    Public Agenda Item No. 7(g) DERBYSHIRE COUNTY COUNCIL CABINET 28 July 2015 ILKESTON RAIL STATION (HIGHWAYS, TRANSPORT AND INFRASTRUCTURE) (1) Purpose of Report To seek Cabinet approval for additional funds towards the funding package for Ilkeston railway station in order to permit the award of a construction contract. (2) Information and Analysis Background The County Council has, for some years, taken the lead in developing plans for a new railway station at Ilkeston and has been progressing the station design and approvals, and putting together a funding package. Contract Management proposals were approved by Cabinet on 1 October 2013 (Minute No. 268/13 refers) and Cabinet most recently received a report on the project at its meeting of 4 March 2014. Among other issues, this report recommended approval of an additional financial contribution of up to £757,000 to meet increased costs (Minute No. 96/14 refers). It had originally been intended to open the station to passengers in December 2014, but significant delays have occurred, meaning this date was no longer possible. A number of issues have since been overcome and the project is now at a stage where construction can go ahead soon, subject to approval of budgets. Scheme Development In March 2014, it was reported to Cabinet that planning approval from Erewash Borough Council was in place and that approval from Broxtowe Borough Council was expected imminently, which was indeed the case. However, substantial design alterations were required to satisfy the Environment Agency that the station and its car park were not adding to the risk of flooding and it became apparent that the construction of flood prevention measures would make the project unaffordable.

(2) Information and Analysis The County Council has, for some years, taken the lead in developing plans for a new railway station at Ilkeston and has been progressing the station design and approvals and putting together a funding package. Management proposals were approved by Cabinet on 1 October 2013 (Minute No. 268/13 refers) and Cabinet received a report on the project at its meeting of 28 July 2015, approving an increase in the County Council’s maximum funding to £2.264m (Minute No. 272/15). This report seeks authorisation for a further increase, for reasons set out below, and also for the underwriting of any early revenue losses, although these are unlikely to be significant. Construction Costs Good progress towards delivery of Ilkeston Station is being made in most respects. Work on site has already taken place through the investigation and possible stabilisation of former mine workings; this could have involved a need for the filling of voids in order to ensure stable ground beneath the Station, but no voids were encountered. This work was necessary in order to discharge planning conditions ahead of the main construction works, which will begin in March 2016, subject to confirmation that the project is fully funded.

Apologies for absence were submitted on behalf of Councillor D Allen. 55/16 PUBLIC QUESTIONS There were no public questions. 56/16 MINORITY GROUP LEADERS’ QUESTIONS Councillor B Lewis asked the following question: (1) Agenda Item 7(b) – Approval to Award a Contract to Provide a Hydrotherapy Pool for Alfreton Park Special School Given that the Henry Brothers tender was some £119,000 more than the lowest price, what precisely was it about their presentation score which guaranteed a figure 77% higher than the A&S Construction figure? Councillor J A Coyle, Cabinet Member - Children’s Services responded that tenders were scored against the set of criteria set out in the tender documentation. In addition to cost, the scoring mechanism took into account the proposals from the contractors on how they would deliver the scheme including site management and also including how to manage construction close to an operational school, and also their understanding of the project. The mechanism also assessed the proposals for local opportunity arising from the project, opportunities for local suppliers and interaction with the School. The scoring mechanism was applied by a panel including officers from Property Services, Children’s Services as well as the School. As a result, the best overall proposal was selected. The lower cost bids lost marks on the non- cost criteria.

To seek Committee approval to dispose of 365m 2 of land at Coronation Road Ilkeston for the sum of £1 to provide access to the station car park which is to be built as part of the new Ilkeston Station. Information and Advice 2. A new railway station at Ilkeston was given the green light in 2013 following a successful bid for funding under the New Station Fund. 3. The new station is to be delivered through a partnership between Government, Network Rail and Derbyshire County Council. When complete it will reinstate a railway link between Nottingham and Ilkeston which was severed some 50 years ago when the previous railway station serving the town was closed (leaving Ilkeston as the largest town in England without a railway station). 4. The station is located on the Nottinghamshire / Derbyshire Border and the proposed car park itself is located within Nottinghamshire. The location is such that it will benefit residents of both Counties. The development is therefore fully endorsed and supported within the Nottinghamshire Local Transport Plan. 5. The station, on the Erewash Valley line between Nottingham and Langley Mill, will consist of 2 platforms sufficient to accommodate trains up to 6 passenger cars and will include waiting shelters. The new car park, for which the subject land gives access, will accommodate 90 parking spaces, including disabled parking, cycle storage, drop off point and taxi rank.

COSSALL PARISH COUNCIL – Opposed to any boundary changes – Appendix 1 – Parish Projects AIM APB 1 – Awsworth Parish Boundaries - As explained in the plan this concerns a Parish Council ‘aim’ and not a Neighbourhood Plan ‘proposal’ to which the respondent objects. In this respect our plan does not seek to impose any policy on Cossall Parish, nor can it, as our plan relates only to Awsworth Parish. In relation to parish boundaries we consider there to be both historical and practical anomalies. We believe our Community Questionnaire demonstrates support (by residents in Awsworth Parish) for reviewing local boundaries. We believe a strong case exists for examining boundary arrangements at the local parish level in relation to Awsworth. The plan makes clear that we would want to work constructively with our neighbouring authorities (Cossall, Greasley and Kimberley).

It is vital that ongoing investment in infrastructure and services is secured, to support our communities and to deliver sustainable growth and development. The Derbyshire Infrastructure Plan focuses on strategic infrastructure including highways and transport; surface water flood management; waste; broadband; green infrastructure, libraries; children and younger adults’ services; education; adult care; and public health and wellbeing. The Plan complements and provides a strategic overview for local Infrastructure Delivery Plans that are being prepared by local planning authorities. The Plan provides evidence on the condition of and investment currently taking place in existing strategic infrastructure and services in the county (page 14). The Plan sets out Strategic Priority Projects - Delivery Schedules for future investment and Potential Sources of Funding. It has a key role in informing Local Plans, Local Infrastructure Delivery Plans, and Community Infrastructure Levies. The Plan has been prepared in collaboration with a large number of public, private and voluntary sector partners. Reflecting this, Appendix B covers other major infrastructure provided by our partners, such as emergency services, water supply and waste water treatment, flood management and energy supply and distribution.
