WAHHABISM AND POWER IN SAUDI ARABIA: A PRACTICAL TEST OF WEBERIAN THEORY By Abdullah Alrebh A THESIS Submitted to Michigan State University in partial fulfilment of the requirements for the degree of MASTER OF ARTS Sociology 2011 ABSTRACT WAHHABISM AND POWER IN SAUDI ARABIA: A PRACTICAL TEST OF WEBERIAN THEORY By Abdullah Alrebh Weber‘s theory of authority is an important tool when studying power and its relationship to human collectives, especially religious groups. Weber focused on the rise of Protestants‘ power in the West and how this group created and maintained economic power which helped them gain political control in various countries, including the U.S. In this paper, I incorporate Weber‘s insights about the Protestant ethic, bureaucracies, and types of authority to examine Wahhabism in Saudi Arabia. I compare Saudi Wahhabism with Protestantism, analyzing the rise of the Saud family as controllers of the economy and politics. The role of bureaucracies in these processes will also be discussed. The similarities and differences between Protestantism and Wahhabism are used to investigate power inside their respective societies. These comparisons will highlight the types of authority which allowed each sect to enhance power and how those processes of creating, consolidating, and maintaining power relate to the larger social climates in both Saudi Arabia and the Western world. Finally, I investigate images of the Saudi State in the The London Times between 1927 and 1937 to explain how power in the hands of a Wahhabi king was presented to Western readers. Lawson tudies of the foreign policies of the Gulf Cooperation Council (GCC) countries usually ignore import- S ant initiatives that have been undertaken with regard to the Bab al-Mandab region, an area encom- passing the southern end of the Red Sea, the Horn of Africa and Yemen. Saudi Arabia, Qatar and the United Arab Emirates (UAE) have become actively involved in this pivotal geopolitical space over the past decade, and their relations with one another exhibit a marked shift from mutual complementarity to recip- rocal friction. Escalating rivalry and mistrust among these three governments can usefully be explained by what Glenn Snyder calls “the alliance security dilemma.”1 Shift to sustained intervention Saudi Arabia, Qatar and the UAE have been drawn into Bab al-Mandab by three overlapping develop- ments. First, the rise in world food prices that began in the 2000s incentivized GCC states to ramp up investment in agricultural land—Riyadh, Doha and Abu Dhabi all turned to Sudan, Ethiopia, Kenya and Uganda as prospective breadbaskets.2 Doha pushed matters furthest by proposing to construct a massive canal in central Sudan that would have siphoned off more than one percent of the Nile River’s total annual downstream flow to create additional farmland. -

Qatar ν Bahrain in the International Court of Justice at The Hague Case concerning Maritime Delimitation and Territorial Questions1 Year 2001 16 March General List No. 87 JUDGMENT ON THE MERITS 1 On 8 July 1991 the Minister for Foreign Affairs of the State of Qatar (here- inafter referred to as "Qatar") filed in the Registry of the Court an Application instituting proceedings against the State of Bahrain (hereinafter referred to as "Bahrain") in respect of certain disputes between the two States relating to "sovereignty over the Hawar islands, sovereign rights over the shoals of Dibal and Qit'at Jaradah, and the delimitation of the maritime areas of the two States". In this Application, Qatar contended that the Court had jurisdiction to entertain the dispute by virtue of two "agreements" concluded between the Parties in December 1987 and December 1990 respectively, the subject and scope of the commitment to the Court's jurisdiction being determined, according to the Applicant, by a formula proposed by Bahrain to Qatar on 26 October 1988 and accepted by Qatar in December 1990 (hereinafter referred to as the "Bahraini formula"). 2 Pursuant to Article 40, paragraph 2, of the Statute of the Court, the Application was forthwith communicated by the Registrar of the Court to the Government of Bahrain; in accordance with paragraph 3 of that Article, all other States entitled to appear before the Court were notified by the Registrar of the Application. 3 By letters addressed to the Registrar on 14 July 1991 and 18 August 1991, Bahrain contested the basis of jurisdiction invoked by Qatar. -

7 SAUDI ARABIA’S WAR ON TERRORISM COMBATTING PASSIONS, IGNORANCE AND DEVIATION Roel Meijer © C. Hurst and Company Publishers This chapter will analyse the history and background of the Saudi counterter- rorism discourse as a religious discourse on extremism (ghuluw). Too often the focus on jihadi discourse has ignored its status as a counter-narrative that can only be understood against and contextualised within the framework of a dom- inant narrative. Looking at the official, normative narrative is important for four reasons. First, examining the dominant discourse throws historical light on the long struggle against ‘extremism’ within Wahhabism (and Islam) and the arguments that have been used against not just violence but also against political demands and any opposition to the state. As Wahhabism is originally a rather strict inter- pretation of Islam, which regards itself as the only road to salvation and con- demns other Muslims if they do not adhere to its strict rules, the distinction between radical and normative forms of Wahhabism is not always clear. Attempts to contain the radical strain within Wahhabism that challenges the current official quietist apolitical religious discourse of the Saudi state provide an insight into the nature of Wahhabism itself. Second, an analysis of the general discourse on extremism provides a means of putting the Saudi rehabilitation programmes that have been launched since 165 contextualising jihadi thought 2003 into perspective. The confrontation with the more radical strain in Wah- habism is not ‘a battle of ideas’ but instead a religious reconversion programme that essentially focuses on the few items on which ‘radicals’ and ‘moderates’ dif- fer. -

INTRODUCTION Ancient religious law continues to influence the laws of many na- tions, especially Israel and Saudi Arabia where the laws are often explic- itly taken from religious legal systems.1 Israel and Saudi Arabia continue to use ancient laws and precepts that are of dubious value in the twentieth century.2 Aside from the purely personal issue of the religious justification for the use of religious law, use of religious law creates many problems for the governments of Saudi Arabia and Israel. Further, the use of religious law infringes on the basic civil liberties of freedom "of" and "from" religion: Are the people of Saudi Arabia and Israel being denied the inalienable right of freedom from religion?3 As a result of Saudi Arabia and Israel's use of religious law, the two states experience many of the same difficulties and some of the same ben- efits. -

2018 Calculations : ωϭοϭϣϟϡγ Why does Turkey Resort to Hard Power in : ωϭοϭϣϟϥϭϧϋ Tacking Regional Crises? 24/12/2017 : έηϧϟΦϳέΎΗ ϲϟΩΩϳηέϭΧ : ΏΗΎϛϟϡγ : ωϭοϭϣϟ Since its establishment in 1923, Turkey has followed the famous maxim of Ataturk ³peace at home, peace in the world.´It has pursued a policy of closure, steering away from involvement in the conflicts of the Arab and Islamic worlds, but pivoted to the West instead. Over the past decades, until the advent of the Justice and Development Party (AKP) in 2002, this orientation has largely defined Ankara¶s foreign policy. However, current observers of Turkish politics will find it is quite different from the above. During the rule of the AKP, it has undergone several shifts and now is pursuing hard power towards the Arab world, exploiting the current developments in the region to cement its role and influence. This will most likely shape the Turkish policy towards the region¶s crises in 2018.Harbingers of Transition It can be argued that the current Turkish foreign policy is based on the ideas of Prof. Ahmet Davuoglu, as illustrated in his book ³Strategic Depth.´The book outlined his vision that perceived Ankara as a dynamic state in its regional and international environment based on economic, political and security factors, and others related to its vital geopolitical location, as well as its historical relations with geographical proximity. Although the ³zero problems´approach put forward by Oglu failed to achieve its primary objective of having ³zero problems with the neighbours,´the
