Scope: The scope for providing safe, potable and reliable water supply to Parasi & Belawadh Group of villages situated in Myorpur Block, under Duddhi tehsil of District Sonebhadra. Under

this DPR, 20 numbers of villages are included.

1. Population Forecasting

Population projection has been calculated based on the census data (2011). Since the system is designed for 30 years i.e. year 2053, the projections were made for the Base year as 2023, Intermediate design year as 2038 and Ultimate design year as 2053.

(E) SEMI-LOG GRAPHICAL METHOD: It is useful for data with exponential relationships, or where one variable covers a large range of values. This is a line with slope and vertical intercept. This method gives increased values compared to the figures obtained by the arithmetical increase method with increase in duration. Following table shows the projected population for future years by this method;

The computation of projected population worked out by the Geometrical increase and Semi- log Graph method are on higher side. The results obtained by the Arithmetical Increase method and Simple Graph method are lower side, results obtained by the Incremental Increase method are closer to, and in accordance with the pattern of growth of population in the villages. Out of the above population growth arrived at by Incremental Increase method appear to be more reasonable/realistic and conform to the pattern of Growth of Population.

Among above villages, certain portion of Kuldomari & Auri is already considered under Jal Jeevan Mission. For reduced villages population projected as follows:

3. Design Basis:

The water supply projects are designed to meet the requirements over a 30-year period.

• Base year - 2023 • Intermediate design year - 2038 • Ultimate design year - 2053

In this project, various facilities of water supply works are designed to meet the requirement of the following design periods.

3.1. Operating Hours

The operating hours of various systems such as Raw Water Pumping system, Water Treatment Plant, Clear Water Pumping system and Distribution system have been designed based on the guidelines provided in the agreement by client. The same has been considered in all our designs and it is shown in the Table 6 below.

3.2. Residual Head and Peak Factor

The distribution system will be designed for a minimum residual pressure of 10 m wherever the road network is more than 25 km; 7 m minimum pressure will be assured wherever it is less than 25 km and difficult to maintain 10 m. As the water supply project is designed for rural areas. Peak factor of 3 is considered for the design as the distribution system is designed for only 24 hours of supply a day.

For all transmission designs residual pressure of 3 m is maintained at the end nodes.

3.3. Design Criteria for Head Loss or Pressure Drop

Friction Head Loss per Meter of pipe are computed by using Hazen William Formula given below:

Q= [1.292 * 10^-5 * C * (d^2.63) * (S^0.54)]

Where, C - Hazen William coefficient d - Pipe Diameter in mm Q - Discharge in cubic meter per hour S - Friction Slope The maximum Headloss Gradient considered in pipe line is 4 m/km Note: Station Loss of 2 m is considered at every pumping station.

3.4. Hazen William Co-efficient

A factor or value used to indicate the smoothness of the interior of a pipe. The higher the C Factor, the smoother the pipe, the greater the carrying capacity, and the smaller the friction or energy losses from water flowing in the pipe. It is used in calculating the relative roughness of a pipe against the size of its diameter.

In this case, following C values for DI and GI pipes are taken:

▪ DI pipes, C = 140 ▪ GI pipes, C = 100 for 80 mm &65mm diameter and 55 for 50 mm diameter.

3.5. Pipe Material

The pipe material used for raw water rising main, clear water pumping mains till OHTs is Ductile Iron of class K9. MS Pipes of required thickness are proposed at all River/ stream/ canal crossings, Railway crossings & NH crossings. Ductile Iron pipes and Galvanized Iron Pipes have been considered for distribution. DI pipes have been considered as per IS 8329:2000. Internal

cement mortar lining as per Appendix B of IS 8329. External bitumen coating as per Appendix C of IS 8329. Finished Internal Diameter of DI pipes is considered same as nominal diameter for hydraulic calculations. Threaded GI pipes have been considered as per IS 1239:2000. Thrust block will be provided in DI pipe line at bend. Design pressure of thrust block will 1.5 times of working pressure for given stretch.

4. Capacity and Sizing of Components:

4.1. Intake Well:

Intake well has been proposed to cater the demand of Ultimate Year 2053 with a capacity of 22.023 MLD in 16Hrs. Proposed Intake well is at Rihand reservoir near Khariya village.

4.2. Water Treatment Plant:

Water Treatment Plant has been proposed to cater the demand of Ultimate Year 2053 with an overall input of 33 MLD for 24Hrs working at Barawa Batwari village.

4.3. Clear Water Reservoirs:

Ground Level Service Reservoirs/Clear Water Reservoirs cum Pumping stations have been proposed across the command area of the scheme. 2hours retention period for all CWR’s.

