FEATURED TECHNICAL STAFF STORY: Suraj Kumar Yadav, Focal Engineer, Makwanpurgadhi Rural Municipality, Makwanpur.

Er. Suraj Kumar Yadav is currently working as Focal Engineer at Makwanpurgadhi Rural Municipality of . He worked at DLPIU for four and half years. He informed that reconstruction progress has taken good shape and almost 85% of housing reconstruction has been completed in Makwanpurgadhi Rural Municipality. Though there were a lot of challenges during reconstruction, local governments, NGOs/INGOs, and DLPIU role was pivotal in addressing challenges faced at the ground level. Housing reconstruction of landless Suraj Kumar Yadav, benefciaries and retroftting are the main issues Focal Engineer that need long-term solutions. Makwanpurgadhi Rural Municipality, He said that proper design analysis training is Makwanpur required for retroftting technicians as soon as possible. According to him, retroftting is not a big issue, but convincing the benefciaries on the importance and efectiveness of retroftting is creating chaos. Community awareness on retroftting’s importance and efectiveness should be improved. Day-to-day supervision of retroftting by technicians is also highly

recommended as compared to reconstruction of houses.

House Cost Calculator Application launched

On 28 June, the House Cost Calculator (HCC), an application tool developed by the Housing Recovery and Reconstruction Platform (HRRP) in collaboration with Catholic Relief Services (CRS)-Nepal, National Society for Earthquake Technology (NSET)-Nepal and UK-AID with support from Vulnerable Support Working Group (VSWG) Technical Committee Members organizations-Practical Action, Build Change, People In Need, Build Up Nepal, was launched on 28 June.

The HCC is a simple and free web and mobile application to calculate the cost of house construction for various housing typologies of diferent shapes and sizes. This HCC application will print Bill of Quantity (BOQ), after choosing typology, dimensions and location for the user and inputting data in the app as required. The house designs covered by the calculator are residential buildings prepared on the basis of Nepal National Building Code (NBC) 202 and NBC 203. It is developed as a rapid cost calculation tool for estimating the cost based on the typology in the disaster afected areas, which can be benefcial for the households as well as stakeholders involved in the recovery and reconstruction process. It is useful for the engineers, technical staf, mason and other people with basic application use skills. The market rates of construction materials used for cost estimation in the app and the frst phase launch is based on and targeted to the 2015 Gorkha

During the launch of the App, HRRP made a presentation of the newly developed app specifcation and its usefulness by highlighting its adaptability, fexibility and its potential for future sustainability. The panelists and guest speakers including Dr. Ramesh Guragain from NSET, CRS Technical Advisor, Mr. Jamie Richardson from CRS and Mr. Loren Lockwood provided their feedback and comments including their interest in taking forward and promoting the application at the regional and global level.

Urban Recovery Strategy Study update: Progress review meeting held & ongoing KII with urban stakeholders and other data analysis works

HRRP is coordinating the ongoing urban recovery study (March-July) on urban issues, commissioned by NRA with technical support by NSET, CRS and HRRP. An independent consultant team with lead consultant, Surya Bhakta Sangachhe, Urban expert, is leading the study. The objective of the study is to collate learning elements and prepare ground for integration of evidence-based urban strategies into specifc government Acts, Policies, Working procedures and Regulation.

As part of the study various high-level events, such as the consultative meeting and validation team meetings were held in April organized by the NRA/CLPIU-Building and supported by CRS, NSET, UKAID and HRRP.

On 31 May, a progress review meeting was organized by NRA which took stock of the progress made so far by the study in the past few months. The meeting was chaired by Dr. Chandra Bahadur Shrestha, NRA Executive Committee Member and participants included members of the validation team, consultant team and study team members. The meeting started with brief study progress by the consultant team followed by comments from the 5 expert members of the validation team. The presentation and comments followed the next steps and closing and guidance by Dr. Chandra for action points for next steps. The consultant team will aim to submit a draft report by June. After the fnal report is submitted to the NRA, a wider large-scale meeting will be held. The fnal report will be put in the NRA’s ICNR to be held in Dec 2021.

