In November 2020, the Seventy-third World Health Assembly adopted decision WHA73(31), in which it decided to defer a decision on the status of collection of assessed contributions, including Member States in arrears in the payment of their contributions to an extent that would justify involving Article 7 of the Constitution to the Seventy-fourth World Health Assembly, on the understanding that the Health Assembly would take up this matter on the basis of a report providing an update on the situation and supplying any pertinent additional information, by the Executive Board, through its Programme, Budget and Administration Committee. 2. At the time of the opening of the Seventy-third World Health Assembly, three Member States had reduced their arrears to a level below the amount that would justify invoking Article 7, and another proceeded to do so after the resumed session of the Seventy-third World Health Assembly in December 2020. However nine Member States are still subject to Article 7, since no further payments of arrears have been received from them. These Member States are named in paragraph 12 below and amounts due from them are shown in Annex 4. 3. Another eight Member States listed in paragraphs 9, 10 and 11 had voting rights whose suspension either started or continued at the start of the Seventy-third World Health Assembly, for non-payment of arrears or unpaid special arrangements.

This Strategy and Plan of Action on Health Promotion within the Context of the Sustainable Development Goals 2019-2030 seeks to renew health promotion (HP) through social, political, and technical actions, addressing the social determinants of health (SDH), the conditions in which people are born, grow, live, work, and age (1). It seeks to improve health and reduce health inequities within the framework of the 2030 Agenda for Sustainable Development. As one of the most unequal regions in the world, the Region of the Americas will benefit from a strategic vision for health promotion that helps to increase health equity. The intention is to enable people to improve their health by moving beyond a focus on individual behavior toward a wide range of social and environmental interventions.1 Background 2. Based on the global commitment to health promotion set forth in the Declaration of Alma Ata (1978) (2) and the Ottawa Charter (1986) (3), the World Health Organization (WHO) Global Health Promotion Conferences call for the development of healthy public policies (4), the creation of healthy settings (5), and the building of capacities to address the social determinants of health through an HP approach (6-8). The countries of the Region of the Americas have reaffirmed these commitments many times over the years (9-27) and have sought to implement HP approaches to reduce health inequities, empower communities, and improve health throughout the life course.

Principal among these are the status of assessed contributions, the program budget for 1988-1989, with its accompanying appropriation resolution, the Special Program on AIDS, the Eighth General Program of Work, and the Technical Discussions on Economic Support for National Health for All Strategies. A resolution was also adopted calling for support to the Caribbean Cooperation in Health initiative. This document is a synopsis of resolutions which, in the judg- ment of the Director, are of particular importance to the Regional Committee for the Americas. The Executive Committee, having reviewed a similar document, thanked the Director for his analysis and took special note of the financial crisis facing WHO as well as the programatic emphases contained in the resolutions adopted by the Assembly. Reference was also made to the Technical Discussions and support given to the establishment within the PAHO Program Budget for the biennium 1988-1989 of the proposed subprogram on "Health Economics and Financing," through which mechanisms should be developed for concrete support for health as a social responsi- bility of Member Countries. The Regional Committee for the Americas is requested to offer its own analysis of the significance of these resolutions for the Member Countries of the Region as well as the Secretariat.

  • Burkina Faso: Nutrition Profile, (Updated May 2021)
    Burkina Faso: Nutrition Profile Malnutrition in childhood and pregnancy has many adverse consequences for child survival and long-term well-being. It also has far-reaching consequences for human capital, economic productivity, and national development overall. The consequences of malnutrition should be a significant concern for policymakers in Burkina Faso, where 9 percent of children under five years are acutely malnourished or wasted (have low weight-for-height) and 25 percent of children under five are stunted (have low height-for-age) (Ministère de la Santé 2020). Background A landlocked sub-Saharan country, Burkina Faso is among the poorest countries in the world—40 percent of its population lives below the national poverty line (World Bank 2020)—and it ranks 182nd out of 189 countries on United Nations Development Program’s (UNDP’s) 2019 Human Development Index (UNDP 2019). In 2015, a new president was democratically elected for the first time in 30 years. This significant political change was brought about by violent street protests and general dissatisfaction with the political and economic situation in Burkina Faso. An increase in terrorist attacks, influx of Malian refugees, and a sharp rise from fewer than 50,000 in January 2019 to 765,000 displaced Burkina Faso residents in March 2020 also impacts the political context and food security (World Bank 2020; WFP 2017). The new government is committed to improving the economy and addressing food insecurity in the country; it has released several new policies related to economic growth (National Plan for Economic and Social Development–PNDES), resilience (PRP–AGIR), and food security (National Food and Nutrition Security Policy–PNSAN) in 2016 (Murphy, Oot, and Sethuraman 2017); free health care for pregnant and lactating women and children under five in 2016; and free family planning services for all women nationwide in 2020.

The 65th World Health Assembly of the World Health Organization (WHO) was held on 21-26 May 2012 in Geneva (Switzerland), and attended by representatives and delegates from 194 Member States. Professor Thérèse N’Dri-Yoman, Minister of Health and AIDS Control of Ivory Coast, occupied the Presidency of the Assembly. Five countries served as vice-presidents: Afghanistan, Indonesia, Solomon Islands, Paraguay, and the Republic of Moldova, in representation of their respective regions. 2. At the opening of the Assembly, Dr. Margaret Chan, Director-General of WHO, highlighted the enormous achievements in health that the countries have made in recent decades. She noted that many describe the first decade of the 21st century as “the golden age for health development” since, for the first time, health moved to the top of the socioeconomic development agenda thanks in part to the report that was prepared on macroeconomics and health. She stressed that despite the uncertain future of the world economy, the achievements that have been made suggest that this unprecedented momentum will continue and that the best days for public health are still ahead of us. 3. She highlighted the progress made in certain countries, in particular the BRICS group—Brazil, the Russian Federation, India, China, and South Africa—remarking that “These countries have become the biggest suppliers of essential medicines, in affordable generic form, to the great benefit of the developing world. BRICS countries also offer an alternative model for health development, including technology transfer, based more on equal partnerships than on the traditional donor-recipient model.” 4.