4.4. Overhead Tanks:

Overhead Tanks have been proposed across the command area of the scheme. Capacities of OHTs have been worked out considering 8hours retention period.

In all 21 villages are covered in the scheme with help of 15 OHTs, one for each 15 zones.

6. Water Treatment Plant:

The Water Treatment Plant (WTP) is designed for 33 MLD input & 31.38MLD Output in 24 hours of operation.

6.1. Process Design Basis

Water Treatment Plant of 33 MLD inlet capacity is proposed for ultimate year demand. The required water treatment plant broadly consists of Cascade aerator, Flash mixer, Drop chamber, Clariflocculators, Rapid gravity sand filters, Pre-& Post chlorination system and Chemical dosing system.

9. Electrical Systems:

9.1. General Information

I. The Electrical system have been designed for an intermediate demand for the year 2038 (reference: client letter no.975/W-17/2020-21 dated 28/08/2020) II. The reference ambient temperature for design of all Electrical Equipment’s - 50° C III. System Voltage

9.2. Capacity and Sizing of Components

a) Transformer shall be designed to cater the demand of intermediate for year 2038. One No. of distribution transformer shall be provided for catering the full load of the plant. Secondary of the outdoor distribution transformer fed to 415V LT Switchboards located in the Electrical substation building. b) 415V Diesel Generator set of required rating is designed for full load of standby duty for concerned section. c) 415V LT Switchboard is designed to fed the entire plant load by taking power supply from the secondary of the distribution Transformers.

d) 415V LT APFC panels (Automatic Power Factor Correction) shall be designed to improve the system power factor to 0.95 lag. e) Earthing shall be carried out as per the IS 3043: 2018 (Second Revision). f) Lightning protection shall be provided as per IEC 62305–Part 2&3 - 2012. g) Lighting shall be carried out as per IS 16102, 16103 – Part 1&2 reaffirmed 2017. h) All the designs shall be based on CPHEEO Guidelines, UPPCL Norms, & relevant IS standard. i) LT Cables: 1.1kV cables shall be of the Cross-linked Polyethylene insulation (XLPE) with Cores of cross-sectional area greater than 2.5mm². j) Control Cables: 1.1KV cables shall be of stranded copper, Cross-linked Polyethylene insulation (XLPE). k) Cable carrier system shall comprise of pre-fabricated GI ladder type cable trays. l) The material of Earthing & Lightning conductors considered shall be as specified in signed contract document & in-line with respective IS Standards. m) All the indoor & outdoor area shall be provided with LED lighting fixtures. n) The lux levels shall be considered as per signed contract document or relevant IS specification. o) 415V, 63A/32A Welding Receptacles and 240V, 6/16A Industrial type Receptacles shall be considered as per requirement.

10. INSTRUMENTATION SCOPE AND CONSIDERATIONS

The scope of instrumentation, control and automation (ICA) works for Parasi & Belawadh Rural Piped Water Supply Project comprises of design, manufacture, programming and configuration, off site testing, delivery to site, installation and erection, testing, commissioning, setting to work and provision of documentation for a complete supervisory, instrumentation, control and automation system including Wireless Data transmission (as required) to provide remote monitoring.

A PLC based Control system shall be provided at raw water pumping station, Water Treatment plant & Intermediate Booster Pumping stations (as applicable).

A Centralized monitoring station shall be provided at respective WTP for centralized monitoring of complete Water intake, treatment, and supply and distribution system.

PLC based control systems in raw water pumping station & other Intermediate Booster Pumping stations shall be communicated with respective WTP Centralized monitoring system through GPRS based wireless communication system. Filter bed Remote IO Panels/ consoles in WTP & Clear water pumping stations RIO panels shall be communicated with respective WTP Centralized monitoring system through single mode fiber optic based communication system.

In this scheme, a total of 15 Elevated Service Reservoirs are available. Battery operated Field Instruments from each OHT shall be communicated with respective WTP Centralized monitoring system through GPRS based wireless communication system.

10.1. Raw Water Pump house (RWPH)

The raw water intake well cum pump house shall be provided with the following design provisions for effective monitoring and control.

Field Instrumentation

▪ 1 No. Ultrasonic type level transmitter will be provided for monitoring of intake water level. Low–Low level set point activation derived from transmitter signal received at PLC will trip the running pumps.

▪ 1 No Bourdon type Pressure gauge with dial size of 150mm will be provided at discharge of each pump for local indication of discharge pressure.

