The paper discusses the example of VW Navarre. It argues that the international division of products inside of Volkswagen is important for the prospects of the plant in Navarre. Thus, the paper discusses product upgrading in the context of internationalisation as being important for the perspective of a plant: it is a central issue for the future of a location which type of car, or which different types of cars, are produced. With regard to regions which are dependent on a specific international investor, as Pamplona in Navarre is, the topic of product upgrading is central to regional development, too. Having been the driving force of regional economic development for a long time, now we have to consider growth problems at Volkswagen Navarre.