The consultant/study team continues to collate information, data and drafting the report sections while holding Key informant Interviews (KIIs) with urban stakeholders, local governments, among others. As of the third week of June, of the planned KIIIs (of 15), 9 KIIs have been completed while others are in the pipeline for next few weeks and the KII

In addition to the previous six KIIs, 3 new KII were held this month, with the CEO of Nepal Microfnance Bankers’ Association (NMBA), Mayor of Lalitpur Metropolitan City (LMC) and Conservationist Rabindra Puri. Together with the KIIs, an analysis of issues coming out from these interviews is being done by the study team. Urban Sharing Session/Webinar organized on ‘Post-Earthquake Urban Housing Recovery in Nepal: Challenges & Recommendations, publication dissemination

On 9 June, a sharing session on Post-Earthquake Urban Housing Research Study Publication: ‘Post-Earthquake Urban Housing Recovery in Nepal: Challenges & Recommendations’ was organized by HRRP together with Urban Reconstruction Technical Working Group (UR-TWG), CRS & UKAID on the above-mentioned theme. This webinar mainly focused as a dissemination of the new report and to inform about the publication and share in brief the identifed issues of urban housing recovery and the proposed recommendations, among the stakeholders.

The webinar session had a panel of 2 speakers and 3 expert commentators (national and international). The speakers were: Ms. Lajana Manandhar, Executive Director, LUMANTI, Ms. Bhubaneswari Parajuli, National Coordinator-Technical, HRRP. Likewise, the panel members/key Commentators included: Mr. Jhapper Singh Vishokarma, Deputy Project Director, NRA/CLPIU-Building; Ms. Sahdia Khan, Building Safe, Dignifed Homes and Communities Platform Coordinator, CRS and Mr. Surya Bhakta Sangachhe, Urban Expert/Independent Consultant.

The 2 speakers' presentations followed by the panel/commentator’s remarks and Q & A session. Presenting on the topic Ms. Parajuli shared the overview of the current urban housing recovery status, the research study methodology, STA and key issues and

28 June 2021 Page 6 of 33 HRRP Bulletin Housing Recovery and Reconstruction Platform, Nepal challenges to post-earthquake urban housing recovery as identifed by the study which was carried out in 2020 and the stakeholder mapping. Likewise, second speaker, Ms. Manadhar, focused on joint policy recommendations in the report to remedy the major issues identifed by the study, COVID impact, among others. She spoke of moving forward-from recovery to resilience as one of the major objectives envisioned by the study is to contribute towards developing an urban strategy.

The speaker’s presentation followed commentator’s remarks, starting with panel member and guest, Mr. Vishokarma, of CLPIU-Building who on behalf of the NRA/CLPIU-Building thanked everyone involved in the research that was jointly conducted and completed last year in collaboration and support of NRA, CLPIU-Building, GMaLI, and POs and government agencies. He said that defned issues and recommendations were very important to help improve and minimize the gap in urban reconstruction and further eforts in urban recovery and towards urban resilience. Likewise international expert, Ms. Khan shared some of her global experience of working in post-disaster contexts including the Bahamas in the wake of Hurricane Dorain and about the need to ensure safer reconstruction practices. Similarly, national expert, Mr. Sangachhe, shared about the ongoing urban strategy research study commissioned by NRA and carried out by a team led by him as the lead consultant and that the study was based on the recommendations on this publication.

