CHAIRMAN: Hon’ble Members, I refer with profound sorrow to the passing away of Shri Indramoni Bora, Shri D. P. Tripathi, Shri T. N. Chaturvedi, Shri Maurice Kujur, Shri S. S. Surjewala and Shri Melhupra Vero, former Members of this House. Shri Indramoni Bora passed away on the 28th of December, 2019, at the age of 82 years. Born in February, 1938, in Darrang District of Assam, Shri Indramoni Bora was a pharmaceutical wholesaler by profession. Shri Indramoni Bora played a key role in strengthening the roots of his party in Assam. He took keen interest in various social and cultural activities. He was also an avid sports enthusiast. ______This Synopsis is not an authoritative record of the proceedings of the Rajya Sabha. 1

Shri Indramoni Bora represented the State of Assam in this House, from June, 2001 to June, 2007. He also served as a member in many Parliamentary Committees. In the passing away of Shri Indramoni Bora, the country has lost an able parliamentarian. Shri D. P. Tripathi passed away on the 2nd of January, 2020, at the age of 67 years. Born in November, 1952, at Malikpur Nonara village in of , Shri D. P. Tripathi was educated at the University, Prayagraj and the Jawaharlal Nehru University, New Delhi. An observant and keen empathiser of democracy, Shri Tripathi was actively involved in politics right from his student days and was the President of the Jawaharlal Nehru University Students Union, New Delhi, from 1975 to 1977. He began his career as a Lecturer in the Department of Political Science of Allahabad University in the year 1980 and held that post till 1988. Shri Tripathi served as an Advisor to the Global Organisation of People of Indian Origin, from 1998 to 2003. He also served as a Member in the Governing Bodies of the Indian Council of Agricultural Research and Sarva Siksha Abhiyan besides other prestigious Academic and Executive Councils and Selection Committees. He was General Secretary and Chief Spokesperson of the Nationalist Congress Party since 2004 until his sad demise. Shri Tripathi always strived for the promotion and development of Persons of Indian Origin and Non-Resident Indians and worked for their cultural infusion with . An erudite scholar, he delivered lectures in various European and American Universities including Oxford, Cambridge, Harvard and Columbia, on varied subjects. He also has several publications to his credit and was Editor- in-Chief of the prestigious multidisciplinary journal Think India Quarterly.

Fondly known as 'DPT', Shri Tripathi was a widely travelled person and had a keen interest in cultural and literary pursuits, especially poetry which he profusely, and very aptly quoted in his speeches. He won many awards in debates and literary competitions at School, College and Universities level. Committed to the cause of democracy, Shri Tripathi, was arrested and put in jail during Emergency. Shri D. P. Tripathi represented the State of Maharashtra in this House, from April, 2012 to April, 2018. He was Member of several Parliamentary Committees and also served as the Chairman of Committee on Papers Laid on the Table, from January, 2013 to September, 2014. In the passing away of Shri D. P. Tripathi, the country has lost a distinguished parliamentarian, a scholar and an articulate orator, who will always be remembered for his erudite and forceful speeches. Shri T. N. Chaturvedi passed away on the 5th of January, 2020, at the age of 92 years. Born in January, 1928 at Tirwa in District of Uttar Pradesh, Shri Chaturvedi was educated at the Christ Church College, and the University of Allahabad, Prayagraj. A meritorious student, Shri Chaturvedi was the recipient of the University Gold Medals for Economics and Political Science during Graduation. He also topped the Uttar Pradesh Civil Service Examination, 1949. A civil servant, Shri Chaturvedi joined the Indian Administrative Service in 1950 and served in various capacities including Chief Secretary of Delhi Administration, Chief Commissioner of Chandigarh, Secretary of the Ministries of Education, Culture, Home Affairs and Law and Director of the Indian Institute of Public Administration. He was appointed as the Comptroller and Auditor General of India in 1984 and held that post till 1990. He served as a Member of Executive Board, UNESCO, Paris and was a Life Member of the Indian Institute of Public Administration, United Services Institute of India, Indian Institute of Defence Analysis and Institute of Constitutional and Parliamentary 3

