MINUTES The Minutes of the Annual Assembly held on 18th May 2017, were taken as read, confirmed as being a true record of the meeting, proposed by Councillor R Taylor and seconded by Councillor T Nethercott, carried UNANIMOUSLY and later signed by the Chairman. REPORT TO ST BLAISE TOWN COUNCIL BY CORNWALL COUNCILLOR PAULINE GILES It has been a year of learning, but I have thoroughly enjoyed it. Being chosen to the Shadow Cabinet member for Children and Families has given me an insight to the demographic of St Blazey, and has lead me to where I am today. There have been many things I have been proud to be involved in. Making Pom-Poms for the World Record attempt being probably the first! I was delighted to be chosen as the Chair of the areas Community Network Panel, and like to think I bring a little light-heartedness to the proceedings. I am glad to see that StaRR project is progressing in the right direction, and am hopeful that, by this time next year, work should be well underway, or indeed complete. The Rave in Prideaux caused my phone and social media to go mad from 3am on a Saturday morning in September.

I have always felt that to have a Cornwall Council seat that included Fowey w th Tywardreath was illog cal - they are totally separate commun ties. I think 2 new seats could be made as follows: Take the Fowey parish wards out. Make 1 seat from the 3 wards of Tywardreath and Par Parish Council + St Blazey North ward (estimated at 5439 electors in 2023). Make a 2nd seat from St Blazey South ward + both wards of Carlyon parish + Charlestown ward of St Austell Bay parish (estimated at 4650 electors in 2023). Carlyon Bay is hardly separate from St Blazey, it makes no sense having a dividing line down Par Moor Road. Charlestown has links with St Blazey Gate - they now have the same vicar and the buses from St Blazey go through there. Some adjustment would probably have to be made as to where the line is drawn between the St Blazey parish wards - either ABN2 or 3 might have to be moved into St Blazey South to even up the numbers for each Cornwall Council seat.   • Community Engagement Strategy
    Community Engagement Strategy Who is the community? Our aim is to engage with all members of the community. We have based our approach on Cornwall Council’s Neighbourhood Plan (NP) Toolkit guidance and the likely statistical representation of different groups within our community (Local Insight Report, January 2018). In addition, we have talked with representatives from local organisations such as Kernow Youth and Par Bay Community Trust about their perception of specific stakeholder presence within the community. Our aim is to be as inclusive as possible and to offer opportunities for everyone in the parish to contribute and discuss their views. In the case of young adults (age 16- 25 approximately), Kernow Youth is also carrying out consultation on our behalf; and part of the brief is to engage specifically with young adults who are less likely to engage with more traditional consultation events. To date those who have responded come from a cross-section of society. Some are in education or training placements, others are not in education or training (NEETs). Some are job seekers; some are unable to work due to disability, sickness or carer responsibilities. Some live in the settlements of Tywardreath and Par, some in the more rural locations including in Traveller accommodation. Ethnic background and/or heritage vary. Apart from engaging with residents of the parish at large, we have also contacted or intend to contact a variety of groups specifically as part of the engagement process, including special interest groups e.g. in respect of Heritage and the Environment. All the groups in the table below have been invited to the Blue Green Workshop which is to be held at the end of July 2018.

The Council notes that you do not consider that sufficient information has been presented to date to demonstrate that the local circumstances of South Cambridgeshire are sufficient to justify an affordable housing threshold lower than that included in the Written Ministerial Statement and now comprising national planning policy. On 12 September 2016, the Council submitted its statement to Matter SC5 – Delivering High Quality Homes, which addressed a series of your questions relating to Policy H/9 Affordable Housing. The Matters and Issues included a question relating to the viability of small scale residential development, but did not raise any wider questions about the appropriateness of the 3 dwelling threshold in the context of the WMS nor was there any discussion at the examination hearings into the justification for departing from the WMS. As such, whilst the Council in its response referred to the Written Ministerial Statement, the Council’s full position as to local circumstance justification was not presented at this stage. Your letter indicates that you would welcome the Council’s comments with regard to the matter of the affordable housing threshold.
