1. Introduction 1. Introduction Gurdaspur is a flood prone district as it is surrounded by river Ravi, Beas and other small rivulets. Dhussi Bandh has been constru cted along river Ravi and Beas in length of 164000 ft. and 129500 ft. respectively. There are certain very sensitive/vulnerable points where the gushing water cause breaches in Dhussi Bandh and heavy flooding of the area. Years 1988 and 1995 witnessed heavy floods in Gurdaspur District which caused loss of lives, crops and property and infrastructure. River Ravi has its origin and catchment area in Himachal Pradesh and enters Punjab just upstream of Ranjit Sagar Dam. Although the Ranjit Sagar Dam has been completed in 2001 and chances of flash floods in River Ravi have been consequently reduced to some extent but the area downstream Madhopur Head Works, where River Ujh and tributaries Jallalia, Khooni Nallah, Shingarwan and Tarnah which joins River Ravi at confluence point near Makora Pattan and in River opposite Rosse complex Gurdaspur and Naumani Nallah opposite near Kamalpur Jattan will continue to cause flood damages as these rivulets are naturals, high velocity and flashy torrents. Due to floods in river Ravi since last so many years, the left bank of the river has been heavily eroded away at many places which further endangers to the border fencing, flood lights, border observatory posts, agricultural land and adjoining village settlements. The Course of river Ravi has change its way during last few years due to soil erosion near village Rosse,Chandu wadala and Momanpur. Sakki/Kiran Nallah is a natural uncanalized Nallah in District Gurdaspur which may also cause floods in adjoining areas and endangers to agricultural land and settlements. River Beas has its origin in the upstream mountainous areas of Manali in Himachal Pradesh and is mainly rainfed. This river has been dammed since seventies, thereby reducing the floods devastation in the downstream areas of Districts Hoshiarpur, Gurdaspur, Kapurthala, Amritsar and Taran Taran. But Sohan Khad, River Chakki, Langerpur Group of choas etc. outfall into River Beas downstream of Pong Dam. These flashy torrents sometimes carry high floods during monsoon with heavy rainfall in their catchments areas. This river has isolated flood protection embankments – on right side in District Gurdaspur. There is always a persistent danger of flooding/land erosion along the river Beas which may cause erosion of agricultural land and puts the settlements in danger. 2. Arrangements by the District Authority to deal with Floods Keeping in view early warning of heavy rainfall in the district by the Indian Meteorological Department District Authority has made arrangements to deal with the floods this year 2018. Vulnerable points and village likely to be affected have been identified by the Drainage department and by the Revenue department. A round the clock flood control room has been established in the office of the DRO and on similar pattern other control rooms have been set up at Sub Divisional level. The rescue equipments consisting of boats, life jackets, ropes etc. has been arranged at Tehsil headquarters. The military establishments at Tibri and Gurdaspur and Air force police Pathankot are closely associating themselves in all exercises relating to food control. State to National level emergency flood control rooms are also working round the clock from which external aid must be taken. A Central Rapid Response Team of senior doctors at Gurdaspur will take care of medical Assistance to the people if any exigency arises. Evacuation centres have been identified to accommodate the flood hit people, if needed. Mobile medical Teams have been set up in each sub division. Similarly Teams of veterinary doctors and druggist, chemists and Wheat Bhusa and green fodder suppliers have been identified. If needed setting up of relief camps, distribution of relief material among the flood victims and cleanliness of relief camps list of NGO’s, Youth Clubs, NCC and NSS cadets have been made available by the NCC commandants, Education departments and SDM’s. Their help can be taken during floods. The list of trained rescue and relief team posted in the Department of Punjab Home Guards, Gurdaspur is submitted by Commandant, Punjab Home Guards. List of swimmers and Patwaris who can drive the boats supplied by the Tehsildars. Staffs on Disaster Duty are the additional staff required to shoulder additional responsibility. These additional staffs are in the nature of a reserve and will draw from various departments. For this purpose list of other important number has also been arranged. As per the instructions of Drainage Department the headquarters of all the Junior Engineers will be shifted to Dhussi Bandh from 1.7.2019 to 30/09/2019 . The SDO will remain at the site as soon as the medium flood is experienced. The posted staff will remain at site when high flood is passing. In the end it will be a gigantic task to get people involved in flood related rescue and rehabilitation operation, to successfully neutralize and nullify the impact of the floods, if it occurs. 3. Classification of Floods According to drainage Division Gurdaspur, the rivers are considered to be in low, medium and high flood according to the discharge given below: River Ravi Low Flood 30000 cus. To 60000 cus. Medium Flood 60000 cus. To 100000 cus. High Flood Above 100000 cus. River Beas Low Flood 80000 cus. To 140000 cus. Medium Flood 140000 cus. To 200000 cus. High Flood Above 200000 cus. The gauge / discharge of river Ravi D/S Madhopur Head works and discharge of river Beas at Naushera Mirthal shall be received by Telegraphic office of Canals, Gurdaspur. This information will be immediately transmitted to central flood control room for further action. The flood warning as and when received from Madhopur Head works will be passed on to central flood control rooms and a copy of same will be sent to Senior Superintendent of Police on their own wireless system. The inhabitants of areas have been requested to be operated with the department for day and watching as and when the discharge increases beyond 3.00 lacs cus. in river Beas and 1.00 Lacs cus. in river Ravi. 4.
