The Historic District Public Lands Commission held its regular meeting on Wednesday, January 21, 2015, at Georgetown Town Hall in Georgetown, Colorado. Chairman Lee Behrens noted a quorum was present and called the meeting to order at 9:00 a.m.

Agenda: Members agreed to postpone Item 7h. NHLD Documentation Presentation until a later date, and replace it with Rutherford Trail Parking Area. Lee made a motion to approve the Agenda as amended and Frank seconded. The motion passed.

Minutes: Lee made a motion to approve the Minutes of November 19, 2014. Frank seconded and the motion passed.

Treasurer’s Report. Lisa noted a beginning balance of $4,276.85 with no revenue and expenditures of $500 and $396 toward the Silver Dale bridge, and $100 for secretarial services. The ending balance is $3,280.85. Frank made a motion to approve the Treasurer’s report. Paul seconded and the motion passed.

Correspondence. Covered under General Business.

Annual reports/Dues. Dues are currently $200 for membership with the exceptions of $100 for the Town of Silver Plume and Metal Miners Association. Lee made a motion to maintain the current dues structure. Paul seconded and the motion passed. Cindy agreed to prepare an annual report and email it to members for review. Cindy also agreed to make appointments for presentations to the Clear Creek County Commissioners, Town of Silver Plume Town Board, Georgetown Loop Committee and the Town of Georgetown’s new Board of Selectmen following the April election.

State Land Board land Bakerville. CCC nominated the land west of the Bridge to Nowhere and north of I-70 around 223 to be placed in the State Land Board Stewardship Trust. The half section of land currently has a single agreement allowing DPW access for bighorn sheep studies. It was also the noted ownership of the land is

in dispute between the BLM and USFS. CCC has received formal acknowledgement of the nomination, and TOSP has received an invitation to comment on the nomination.

Georgetown Watershed project. Frank reported a State agency provides “source water planning” protections and water enhancements. The advisory group is concerned about dispersed camping and has recommended camping managed under best management practices, incorporating USFS and CCC ordinances for camping. Frank noted no serious threats to the Georgetown water supply have been found. Paul will request TOG to include HDPLC in the draft review.

Shooting range west of Silver Plume. CCC is investigating the potential acquisition of a private parcel of three 5-acre mill sites within USFS lands on the north side of I-70, east of the Bridge to Nowhere for a shooting range. A single residence is located within the 1-mile limitation on the south side of I-70. CCC is checking on the noise level impact to the residence. Penny advised she plans to sign off on a proposed shooting range at Devil’s Nose off of Hwy 103 by the end of the month, but she supports an additional shooting range. She added money is available through DPW for construction shooting ranges. HDPLC agreed to send a letter acknowledging discussion of the proposed range west of Silver Plume and encouraging forward momentum.

Shooting in Silver Dale. Lee made a motion to spend up to $200 on signs reading: No Shooting Enforceable under Clear Creek County Ordinance 4. Paul seconded and the motion passed. Patti will look at acquiring the signs through Zuni in Evergreen. Penny agreed to provide posts to Frank for the signs. Penny will also have USFS remove the USFS logo from the Silver Dale sign. Frank also mentioned an HDPLC routed sign is stored in the Open Space garage and he is looking for a place to display it.

GOCO Silver Dale Planning Grant. GOCO declined the grant application. Cindy explained her interpretation of the application reviews was that reviewers were looking for a functional, not just financial partnership to implement the end-product plan. She encouraged TOG, HGI and Open Space to create a planning group, including at least one actively involved and interested member from each organization.

Santiago Mill Future. Penny, USFS Sue Struthers, USFS Trez Skillern, Cindy and a Steward representative will meet in February.

Rutherford Trail Parking Area. TOG now owns the top of Third Street to the left and the ground in front of the gate. Frank and Smoky Anderson agreed to provide design direction for the parking area bumpers and signage.

Member reports:

Frank inquired if anyone was aware of Stuart Ohlson’s proposed Bakerville development. Cindy said Stuart had been in regular contact with her over the years as he worked to convince to acquire and develop the area in conjunction with the Valley.

Penny reported a decision will be made by the end of the month on the Devil’s Nose shooting area. If approved, construction would start this year. Loveland Ski Area will be splitting Lift 2 into two sections to reduce the number of closures due to high winds. The ski area’s master plan does include development of tree skiing in the Dry Gulch area. The Valley may also be proposing expansion of its crowded building. CDOT is preparing to set up a GasX avalanche reduction system on the Loveland Pass Seven Sisters slide area. The Mad Creek Project underway improves sheep habitat through tree thinning and fuels mitigation and may involve a controlled burn. The Blue Creek Project, a similar project, will follow. Fisheries biologists and DPW biologists are researching a recovery plan of Greenback Cut-throat Trout up Dry Gulch and Herman Gulch. Penny also advised the USFS responded to FHWA’s Lynx MOU in a single letter representing three National Page 2 of 3

Forests. The letter does specifically address the I-70 mountain corridor. Penny is researching wildlife crossings at Herman Gulch, Cloud Gulch and Empire Junction. Frank advised the land bridge over the Veteran’s Memorial Tunnels is owned by CCC and a wildlife crossing is in the scope of Open Space for Empire Junction. He agreed to keep Penny informed on progress.

Lee reported that the Railroad enjoyed a successful year, despite a decrease in ridership. The Loop is still pursuing a bike park, exact location unknown. Likely, the trail will be low impact, no fee and not involve the train.