The event had around 94 participants in attendance and included a Q&A session followed by concluding remarks by CLPIU Deputy Project Director. On 28 May, HRRP in consultation with NRA and the partners, organized a partner sharing session entitled “Housing Recovery of Vulnerable Households (HHs): Lessons from the Field.” The webinar was helpful in terms of understanding some of the best practices of housing reconstruction of the vulnerable

Vulnerable Support Working Group Meeting: On 23 June, a Vulnerable Support Working Group (VSWG) meeting was organized to update on the status of work progress by the VSWG members and set current priorities for the VSWG. Some active partners participated in the VSWG meeting and updated their work on the vulnerable housing support. It was briefy updated on the situation analysis of housing reconstruction of vulnerables. The participants of the meeting are further going to work on the remaining vulnerable house reconstruction caseload and proper reconstruction of those vulnerable HHs with the concept of ‘Leave no one behind’ (LNOB).

Localization Study update: As the NRA is transitioning its responsibilities to other agencies as part of its disengagement strategy, it is crucial to identify the responsibilities, and understand the capacity, priorities, needs and plans of local governments to undertake reconstruction, recovery and DRR eforts. While a lot of focus on localization in humanitarian eforts is moving from INGOs and international donors to local actors, HRRP is currently developing Localization Study which aims to collate lessons learned from the localization process so far and design a comprehensive localization strategy plan to institutionalize knowledge and resources at local levels, which can be adopted by CSOs, NGOs, and local municipal governments and also to develop Social technical assistance package (STA package) for the implementation of localization plan.

The key aims of this study are a) identify characteristics of recovery and reconstruction work, sustainable elements from program activities, and functions of diferent stakeholders, b) document the localization eforts in the reconstruction and recovery process, c) identify successes and gaps in the institutionalization of recovery and reconstruction eforts at local levels and d) understand the issues and needs of local authorities in leading and prioritizing the preparedness process.

Nine districts were chosen, representation from rural (e.g. Solukhumbhu, Sindhupalchok) and urban (e.g. Kathmandu, Lalitpur) districts, as well as districts with both, moderately-afected and most-afected earthquake damage.

In order to collect rich and detailed information about the successes, issues, and on-going needs regarding localization of reconstruction, recovery, and preparedness eforts, both In-depth Interviews (IDIs) and Key Informant Interviews (KIIs) methods were used for the data collection. Comprehensive questionnaires in terms of Information Management, Technical capacity, Building code implementation and proper building permit system were asked with stakeholders during interviews. Further when considering DRM, Awareness of DRM, Prioritizing preparedness and integration of preparedness into the annual planning process were considered important issues.

HRRP is planning to share this study by the frst week of July by organizing the external sharing meeting with a wide audience which is planned for July-05.

Economic Impact Study Update: HRRP is coordinating the Economic Impact Study executed by a team of three independent consultants, technically supported by NRA. The quantitative survey for Economic Impact Study has been closed since 21 June 2021where a total of 72% of the targeted 6,600 survey households responded to survey questions. The consultants are currently doing data cleaning, information management and reporting writing with the aim of submitting the frst draft report by the end of August and fnal submission of the report by the end of September. According to the Ministry of Health & Population (MoHP) website data, as of 27 June 2021, total cumulative new cases are 633,679 out of which 584,334 patients (92.21%) have recovered and 40,336 (6.37%) are undergoing medical treatment in isolation. As per national tally, a total of 9,009 (1.42%) people have lost their lives due to COVID-19 as of 27 June, MoHP data. Bagmati Shelter Cluster Coordination update:

On 24 June, Bagmati Province Shelter Cluster Coordination Meeting was organized to discuss the immediate emergency needs of the afected population by the recent Melamchi food in Sindhupalchowk district in Bagmati Province. The devastating Melamchi food of 16 June inundated Melamchi market center and left 5 dead, 3 injured and 20 missing with displacement of 24 households to safe locations. The Bagmati Shelter Cluster was able to publish the SitRep within 24 hours of the food for immediate emergency relief material support to the food victims. The Meeting also decided to widely disseminate the public appeal made by Jugal Rural Municipality concerning the construction material support for the construction of temporary shelters for 45 landslides afected HHs from last year.

