The firm/ bidder participating in the tender must be local domiciled within the territorial jurisdiction of Community Block belonging to the project site. 2. Tender document can be obtained from the office of the Assistant Engineer, PHE & WS Sub-Division, Thrizino / Rupa on any working day in between 1000 hrs to 1600 hrs on payment of Rs. 500.00 (Rupees five Hundred) only in Cash/ shape of DD (non- refundable) drawn in favour of the undersigned payable at the State Bank of India at Bomdila. No bidding document shall be issued to the contractor after the stipulated time limit. 3. The standard form of General Condition of Contract will not be issued along with the Tender Documents but the same shall form part of the agreement to be drawn and signed by both parties after acceptance of tender. The intending bidder must read the General Condition of Contract 2019 or its latest edition carefully. He should only submit his bid if he agrees with the terms and conditions laid therein. 4. The bidders are required to visit the sites to examine and familiarize themselves with concerned Site of works at their own cost and responsibility and risk before submitting the bid. The firm may contact the Assistant Engineer in charge of the Project for visit to the site of works. 5. Other special terms and conditions can be seen in the bidding documents. Shri V.K. Dev, the Development Commissioner & Commissioner (Finance) took a meeting on 22nd September, 2009 at 1500 hrs. in the Conference Hall of Chief Secretary with the concerned Commissioners, Secretaries and Heads of Department to review the progress of projects under One Time ACA/SPA implemented from Annual Plan 2005-06 to Annual Plan 2008-09. 2. The list of participates is appended. 3. After threadbare deliberations, following Specific and time bound decisions were emerged for follow up action: (i) The concerned Commissioners and Secretaries will take critical review on the progress of works on monthly basis. Such monitoring should be linked with the review and problem solving mechanism. (ii) Timeliness and adequacy of information are two important aspects of an effective monitoring system. Therefore, all concerned departments should expedite submission of project-wise expenditure reports, utilization certificates and photographs in the initial period of execution, during execution period and after completion of each project. (iii) The concerned executing departments/ nodal departments shall appoint nodal officer for liaisoning with Planning Department and Finance Department. (iv) In case of deposit works, the concerned client departments shall review with the concerned executing departments at a regular interval. A copy of any correspondence made with the executing departments shall be endorsed to Planning Department for follow-up action/ corrective measures.

Dr. Rajagopalan joined ORF after an almost five-year stint at the National Security Council Secretariat (2003-2007), where she was an Assistant Director. Prior to joining the NSCS, she was Research Officer at the Institute of Defence Studies and Analyses, New Delhi. She was also a Visiting Professor at the Graduate Institute of International Politics, National Chung Hsing University, Taichung, Taiwan in early 2012. She is the author of three books: Clashing Titans: Military Strategy and Insecurity Among Asian Great Powers; The Dragon's Fire: Chinese Military Strategy and Its Implications for Asia; and Uncertain Eagle: US Military Strategy in Asia. Rahul Prakash is a Junior Fellow at Observer Research Foundation. His research interests include technology and security, Chemical, Biological, Radiological and Nuclear (CBRN) issues and security developments in Asia. He has co-authored a report on Chemical, Biological and Radiological Materials: An Analysis of Security Risks and Terrorist Threats in India, an outcome of a joint study conducted by ORF and the London-based Royal United Services Institute.