▪ 1 No. Diaphragm type Pressure transmitter with integral LCD display will be provided at each individual pump outlet and at Common discharge line for pressure measurement & Remote indication.

▪ 1 No. Electromagnetic flow meter will be provided at common delivery line of the pumping main for measuring the flow rate & total discharge flow.

▪ All analogue field instruments (Transmitters) shall be hooked up with the respective Pumping station PLC System through Conventional hardwire based 4-20mA signal for continuous monitoring, control, interlock and recording.

UPS System

1 No. standalone UPS System of suitable rating for providing 230V AC output supply & SMF Ni-Cd battery bank with capacity for 30 minutes battery backup system will be provided in control room for powering of all field instruments and PLC hardware.

Automation

One no. of redundant hot standby PLC/SCADA system (Hardware based DNP3.0 Compatible), redundant Power supply module, redundant communication module, and non-redundant IO modules (suitable for IOs in the raw water pump house area) with the following shall be provided at PLC / SCADA Control room for complete monitoring and control.

▪ One no. Operator cum Engineering Workstation with 24” Monitor ▪ One no. A4 dot matrix Printer ▪ Industrial grade Managed type Ethernet switches (Layer 2, 8 port) ▪ GSM/GPRS based wireless communication modem (Dual band, Multi-slot Class 10 (4:2:5) with antenna & RJ45 communication port). ▪ Alarm annunciators ▪ Digital Panel indicators (as required) ▪ Flow totalizing indicator (as required)

Following Software provisions with necessary licenses shall be provided as minimum requirements:

▪ HMI SCADA Software ▪ PLC Programming software (programming as per IEC 61131-3) ▪ Windows Operating Software (latest version) ▪ Application software (as per PLC OEM Standard)

Multifunction Meters & other IEDs (as applicable) for electrical parameters monitoring shall be provided along with Modbus RS 485 Communication for interfacing with the PLC / SCADA system.

The raw water pumping station shall be communicated with central monitoring system PLC and SCADA (at WTP area) through non-redundant GSM/GPRS based wireless communication.

10.2. Water Treatment Plant (WTP)

In this scheme, water treatment plant is designed with treated water output capacity of 33 MLD in the scheme for treating the raw water from respective Intake locations.

The treatment plant shall consist of water treatment and filtering units and the details on the same are already provided in water Treatment philosophy.

Control and operations of WTP process will be done through PLC/SCADA for remote operation or manually through LPBS near the equipment for manual operation.

The following design provisions are considered in this water treatment process plant for effective monitoring and control.

Field Instrumentation

▪ 01 No. Full bore Electro-Magnetic flow meter with transmitter shall be provided for measuring the WTP filter outlet flow rate.

▪ pH meter, Turbidity meter & Residual chlorine analyzer (each 1 no.) will be provided for continuous monitoring of quality & characteristics of raw water at WTP inlet & outlet.

▪ Each filter bed shall be provided with the following instruments

o Loss of head transmitter (LOHT), Differential Pressure type, to identify the clogging of filter bed and indication to start back wash. o Rate of flow Transmitter (ROFT), Ultrasonic type, shall be provided for measuring the instantaneous rate of filtered water flow.

▪ 01 No. Full bore Electro-Magnetic flow meter with transmitter shall be provided for measuring the backwash water supply flow rate.

▪ One Pressure switch & a bypass Rotameter will be provided at the common discharge of air blowers.

▪ One no. Electromagnetic type flow meter will be provided in common discharge line of dosing pumps for remote monitoring of dosing system

▪ One no. Conductivity type (one set point Level switch with Low set-point) will be provided in each chemical dosing tank for control & monitoring of chemical dosing pumps operation and One no. Float & board type level is considered for local indication.

▪ One no. conductivity type Level switch (one set point Level switch with Low set-point) shall be provided in sludge sump & dirty backwash recycle Tank.

▪ One no. Conductivity type (one set point Level switch with Low set-point) will be provided in Chemical House Overhead tank for control & monitoring of chemical dosing system operation and One no. Float & board type level is considered for local indication.

▪ One no. Float & board type level is considered for local indication in Chlorine Building Overhead tank.

▪ Required field instruments will be provided by respective vendor for chlorination systems.

All field instruments (Transmitters / Analyzers) shall be hooked up with the respective Water treatment Plant PLC system through conventional hardwire based 4-20mA signal for continuous monitoring, control, interlock and recording.

10.3. Clear water pump house & Reservoir/ Intermediate Clear water booster pumping station

In each scheme, the Clear water/ Intermediate pump house shall be provided with the following design provisions for effective monitoring and control.