Senior Division Engineer (SDE) of Housing, Building and Urban Development Division of Bagmati Province, Er.Rajesh Kumar Poudel presided the meeting and SDEs from the federal Ministry of Urban Development (MoUD)/Department of Urban Development and Building Construction (DUDBC), Chairperson of Nepal Association of Rural Municipality in Nepal (NARMIN)-as well as -the Chairperson of Jugal Rural Municipality were invited as guest speakers. Other participants from I/NGOs included representatives from NRCS, IOM, CRS, National shelter Cluster, Care, PIN, NRCS, HRRP.

During the meeting, participants presented and discussed resource mapping of stakeholders for the response of food and landslide afected population; preparation of Shelter Contingency Plan for Bagmati Province. On 22 June, Gandaki Province Shelter Cluster Coordination meeting was organized with an objective to discuss the monsoon situation along with identifed needs and gaps of the food and landslide afected population. The meeting was attended by the representative of the Gandaki Province Chief Minister’s Ofce, NGO Federation-Gandaki Province, District Administration Ofce (DAO), DLPIU-GMaLI-Lamjung, DLPIU-Building, Lamjung as well as IFRC, IOM, CRS, NRCS, HRRP, WHO, COPPADESS, Choice Humanitarian Nepal,, IPAS-Nepal among others. During the meeting, the recent food and landslide situation across the province, its damage and loss, ongoing humanitarian aid assistance including other aspects of necessary coordination and communication to supply relief assistance material was discussed to cater the immediate needs of the food afected victims. In addition, the District Disaster Management Committee (DDMC)’s coordination role in facilitating the response activities and future response plan was also discussed. During the meeting, resource mapping of partner organizations (POs) providing emergency relief assistance to afected HHs of Manang district, ensuring proper communication and coordination with development partners, private sectors and other interested partners willing to contribute to emergency relief assistance through provincial government, support to victims of last months’ Lamjung Earthquake and their needs assessment including data tracking matrix of the relief aid assistance was extensively discussed.The Gandaki Shelter Cluster Coordination is led by CRS-Nepal. Monsoon Flash foods and landslide: The Government of Nepal (GoN), National Disaster Risk Reduction and Management Authority (NDRRMA) has prepared the Nepal food and landslide situation report that covered the period of June 12 -June 24 2021 highlighting the food and landslide situation of Sindhupalchowk of Bagmati Province and Manang and Lamjung districts of Gandaki Province. The report highlighted the current food and landslide induced by heavy rainfall beginning June that took the lives of 5 people with 6 injured and 20 are still missing. Around 123 people were rescued whereas 1,242 were temporarily transferred to safe locations. Also, 525 people have been displaced as a consequence of

The people afected by Manang foods are struggling with relief aid assistance due to loss of road connectivity and therefore partners are requested to support in relief aid assistance in collaboration with Provincial Government and Gandaki Shelter Cluster coordination mechanism as far as possible. AP1 HD TV Show| 26 June 2021: what to learn from the Melamchi Flood: This episode was aired on 26 June on the AP1 TV Channel and explicitly focused on the Melamchi food that occurred on 16 June. The TV program presenter, Mr Tikaram Yatri discusses the prominent issues of the monsoon food with guest speakers, Mr Anil Pokhrel, the Executive Director of the NDRRMA and Dr. Tara Nidhi Bhattarai, Geologist.

DISTRICT & MUNICIPAL UPDATES

In Lalitpur, 69 earthquake afected benefciaries have acquired land for reconstructing houses in safe locations. The local Palika and ward ofces supported benefciaries to submit applications at DLPIU - GMaLI to get grants for land acquisition. Out of 69 benefciaries acquiring land, 27 of them have already received a third tranche. As contract of Social Mobilizers and Mobile Mason was ended in mid- June 2021, they already did work handover to Palika NRA technical staf as well as to DLPIU Building Focal Engineers. In the

28 June 2021 Page 12 of 33 HRRP Bulletin Housing Recovery and Reconstruction Platform, Nepal present context, NRA technical staf are directly reporting and working from ward ofces on the need basis of applications sent by benefciaries. DLPIUs (Building and GMaLI) Ofce is conducting ofce operations through partial presence of staf on alternate basis due to lockdown imposed at Kathmandu Valley. Major works currently being conducted at DLPIU (GMaLI and Building) are cross checking documents for third inspection cross check, data reconciliation, and data management.

