In order to position Sandown as a world class racing venue and continue to deliver major economic and cultural benefits to the area, it must be fit for purpose in the long term. It is now in need of regeneration and modernisation to ensure that it Site E2 can maintain its racing tradition and its role as a major economic driver. Site 3 Sandown Park Masterplan Site 4 JCR’s have prepared a Masterplan in order to determine the overall vision for Sandown Park and to deliver future regeneration and upgrades of existing facilities to secure the long term future of Sandown Park. These areas are described as Sites A - F. The Masterplan also Site C includes proposed residential developments, utilising surplus, and predominately previously developed, areas of Sandown Park which would Site 5 provide capital investment to facilitate the Site D regeneration and upgrades of Sandown Park and improve linkages with the townscape. These Sites are described as Sites 1 - 5. Site B Site E1 In developing the Masterplan, the next stage Site F of the process is the preparation of this Hybrid Planning Application. Site 1 Site A Site 2 Fig. 1: Development Sites within Sandown Park Design & Access Statement | Sandown Park | 2 2.0 SITE CONTEXT 2.1 LOCATION & DESCRIPTION Location Sandown Park is located in Esher, Surrey; an outer suburb of London with excellent access from London, Surrey and further afield. It is entirely within the Green Belt and located HAMPTON COURT PALACE immediately to the north of Esher Town Centre and within short walking distance from Esher Railway Station. It is bounded by Portsmouth Road (south east), More Lane (west), Lower Green Road and the railway line (north) and Station Road (east). Main access to Sandown Park is via Portsmouth Road to the north of Esher ESHER RAILWAY STATION town centre. SANDOWN PARK Description ESHER TOWN CENTRE Sandown Park is a longstanding Jump and Flat racing venue, having begun in 1875. It hosts H ROAD 25 racing fixtures annually including popular TSMOUT and notable race meetings, the Coral Eclipse, 07 POR Gold Cup and Tingle Creek Chase. It is also an important cultural and leisure venue hosting A3 conferences, events, weddings and public A3 exhibitions. Sandown Park attracts a significant number of visitors to the racing fixtures and non- racing events. In addition, there is a gym/fitness centre with a dry-ski slope, a children’s nursery, houses for racecourse staff, go-kart circuit and a golf course located with the centre.     AN ACCOUNT OF ROYAL MILLS, ESHER by G.B. Greenwood Esher Mill Circa 1900 An extract from the Monograph The recent complex of Mill buildings lay immediately north of the point where the London to Southampton railway line crosses the River Mole between Esher and Hersham stations. The buildings formed part of a former island of some 2 ½ acres formed by two branches of the river. The eastern branch, which originally worked the water wheels, has long since silted up. The late buildings appear to date from the mid 19th century with many later additions. They have now been cleared for industrial re-development. The Mill's present name dates from about 1852, possibly an allusion to Esher's royal associations. The Mills have a long history and were an important manufactory in the 17th and 18th centuries for brass wire and associated merchandise. Mediaeval Background The present Mill stands on the river Mole a few hundred yards downstream from what was once the Manor House of Esher. Its precursor was part of the manorial property. Domesday (1086) lists no Mill at Esher, but the Rotuli Curiae Regis records that in the first year of King John (1199/1200) the monks of Croix St. Leufrey, to whom the Manor of Esher had been given by William 1st, came into the King's Court and entered into a recognisance to pay for their Mill at Ashal (Esher) 12 broches of eels yearly to Henry de Bohun and Reginald Cruce, by the hands of Roger the Miller (F. Palgrave edition, Vol. II, p.118).
