K.R. Keshav Murthy, SPP - II) This Criminal Petition is filed under Section 482 of Cr.P.C. praying to quash the charge sheet filed against petitioners in C.C. No.400/2015 (Cr.No.155/2014) by the Bindiganavile Police, Mandya District, for the offence P/U/S 79 and 80 of the Karnataka Police Act, 1963 pending on the file of Sr. C.J. and J.M.F.C., Nagamangala. This Petition coming on for admission this day, the Court made the following:- O R D E R Heard the learned counsel for the petitioner and the learned State Public Prosecutor who is directed to take notice. 9 The petitioners claim to be respectable persons of Mandya and Hassan District and that they all had converged in a club known as Kaveri Ranganathaswamy Associations and Recreation Club, Kadaballi Village on National Highway No.75 and it transpires that when they were involved in their lawful activity of playing indoor games that there was a raid conducted by the Bindiganavile police, Mandya District on allegation of the petitioners indulging in playing a card game known as ‘Andar Bahar’ which is a game of chance had taken steps to seize personal affects including cash on the person of each of the petitioner as also other valuables such as their cell phones and thereafter have lodged first information report for offences punishable under Sections 79 and 80 of the Karnataka Police Act, 1963. It is in this background that the present petition is filed. It is pointed out that the offences alleged are non cognizable offence and in the absence of any permission 10 granted by the jurisdictional magistrate to conduct any such raid or to take action against the petitioners, the raid would not have been conducted and the FIR being lodged post photo is clearly illegal and would vitiate the entire proceedings and the charge sheet also having been followed is clearly illegal. The learned State Public Prosecutor would not dispute this legal position as has been laid down by this Court in the case of K N Suresh vs State of Karnataka and another reported in 2012 (1) KCCR 203 the present petition is summarily allowed. The proceedings pending in case No.C.C. No.400/2015 on the file of the Senior Civil Judge and JMFC, Nagamangala stands quashed. The respective amount seized from each of the petitioners shall be returned to them. Sd/- JUDGE ykl .

There is a guest house for tourists.It is situated at Krishna Raja Sagara (KRS) dam. Jaganmohan Palace : was built in the year 1861 by Krishnaraja Wodeyar III in a predominantly Hindu style to serve as an alternate palace for the royal family. This palace housed the royal family when the older Mysore Palace was burnt down by a fire. The palace has three floors and has stained glass shutters and ventilators. It has housed the Sri Jayachamarajendra Art Gallery since the year 1915. The collections exhibited here include paintings from the famed Travancore ruler, Raja Ravi Varma, the Russian painter Svetoslav Roerich and many paintings of the Mysore painting style.

    Conflicts over Canal Water for Irrigation in Mandya District, South India * Steen Folke ** Abstract The article highlights several conflicts over canal irrigation in Mandya district, which spearheaded the green revolution in Karnataka. Intensive cultivation of paddy and sugarcane, based on canal irrigation from the Krishnarajasagar dam and reservoir, has brought relative prosperity to the district. But it has also created conflicts between those who are favoured — by land ownership, location, caste and political backing — and those who are not. While the conflicts are played out between individuals, they are often reinforced by caste differences, notably between the major farming castes, Vokkaligas and Lingayats, and between these and the Dalits. The problems in Mandya are compared to those in the Cauvery delta, which were illuminated in a previous article. Political interference in the water conflicts tends to exacerbate the problems. Parsimonious use and equitable sharing of water could lead to a more just and sustainable development. Introduction This is the third and last of a series of articles focusing on conflicts over natural resources in South Indian agriculture. The first article (Folke 1998) deals at a general level with the conflicts over land and water in various parts of the Cauvery basin and relates them to the inter-state dispute over the Cauvery river between Karnataka and Tamil Nadu. It also presents the design and method of the extensive field study that forms the basis of all articles, as well as the political economy perspective which informs them. The second article (Folke 2000) gives a detailed account of a number of conflicts related to canal and well irrigation in the Cauvery Delta.

ABOUT MANDYA CITY State Karnataka Location Latitude: 12.52° N and Longitude: 76.9°E Area 4,961 Sq.km Elevation 678 m (2,224 ft.) Population Around 1, 808, 680 according to 2011 census. Climate The climate is tropical in Mandya. In winter, there is much less rainfall in Mandya than in summer. The average temperature in Mandya is 25.0 °C and the averages rainfall is 713 mm. The driest month is January, the most precipitation falls in October. April is the warmest month and December has the lowest average temperature of 22.2 °C. Geography The district headquarters is Mandya city, which is located on the Bangalore-Mysore Highway. Mandya city is around 100 Kilometres away from Bangalore City and Mysore city is around 40 Kilometres away from Mandya city. Mandya district comprises of 7 taluks namely Maddur, Malavalli, Srirangapatna, Nagamangala, Krishnaraj Pete and Pandavapura. The soils range from red sandy loams to red clay loam The soils in Mandya, Malavalli, Maddur and Nagamangala taluks are thin gravelly and underlain with a murrum zone containing weathered rock. The soils are highly leached and poor in bases. The water holding capacity is low. Industries The District has 2 KIADB industrial areas one at Tubinakere, near Mandya and another at Somanahali, near Maddur. The main industries located in this area are Sugar, Power Generation, Dry cells, Milk processing unit, Edible Oils, Bulk Drugs etc.
