Fy 2020 Capital Request
FY 2020 CAPITAL REQUEST Iowa Public Radio (IPR) requests $1.3M for three high priority capital projects required for WOI-FM, KSUI-FM, and KICP-FM. These stations are three of the IPR network’s largest signals. Without timely attention, there is growing danger of significant failure. Iowa Public Radio respectfully requests support for these capital needs, which are explained in detail below. IPR manages 25 stations and serves 250,000 listeners statewide with three programming services: News, Classical, and Studio One. IPR’s combined radio groups serve rural and urban Iowa, touching all of Iowa’s 99 counties. The history of public radio in Iowa is long and proud: two of our stations are almost a century old, with licenses among the first 100 radio licenses ever granted by the FCC. We expect to celebrate their centennial in 2022. WOI-FM Antenna, Transmitter and Transmission Line Request: $830,000 for replacing WOI-FM antenna, transmission line, transmitter and studio-to- transmitter link This project would replace the antenna and transmission system for WOI-FM, licensed to Iowa State University. WOI-FM is the main signal for the Iowa Public Radio network in the Des Moines/Ames area, and is an essential hub for our statewide network. Originating in Ames, the signal serves 60,600 listeners in 15 counties in central Iowa with news, information and cultural programming. WOI-FM is very popular, averaging in the top 10 stations in the Des Moines metro market, and is ranked the #2 news station (of around 15) in the Des Moines metro area. -

BOARD OF REGENTS AGENDA ITEM 27 STATE OF IOWA AUGUST 6-7, 2008 Contact: Diana Gonzalez IOWA PUBLIC RADIO ANNUAL REPORT Action Requested: Receive the Iowa Public Radio annual report. Executive Summary: As stated in its Strategic Plan mission, “Iowa Public Radio informs, enriches, and engages Iowans through radio programming and other media. IPR enhances civic and cultural connections across the state, strengthening communities and reflecting Iowa’s sense of place.” During the past year, Iowa Public Radio addressed its three strategic goals: Iowa Public Radio will increase and enhance service across the state of Iowa. Iowa Public Radio will work toward self-sufficiency while growing annual revenues to $8.5 million by 2011. Iowa Public Radio will become a fully integrated organization, blending the best of each of the stations while moving to the next level as a public radio operation, and as a best-of-class Iowa nonprofit. Background: Creation of Iowa Public Radio. In December 2004, the Board of Regents created Iowa Public Radio to consolidate the radio stations at the three Regent universities. Incorporation of Iowa Public Radio. In February 2006, Iowa Public Radio was incorporated under the Revised Iowa Nonprofit Corporation Act, Chapter 504 of the Iowa Code. The Articles of Incorporation of Iowa Public Radio provide that IPR is organized exclusively for charitable and educational purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986 and has the primary purpose of supporting and promoting the welfare and growth of the network of public radio stations licensed to the Board of Regents and operated for the public benefit. -

With 39,000 watts of power, Classical KUSC boasts the 10th most powerful signal in Southern California. KUSC transmits its programming from five transmitters - KUSC-91.5 fm in Los Angeles and Santa Clarita; 88.5 KPSC in Palm Springs; 91.1 KDSC in Thousand Oaks; 93.7 KDB in Santa Barbara and 99.7 in Morro Bay/San Luis Obispo. BOARD OF REGENTS PROPERTY AND FACILITIES COMMITTEE 3 STATE OF IOWA APRIL 20-21, 2016 Contact: John Nash INSTITUTIONAL AGREEMENTS, LEASES AND EASEMENTS Action Requested: Consider recommending to the Board approval of one lease for the benefit of the University of Iowa, two leases and one easement for the benefit of Iowa State University, and one easement for the benefit of the University of Northern Iowa subject to approval of the final documents by the Board Office and Attorney General‘s Office. Executive Summary: Iowa Code §262.11 requires that certain agreements, leases and easements be approved by the Board of Regents by roll call vote. The University of Iowa with the Board as Tenant for the following lease: Hubbard Warehouse I, LLC & Hubbard Warehouse II, LLC (Tenants in Common) The University of Iowa requests Board approval to enter into a lease with Hubbard Warehouse I, LLC & Hubbard Warehouse II, LLC (Hubbard) of Coralville, Iowa to lease 27,000 square feet of warehouse space (see “UIHC Management Warehouse” in Attachment A) to be constructed at 3400 2nd Street in Coralville to store medical supplies for UIHC Processed Stores. Processed Stores centrally manages the inventory and distribution of clinical supplies and equipment throughout UIHC. The building, to be located in Coralville, would be built to a higher standard (food- grade quality) than typical warehouse spaces. Medical supplies used at the main UIHC hospital, Iowa River Landing and multiple other off-site clinics would be consolidated with this lease. A majority of the supplies of Processed Stores would be relocated to this off-site warehouse from its current location on the lower level of the John Colloton Pavilion. -

INTRODUCTION This engineering report describes the results of a study and analysis to determine the locations of federally-licensed (FCC) microwave and fixed station radio frequency (RF) facilities that may be adversely impacted as a result of the construction of the Great Pathfinder Wind Energy Project in Boone and Hamilton Counties, Iowa. This document describes impact zones and any necessary mitigation procedures, along with recommendations concerning individual wind turbine siting. All illustrations, calculations and conclusions contained in this document are based on FCC database records1. Frequently, wind turbines located on land parcels near RF facilities can cause more than one mode of RF impact, and may require an iterative procedure to minimize adverse effects. This procedure is necessary in order to ensure that disruption of RF facilities either does not occur or, in the alternative, that mitigation procedures will be effective. The purpose of this study is to facilitate the siting of turbines to avoid such unacceptable impact. The Great Pathfinder Wind project as currently planned involves the construction of up to 74 wind turbines just southeast of the city of Stratford, in northern Boone County and southwestern Hamilton County, Iowa.
