cannot be included more than twice in total in a Free Skate Program (as a Solo Jump or a part of Combination/Sequence). Of all the triple and quadruple jumps only two (2) can be executed twice. If a third repeated jump is executed in a combination or sequence, the entire combination or sequence will be treated as an additional element and therefore not considered (but this element will occupy a jump element box if one is empty).

About the ISU Junior Grand Prix of Figure Skating Series The ISU Junior Grand Prix Figure Skating Series started in 1997. It includes seven events and the ISU Junior Grand Prix of Figure Skating Final. The Series features some of the up and coming Skaters of the world and provides young skaters aged 13 to 19 (21 for the male Ice Dance and Pair Skating partners) with the opportunity to compete at a high international level. A points system based on the ranking has been established to determine the qualifiers for the ISU Junior Grand Prix of Figure Skating Final. Points are obtained according to the results in each of the seven events and only the top six Skaters / Couples in each discipline can qualify for the Final. The ISU Junior Grand Prix of Figure Skating is financed by the ISU Development Program. Since 2011 all events of the Junior Grand Prix of Figure Skating Series are live streamed on the official ISU Junior Grand Prix of Figure Skating YouTube Channel .

Ave Peoria AZ 85382 623-334-1200 Referee: Patricia Wilkins ELIGIBILITY RULES FOR PARTICIPANTS The competition is open to ALL skaters who are current eligible (ER 1.00) members of either Learn to Skate USA or those who are full members of U.S. Figure Skating. Members of other organizations are eligible to compete but must be registered with Learn to Skate USA or a member club. There will be no more than six competitor’s maximum in an event and all six should receive an award. Eligibility and Test Requirements: Eligibility will be based on skill level as of closing date of entries. All Snowplow Sam and Basic 1-6 skaters must skate at highest level passed or one level higher and NO official U.S. Figure Skating tests may have been passed, including Moves in the Field or individual dances. For the Pre-Free Skate, Free Skate 1-6, Excel, Well Balanced, and Adult levels eligibility will be based only upon highest free skate test level passed. Moves in the Field test level will not determine skater’s competitive level. Skaters may skate at highest level passed OR one level higher, but not both levels in the same event during the same competition. Skaters may not compete at more than one level in the same type event at the same competition.     Part of the 2018 Illinois Learn To Skate USA Series Deadline for entry: July 29, 2017 Registrations: All registrations must be done online. Go to http://www.rocketice.com/content/basic-skills-competition-0 to register. The online registration system only allows you to use one email per family. If you have multiple skaters please use a second email address. If you do not have a second email address you may use a fictitious email address ([email protected]). This will not affect your entry. If you are unable to register online please see form at the end of this announcement. All registrations must be received by July 29, 2017. Awards: All events will be final rounds. Medals will be awarded to all places, 1st through 6th. All awards will be presented off-ice immediately following the completion of the event and posting of the results. Awards and pictures will be upstairs in the mezzanine area. Pictures and Videotaping: TBA Dress: All competitors are responsible for their own skating attire. No props or items allowed on the ice. Music: CDs only please. CDs must be clearly marked with the skater’s name and event. Skaters must turn in CDs at the time of registration. Do not forget to pick up your music before leaving. Vocal music is permitted. No music for Compulsory events Schedule of Events: The schedule will be e-mailed and posted to http://www.rocketice.com/content/basic-skills- competition-0 one week prior to the competition.
