It is anticipated that both Region 8 and 10 in which Burr Ridge is located will be permitted to move to Tier 2 in the coming days but will likely not be permitted to move to Tier 1 for some time. A Region can move to Tier 2 mitigations if it sees a test positivity rate less than 12% for three consecutive days and more than 20% of ICU and hospital beds are available, as well as declining COVID-19 hospitalizations in seven of the previous 10 days. o Administrative Adjudication Kicks Off: The Village held its first-ever Administrative Adjudication hearing on January 13. One matter was heard by Hearing Officer Denise Filan. While staff hopes to resolve all matters before they reach adjudication, we look forward to the benefits that Adjudication will bring to the community if such services are necessary. o PW Welcomes Michael Wolfram Back to its Team: The Public Works Department is excited to welcome Michael Wolfram back as a full-time General Utility Worker I. Mike was a highly respected part-time GU1 in our Department before leaving for a full- time position with the Village of Richton Park Public Works Department. Mike has a degree from Illinois State University and extensive experience with various types of vehicles and equipment. Welcome back, Mike! o Budget Preparation Progressing: All preliminary budget numbers, goals, etc. have been submitted to Acting Finance Director Nelson ahead of a thorough first review to occur during the week of January 18. I am very thankful for all of the fine work that the Finance Department staff and budget team is putting in to ensure that the Village has a high-quality document to review during the spring. o 2021 Road Program Approved: On January 11, the Board approved the 2021 Village Road Program, estimated at about $950,000 not counting improvements to public buildings. As always, the staff in Public Works are commended for their timely efforts to ensure that we are among the first to go for bids on this important program. Burr Ridge roads truly represent some of the finest pavement in the State! o Winter Blood Drive: The Village is once again collaborating with Versiti Blood Center to host a Winter Blood Drive on Friday, January 29 from 9:30 am to 3:30 pm. Their mobile coach will be parked at the Village Hall parking lot. Attached is a flyer with a link and phone number to register. The blood drive is open to the community, so feel free to spread the word to neighbors, friends, and family. All donations will be tested for the COVID-19 antibodies. The need for blood donations is greater than ever, so please consider participating. o Tree Trimming: The Village’s contractor for parkway tree maintenance will continue next week in the following neighborhoods: • Cook County side, North of Plainfield Road (Burr Ridge Meadows) Miscellaneous Memo 1/15/2021 Page 2 of 3 • Cook County side, between I-55 and Plainfield Road (Heatherfields, Shady Lane, Hillcrest, and Carriage Way, Tower Drive) • DuPage County side between Madison Street and Harvester Park (Babson Park) This is part of the Village’s regularly scheduled tree maintenance to ensure the health and development of our neighborhood’s parkway trees. o Recycling Holiday Lights All Year Long: Burned out or unused holiday lights and cords may be dropped off at the eWorks electronics-recycling center located at 451 Commerce Street. Holiday lights and cords are now accepted at this location any weekday at any time of the year. For a list of other items accepted at the electronics- recycling center, please visit www.dupageco.org/ElectronicsRecycling/.     2017 IHCA Regular Legislative Session Report 2017 Legislative Session Overview FY17 and FY18 Budget Overview Substantive Legislative Initiatives June 2, 2017 2017 Legislative Session Overview The 2017 regular spring session came to a close with a whimper late Wednesday night. The first year of the 100th General Assembly began with the legislature and Rauner administration returning to Springfield following an acrimonious and bitter 2016 election cycle. The Democrats attempted to make the elections a referendum on the efforts of the Governor and legislative Republicans to tie non-budgetary items such as workers compensation reform, pension relief and property tax relief to the state’s budget. For their part the Republicans did the same, with messaging centered on the use of increasing income tax and protection of union interests against the Democrats. The Democrats seemingly won the day in the 2016 March primary election, defending Republican Senator Sam McCann against a Governor Rauner funded opponent who was slated as punishment for McCann’s stance against Rauner on an AFSCE friendly bill, and defeating incumbent House Democrat Ken Dunkin for his staunch support of the Republican Governor. As well, they handily defeated a Rauner funded primary opponent of Speaker Madigan (placing a primary opponent against a sitting legislative leader is all but verboten in Springfield, making this move something of a shock to the Springfield political establishment). These victories, however, weren’t quite the sign of things to come that some expected in the November general election. In the race for Illinois’ junior Senate seat, Democrat Tammy Duckworth easily surpassed incumbent Republican Senator Mark Kirk.

    ICCTA Government Relations and Public Policy Report By Jessica Nardulli, ICCTA Legislative Counsel January 25, 2021 New Leadership in the Illinois House State Rep. Emanuel “Chris” Welch, the new speaker of the Illinois House of Representatives, has promised to make some changes to the way the Speaker’s office operates. For one, Welch is adept at using social media and has committed to modernizing the office. He has also committed to ethics reforms and supports a law limiting leader terms to 10 years. One of the biggest areas for change is the upcoming legislative and congressional district reapportionment. Under former Speaker Michael Madigan, the process was partisan and handled behind closed doors. Governor JB Pritzker has promised not to sign an “unfair” map. Welch has been a supporter of “fair” maps in the past but acknowledged that his version of “fair” might not be the same as others. Welch’s first order of business is to announce the rules of the Illinois House. Welch has made it clear he wants more of a collaborative approach by conferring with his colleagues on both sides of the aisle.     Political Contributions Exelon Corporation’s (Exelon) success depends on sound public policies at the national, state and local levels. Issues vital to Exelon’s ability to recognize value for its stakeholders are debated and decided in the U.S. Congress, state legislatures and local forums across the country. Federal and Pennsylvania law prohibit companies from making political contributions to Federal and Pennsylvania candidates. Illinois and Maryland law limit the amount that Exelon and its affiliated companies can give to political candidates and PACs. In certain other states, corporations are permitted to contribute to state election campaigns. Exelon engages in political activity in accordance with all relevant state and Federal laws. Exelon Corporation, Baltimore Gas and Electric Company and PECO Energy Company have established political action committees that are funded solely through voluntary employee contributions (ExelonPAC, BGEPAC and PECOPAC). Exelon Generation Company and Commonwealth Edison Company also have Illinois state political action committees which may be funded by both employee and corporate contributions (ComEd PAC and ExGenPAC). Exelon provides limited administrative support to all five PACs. These PACs offer eligible employees a direct means to voluntarily participate in shaping public policy and expressing views on issues related to our business. The PACs operate in accordance with all relevant state and Federal laws. Information about ExelonPAC is available on the website of the Federal Election Commission at www.fec.gov. In the interest of transparency for our shareholders and stakeholders, Exelon has posted its Corporate Political Contributions Guidelines on its website. These Guidelines are intended to provide corporate governance, control, oversight and procedural guidance for corporate contributions of money, property or services for political activities in Illinois, Maryland and other states that allow corporate contributions to the political process and for political expenditures in areas where permitted.

PASSED LEGISLATIVE INITIATIVES ILLINOIS REPRODUCTIVE HEALTH ACT RHA SENATE BILL Chief Sponsors: Senator Melinda Bush and Representative Kelly Cassidy Status: Signed by Governor | Effective Date: June 12, 2019 The Reproductive Health Act (RHA) establishes the fundamental right to make individual decisions about the wide range of reproductive health care for all people in Illinois. The RHA updates Illinois’ updates laws making it clear that the state should treat abortion, contraception, and maternal care like all other healthcare, with regulations that reflect current medical standards. The RHA also codifies current standards of medical practice regarding who can perform abortions, requires private health insurance plans in Illinois to cover abortion care like they do other pregnancy related care.
