Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. Executive Summary: 1.1 The public consultation was to seek users views in relation to the Neighbourhood Advice Service, it is proposed to provide specialist advice over the phone so that more issues can be resolved in this way whilst protecting face to face appointments for the most complex of situations or people who are most vulnerable. 1.2 It is also proposed to deal with a greater proportion of housing benefit and council tax enquiries over the phone. For other advice queries it is proposed to call people within 2 hours of contacting them to offer specialist advice over the phone and then, only if the situation deems it appropriate, offer a face to face appointment. 1.3 The proposed future service would offer general face to face appointments at 5 locations in the city (Quinton, City Centre, Saltley, Erdington & Northfield) and a further two locations at Letting Suites for council tenants (Ladywood & Sparkbrook). The service is also seeking to deliver advice in partnership with a range of other advice organisations in the third sectors.

    The Birmingham Plan BIRMINGHAM UNITARY DEVELOPMENT PLAN 2005 (incorporating Alterations approved by the City Council for adoption on 11 October 2005) CHAPTER 17 - SPARKBROOK AND SMALL HEATH General Character 17.1 The Sparkbrook and Small Heath Constituency extends south-eastwards from the City Centre to Hall Green and Moseley. Edgbaston lies to the west of the Constituency and Solihull Metropolitan Borough forms the eastern boundary. The Highgate district lies within the Ring Road and is, therefore, dealt with in the City Centre Statement. The Constituency had a population of around [77,000] 107,000 in [1987] 1991, including a large ethnic minority community. Key statistics relating to the Constituency are included in the table at the end of this chapter. 17.2 A number of roads which serve the Constituency fall within the strategic highway network; these are: • Small Heath [By-Pass,] Highway which forms part of the A45 link between the City Centre and the National Exhibition Centre and Birmingham International Airport. • Warwick Road (A41) linking the City Centre with Solihull and the M42. • Moseley Road (A435) which links with Redditch and the M42. • Stratford Road (A34) which is a major southern entry point to the City. • The Outer Orbital Route (A4040). In addition, it is served by the Birmingham to Leamington Spa and North Warwickshire railway lines. 17.3 The major land use in the Constituency is residential and comprises a wide range of housing types. There are areas of pre-1919 terraced housing, which have been the focus of extensive urban renewal activity, [extend on] in Small Heath, Sparkhill and Sparkbrook either side of Stratford Road, with areas of more prosperous housing in Moseley and Acocks Green.