In Bhaktapur, DLPIU - GMaLI has started tranche disbursement. DLPIUs (Building and GMaLI) Ofce is operating through partial presence of staf on an alternate basis due to lockdown imposed at Kathmandu Valley. Five retroftting benefciaries have received a second tranche. So far, 12,332 benefciaries have completed housing reconstruction thereby accessing the third tranche, while 13,196 have received the second tranche and 25,154 have received only the frst tranche.

In Kathmandu, DLPIUs has requested all the municipalities to forward the tranche fle before 24 June 2021. As the contract of District Support Engineers (DSEs) has been completed, DSEs have been asked to handover their pending work to the district focal engineer of DLPIU Building. Amidst the second wave of COVID-19 pandemic and lockdown in Kathmandu valley, DLPIUs are currently working to complete their backlog work such as inspection digitization, data management etc. So far, 97.5% of the inspection digitization work has been completed. Listing of benefciaries receiving third tranche and requesting for completion certifcates are also identifed. As of now, 19,185 households have completed their housing reconstruction, while 23,737 benefciaries have received the second tranche and 19,737 have received the third tranche.

In Makwanpur, out of 37,715 reconstruction benefciaries, 23,983 benefciaries have received the third tranche, 29,061 received the second tranche, whereas 35,076 benefciaries have received only the frst tranche. Out of 10,247 retroft benefciaries, the frst tranche was received by 8,115 benefciaries and 127 benefciaries received the second tranche.

In Dolakha, DLPIU- Building organized a virtual meeting on 22 June to discuss issues and challenges and progress on reconstruction, number of benefciaries converting from

28 June 2021 Page 13 of 33 HRRP Bulletin Housing Recovery and Reconstruction Platform, Nepal reconstruction to retroftting and vice versa, dummy account management, and Partner Agreement (PA) collection.

In Sindhupalchowk, DLPIU-GMaLI is continuously doing supervision, monitoring and quality control of ongoing reconstructions of the monasteries, tranche disbursement, and data reconciliation. DLPIU - GMaLI has issued a letter regarding the deadline of tranche disbursement before 4 July 2021. DLPIU - Building is currently focusing on tranche certifcate distribution of reconstructed houses and is providing technical assistance.

In Nuwakot, 593 retroft benefciaries caseload are remaining in the district, where 339 benefciaries have signed PA and received the frst tranche. Out of 1,169 vulnerable benefciaries, 95% of benefciaries have received both frst and second tranche from the government housing grant, whereas 85% of vulnerable benefciaries have completed their housing reconstruction.

In Rasuwa, 83 retroft benefciaries have converted their benefciaries types to reconstruction. Reconstruction of Pangling Integrated settlement has been started at Amachhodigmo Rural Municipality of ward no 2, which consists of Tallo Haku of 51 households. The construction was started in January 2021.

In Kavrepalanchowk, DLPIU - Building has requested all technical teams to submit private house reconstruction updates. District technical teams are working on supervision and monitoring of health posts reconstruction and other sectors. DLPIU - GMaLI has been working remotely and they are attending the ofce on a need basis. Majority of the tranche disbursement process has been completed in the district. In this month, third tranche disbursement’s cheque of more than 1,100 benefciaries is deposited in the bank from DLPIU - GMaLI. GMaLI ofce is also verifying problems and errors occurred at the bank regarding tranche disbursement from bank and GMaLI is coordinating with bank to verify the pending amount from the bank and trying to revoke the tranche to the government account.

