JOHN HEWSON-A FESTSCHRIFT Dr. John Hewson's appointment to Memorial University's Henrietta Harvey Chair in May 1997 marked 37 years of distinguished service as scholar, teacher and administrator. Dr. Hewson, an APLA member since the early days of our association and a scholar of national and international reputation, cannot be pinned down to any particular specialization: one could say that he has had a distinguished career in several branches of Linguistics. His scholarly achievements in General Linguistics, Theoretical Linguistics, Historical Linguistics, Amerindian, and Romance Linguistics are impressive in both quality and quantity. His CV lists 14 completed books (with 3 more in preparation), 141 published papers and reviews, and 93 papers to Learned Societies, including, for example, the closing address of the final plenary session of the most recent International Congress of Linguists (a world event staged every five years), held in Quebec in 1992. His energetic research in a broad spectrum of Linguistics is demon- strated by the quantity of research funding it has attracted. He has been awarded a grand total of some $300,000 during the 30 years between 1967 and 1996, an impressive record for any professor in the humanities. In the eighties Memorial University acknowledged his rare contribution to the discipline of linguistics by bestowing on him the title of University Research Professor (1985-1990). Dr. Hewson has had an enormously active career not only as a scholar but as one vigorously engaged in the development of his discipline. He was instrumental in the establishment of Newfoundland's first language labo- ratory on his arrival at Memorial in 1960, and after eight years as resident linguist in the Department of French, he teamed up with Herbert Halpert, a folklorist in the Department of English, to persuade the University au- thorities to create the two new Departments of Folklore and Linguistics, both of which have since played a pioneering and vital role in the mandate of the University. -

Migration Amendment (Repairing Medical Transfers) Bill 2019 [Provisions] I am writing this submission to put my points before you in the hope and expectation that you will read and consider them. My submission addresses the following points: The necessity of adequate, safe and timely healthcare for the people held on Manus and Nauru Islands. The obligation of Duty of Care towards the people held on the islands by our Government Australia is responsible for the health and safety of the people held on the islands. Why Medevac is necessary to ensure the health and safety of the people held on the islands. Why there is a medical emergency for people held on the islands. Why Medevac does not weaken our country’s border protection. Medevac does not prevent Australians from accessing health care. I support the Medevac legislation which Dr Kerryn Phelps introduced to Parliament last year and which passed through our Parliament and became law. I hope it will not be repealed. DECENT HEALTH CARE Should the Australian Government ne successful in reversing this law, I can see no option other requesting the assistance of the International Red Cross to tend to the health and mental health needs of the refugee people living on the islands of Nauru and Manus. That is, unless the Australian Government members and non-government parliamentary members decide to consciously continue to accept more preventable deaths, illnesses, infections and acute and deteriorating mental health conditions amongst the refugee people than have already occurred — 12 people to date have died — on their watch on those islands. -

They didn’t all understand what we were on about or why it mattered so much to us, but they supported us and our right to choose. In many parts of the mainstream media, we were met with dismissal, derision or disbelief. But the seed of a meme had been planted. The idea took root and, gradually, it has grown in acceptance and understanding. The meme is moving like a Mexican wave across international borders and continents. The Netherlands (2001), Belgium (2003), Canada and Spain (2005), South Africa (2006), Norway and Sweden (2009), Portugal, Argentina and Iceland (2010), New York State in 2011. -

Even serious journalists began referring to the national legislature metaphorically as the “monkey house” to encapsulate the farcical behaviour they were obliged to report. With Tony Abbott being pre-emptively ousted from the prime ministership by Malcolm Turnbull in 2015, Turnbull himself was, in turn, unceremoniously usurped in bizarre circumstances in August 2018, handing over the leadership to his slightly bemused Treasurer Scott Morrison. Suddenly, Australia was being branded as the notorious “coup capital of the Western democracies”, with five prime ministers in five years and only one losing the high office at a general election. -