1 No. standalone UPS System of suitable rating for providing 230V AC output supply & SMF Ni-Cd battery bank with capacity for 30 minutes battery backup system will be provided in control room for powering of all field instruments and PLC hardware.

For field Cabling from field Instruments to PLC, 660/1100V grade, Multi Stranded Copper conductor with PVC insulation, shielding, outer sheath and GI round wire-armoured cable shall be considered. Earth pit electrode size and insertion depth shall be calculated based on soil resistivity reports to bring the resistance less than 1 Ohm.

Communication between Clear water pumping station at WTP and Central monitoring station PLC / SCADA (at WTP area) shall be done through non-redundant fiber optic based communication.

Communication between Intermediate booster pumping stations and central monitoring system PLC / SCADA (at respective WTP area) shall be through non-redundant GSM/GPRS based wireless communication.

10.4. Overhead Tanks (OHT) / Elevated Service Reservoirs (ESR)

In each ESR area, the following design provisions are considered for effective monitoring.

Field instrumentation

i. 1 No. Electromagnetic flow meter will be provided at inlet of the reservoir for measuring the flow rate & totalized flow. ii. One no. Ultrasonic type level transmitter shall be provided at each ESR for monitoring the tank water level. iii. One no. Pressure transmitter at the inlet line for pressure measurement. iv. One no. Float and board type Level indicator for local monitoring of ESR level. v. 01 No. Chlorine analyzer at the inlet of each ESR for continuous monitoring of quality & characteristics of water.

Remote Mode

This mode is valid only if the provided equipment of the pumping station like Motor Drives, Pumps are healthy. Local/Remote selector switch provided in the respective Motor control panel are selected to “Remote” position for PLC-SCADA operation and respective position feedback will be indicated on HMI Screen. The provided SCADA system consist of AUTO, MANUAL & TEST modes of operation

Local Mode

The selector switch provided on electrical panel (MCC) is selected to LOCAL and status of mode selection is fed to PLC and indicated on HMI Screen. In this mode the drive can be started/ stopped from LPBS near equipment or MCC through push button provided on panel. PLC shall have the supremacy control and will monitor the status of pump in case of any abnormal process conditions then PLC panel shall trip the pump, if PLC is Online & healthy.

Overall Operation

All the workstations shall have suitable SCADA modules will be connected on Ethernet network. The Operation Station of each section will have following facilities

▪ SCADA MIMIC diagram with animation to show the status of equipment and process of the respective section. ▪ Facility to Pop –up alarms as they occur in the pumping station. ▪ Facility to accept and reset the alarms. ▪ Facility to display & print Alarm history with real time stamp. ▪ Facility to display and print trends for key process parameters like, Level, Flow, pressure data with real time stamp. ▪ Facility to display and print periodic process reports, operating time of all key equipment. ▪ The work station will store all the data which will be retrieved by operation terminals for purpose of display of reports and trends.

Thus, the complete automation system is defined with following parameters:

▪ Display of Status of the pumping station and operation of pumping station from SCADA screen. ▪ Display and processing of alarms & reports. ▪ Sequential operation or logic of operation of the pumping station

Log in and security

The system has 3 levels of password facility for operation of the pumping station. Unless logged in the system will not respond to any operation. Following is the description of levels of protection.

Level 1: Operator Level which enables operator to operate any device in Auto or manual Mode or check and print the trends & reports.

Level 2: Supervisor level allows supervisor to change the process parameters and set points within specified limit.

Level 3: Designer Level, allows the commissioning engineer to change equipment related variables, which should not be changed once the plant is put in to operation.

Plant Monitoring and Control from SCADA:

The SCADA screen will display the status of the plant as per the P&I Diagram with same method of tagging the equipment. The color code for this display is based on standard prevailing practice. For Dynamic MIMIC which indicates the status of equipment, standard color code shall be followed for pumps & valves.

▪ Process parameters

The process parameters are indicated in the SCADA screen will have the tag number and the actual values with appropriate units. Since all the equipment’s / parts may not be accommodated in one screen, the plant or section of plant can be divided in to sub screen and navigation keys to switch the screen are provided on each screen.

▪ Buttons and data entry

For operation of any equipment, soft button is provided in SCADA screen. A pop window is generated for operation or data entry once operator clicks the mouse on the equipment.

▪ Alarms

All incoming and PLC internal generated alarms shall be immediately indicated at the SCADA Screen. This should help operators to overcome critical situations of any equipment or of the plant.

▪ Reporting

Daily process report generated by SCADA will be available in the work station. With reference to the same data, weekly & monthly reports shall be generated & the alarm Report also been generated for any pre‐defined interval.