In Lamjung, a virtual meeting of DLPIU - GMaLI and Building was held on 20 June to discuss reconstruction progress status, Partnership Agreement collection, dummy account, damage grade assessment progress, and benefciaries conversion from reconstruction to

Majority of rural municipalities/municipalities have completed Damage Grade Assessment for the houses damaged due to Earthquake Aftershocks that occurred on 19 May 2021 and in the remaining rural municipality/municipality, it was completed in June 2021. Damage Grade Assessment data will be forwarded to the central and provincial level from the District Disaster Management Committee.

Ward-4, Besisahar Municipality, Lamjung: One storey stone Masonry in cement mortar house with plinth area less than 1,000 sq feet. It is a two rooms compliant house with horizontal and vertical RCC bands at all levels. The construction of the house is completed and the house owner has received all subsequent tranches from government housing grants.

FEATURED STORY Er. Suraj Kumar Yadav is currently working as Focal Engineer at Makwanpurgadhi Rural Municipality. He worked at DLPIU for four and half years. He informed that reconstruction progress has taken good shape and almost 85% of housing reconstruction has been completed in the rural municipality. Though there were

28 June 2021 Page 19 of 33 HRRP Bulletin Housing Recovery and Reconstruction Platform, Nepal a lot of challenges during reconstruction, local governments, NGOs/INGOs, and DLPIU role was pivotal in addressing challenges faced at the ground level. Housing reconstruction of landless benefciaries and retroftting are the main issues that need long-term solutions.

In this Palika, there are 1,444 retroft benefciaries. Unfortunately, the retroftting of only fve houses is completed because the majority of retroft benefciaries want to change their benefciary types to reconstruction. Out of 1,444 retroft benefciaries, 137 of them have already changed benefciaries types to reconstruction. He further pointed out that they are having a tough time convincing benefciaries to retroft, as they prefer reconstruction over retroftting. Rs. 100,000 amount granted by the NRA is not sufcient to retroft partially damaged houses. Beside this, community awareness on retroftting’s importance and efectiveness should be improved. Day-to-day supervision by technicians is highly recommended as compared to new construction houses. Proper design analysis training is required for retroftting technicians.

CASE STORY

Journey of Sabina Pandey: Sabina Pandey has been working as Social Mobilizer in Bidur Municipality of Nuwakot for the last 5 years during response, recovery, and reconstruction post-earthquake . She has extensive experience in the development sector. She learnt more from diferent program modality. She worked in the response period during the time of the devastating earthquake 2015 in Nepal. She has shown her eagerness to support the vulnerable households who are badly sufering from disaster. Last time, she was working for STFC Project which was full of challenges between the program and people's expectations.

As a catalyst of development activities, she joined as Social Mobilizer. At that time, reconstruction progress was quite fair but most of the vulnerable people are beyond access and achievement. She has a target to support within Bidur Municipality which has

Majority of senior citizens and single people (women and men) have no access to the extra top-up support grant for housing reconstruction. So, she has been active to support them. She supported people who needed actual support with coordination with the local government. Mobile mason has supported her request and plan. Housing reconstruction of the majority of the vulnerable have been completed and some are in process of completing reconstruction.

Now, at the end of her work she is quite happy to see vulnerable people living in the safe house and feels so satisfed with her work. She has supported all the wards within Bidur Municipality who belong to senior citizens, single people, and ultra-poor category, for completing their house reconstruction. Finally, they have their own house.

Vulnerable Households Reconstruction

Vulnerable Households Reconstruction (June 2021): Out of the total 18,505 NRA identifed vulnerable households, 89% (16,558) have received the frst tranche, 70% (13,004) have received the second tranche and 62% (11,508) have received the third tranche. In total 2,698 HHs have been supported by various partner organizations.

Grievances Data Update: As of June 2021, 25,254 grievances have been addressed by NRA, out of which 17,027 HHs have been enlisted as reconstruction benefciaries and 8,227 as retroftting benefciaries.