SUMMER SCHOLAR’S PAPER December 2014 ‘In the wilderness’: preparation for government by the Coalition 1 in opposition 1983–1993 Marija Taflaga Parliamentary Library Summer Scholar 2014 Executive summary • This paper examines the Coalition’s policy and preparation efforts to transition into government between 1983 and 1993. • The role of the opposition in the Australian political system is examined and briefly compared with other Westminster countries. The paper also outlines the workings of the shadow Cabinet and the nature of the working relationship between the Liberal Party (LP) and The Nationals (NATS) as a Coalition. • Next, the paper provides a brief historical background of the Coalition’s history in power from 1949 to 1983, and the broader political context in Australia during those years. • Through an examination of key policy documents between 1983 and 1993, the paper argues that different approaches to planning emerged over the decade. First a diagnostic phase from 1983–1984 under the leadership of Andrew Peacock. Second, a policy development phase from 1985–1990 under the leadership of both Peacock and John Howard. The third period from 1990 ̶ 1993 under Dr John Hewson was unique. Hewson’s Opposition engaged in a rigorous and sophisticated regime of policy making and planning never attempted before or since by an Australian opposition. The LP’s attempts to plan for government resulted in the institutionalisation of opposition policy making within the LP and the Coalition. • Each leader’s personal leadership style played an important role in determining the processes underpinning the Coalition’s planning efforts in addition to the overall philosophical approach of the Liberal-led Coalition. -

The Phelps bill will allow the temporary removal of children from offshore detention, create a workable system providing proper health care for refugees and asylum seekers under the protection of the Australian Government, and keeps in place deterrents that prevent asylum seekers risking their lives at sea and endangering themselves and others. AMA President, Dr Tony Bartone, said that it is vital that all asylum seekers and refugees in the care of the Australian Government have access to quality care. “There is compelling evidence that the asylum seekers on Nauru, especially the children, are suffering from serious physical and mental health conditions, and they should be brought to Australia for appropriate quality care,” Dr Bartone said. “This week’s alarming Médecins Sans Frontières report on the health of detainees on Nauru was another signal that urgent action is needed. “This is a health and human rights issue of the highest order. We must do the right thing. “The amended Phelps bill is an important measure that will allow the temporary transfer to Australia from Nauru and Manus sooner for those in need of urgent care. -

Australia evoked the treaty to offer assistance to the United States after the attacks of September 11, 2001, in which 22 Australians were among the dead. Australia was one of the first countries to commit troops to U.S. military operations in Afghanistan and Iraq. In October 2002, a terrorist attack on Western tourists in Bali, Indonesia, killed more than 200, including 88 Australians and seven Americans. A second terrorist bombing, which killed 23, including four Australians, was carried out in Bali in October 2005. The Australian Embassy in Jakarta, Indonesia, was also bombed by members of Jemaah Islamiya (JI) in September 2004. The Howard Government’s strong commitment to the United States in Afghanistan and Iraq and the recently negotiated bilateral Free Trade Agreement (FTA) between Australia and the United States have strengthened what were already close ties between the two long-term allies. Despite the strong strategic ties between the United States and Australia, there have been some signs that the growing economic importance of China to Australia may influence Australia’s external posture on issues such as Taiwan. Australia plays a key role in promoting regional stability in Southeast Asia and the Southwest Pacific. -

Committee Secretary Senate Legal and Constitutional Affairs Committee PO Box 6100 Parliament House Canberra ACT 2600 Parliament Inquiry into Nationhood, National Identity and Democracy I, Jodi Steel, wish to make a submission to the Parliamentary Inquiry into Nationhood, National Identity and Democracy. I make this submission as an individual citizen. I hold tertiary qualifications in Engineering and in a career of more than 30 years have served in the Royal Australian Air Force and worked in academia and the private sector. My work and life experiences have taught me the importance of culture, leadership and diversity to successful outcomes for individuals, organisations and communities. I believe it is time for us as a nation to embrace fully our heritage and the diversity of our citizens, to discern with courage a clear and renewed understanding of our past and who we are now, to find common purpose and to work together. My submission addresses the following aspects: • The Uluru Statement from the Heart. • Our national narrative. • Our national social contract. • Decline in public trust of political processes and representation. • The Public Service. The Uluru Statement from the Heart I believe Australia’s Nationhood, National Identity and our democracy can be vastly improved by accepting the invitation in the Uluru Statement from the Heart. We need only look to the powerful words of The Statement to identify what is missing from our national identity: A First Nations Voice enshrined in the constitution, and a process of agreement-making between governments and First Nations and Truth-Telling to the nation, supervised by a Makarrata Commission.