Studies. He also served as President of various cultural, educational and social societies and organizations. He was the Honorary Chancellor of the Lal Bahadur Shastri Vidyapeeth. Shri Chaturvedi was serving as the Chairman of the Indian Institute of Public Administration, Institute for Studies in Industrial Development and Society for Indian Ocean Studies, till his sad demise. Shri Chaturvedi was the recipient of the Plaque of Recognition for distinguished service in Public Administration and Public Audit by the Eastern Regional Organisation for Public Administration, Manila, in 1987 and the Padma Vibhushan in 1990. He edited/co-authored a number of publications on different aspects of administration and development and served as the Editor of the Indian Journal of Public Administration, from 1970 to 1998. He also authored a couple of books. Shri T. N. Chaturvedi represented the State of Uttar Pradesh in this House for two terms, from July, 1992 to July, 1998 and again from July, 1998 to August, 2002. He was a Member of several Parliamentary Committees and also served as the Chairman of the Joint Committee on Patents (Second Amendment) Bill, 1999 and of the Department-related Parliamentary Standing Committee on Industry. Shri Chaturvedi also served as the Governor of Karnataka, from 2002 to 2007 and as the Governor of Kerala, from February to June, 2004. In the passing away of Shri T. N. Chaturvedi, the country has lost a distinguished parliamentarian, an able administrator, an astute civil servant and an erudite scholar. Shri Maurice Kujur passed away on the 12th of January, 2020, at the age of 84 years. Born in November, 1935, at Belmunda Village in Sundargarh District of Odisha, Shri Maurice Kujur was educated at the Utkal University, Bhubaneswar and the Calcutta University, Kolkata.

Shri Kujur served as Head Master of a High School before joining the political milieu. A social worker, Shri Kujur was associated with different social organisations for promoting education amongst tribals and eradicating prevalent social evils in tribal society thereby improving their social condition. He was also an avid sports enthusiast and took a keen interest in promoting games and sports especially Hockey amongst tribals. Shri Maurice Kujur represented the State of Odisha in this House, from April, 1996 to April, 2002. He was also a Member of the Eighth . Shri Kujur served as the Vice Chairperson of the National Commission for Scheduled Tribes, from 2008 to 2011. In the passing away of Shri Maurice Kujur, the country has lost a noted tribal leader, an able parliamentarian and a dedicated social worker. Shri S.S. Surjewala passed away on the 20th of January, 2020, at the age of 87 years. Born in January, 1933 at Surja Khera Village in Jind District of Haryana, Shri Surjewala was educated at the Government College, Rohtak and the Panjab University, Chandigarh. An advocate and agriculturist, Shri Surjewala actively participated in political activities right from his school days. He strived for the development of rural areas, and established the Kamla Nehru Memorial College at Narwana in Haryana in 1962 and several other schools in the rural areas of Jind District for spreading education, particularly among girls. Shri Surjewala also set-up many rural hospitals and organized several health camps. He was closely associated with the co-operative movement in the late fifties and was instrumental in establishing the Land Development Bank and Co- operative Banks in Sangrur and Jind Districts. Shri Surjewala also undertook pioneering work for Panchayati Raj Institutions and marketing of agricultural produce.

Shri Surjewala served as the President of the Haryana Co- operative Union and of the Haryana Krishak Samaj and fought for the rights of the farmers. He was also Chairman of the Panchayat Samiti, Kalyat, Jind District in the year 1962 and again in 1964. He also served as the Director and later on as the Managing Director of the Central Co-operative Bank, Sangrur and the Land Development Bank, Narwana. He was a Member of the Supreme Court Bar Association and the Governing Body of the Indian Coucil of Agricultural Research. Shri Surjewala also edited a weekly titled 'Tarun Haryana' during 1966-67. Shri Surjewala started his legislative career as a Member of the Haryana Legislative Assembly in the year 1967 and was elected again to that Assembly for four more terms– in 1977, 1982, 1991 and 2005. During that period, he served as a Cabinet Minister in the Government of Haryana holding different portfolios. A widely travelled person, Shri Surjewala inter-alia attended First World Peace Congress in Moscow in 1973 and World Disarmament Congress in Sofia, Bulgaria in 1980. Shri S.S. Surjewala represented the State of Haryana in this House, from August, 1992 to August, 1998. In the passing away of Shri S.S. Surjewala, the country has lost a distinguished parliamentarian, an able administrator and a dedicated social worker. Shri Melhupra Vero passed away on the 24th of January, 2020, at the age of 86 years. Born in 1934, at Runguzumi Village in Phek District of Nagaland, Shri Melhupra Vero was educated at the St. Edmunds College, Shillong. A social worker, Shri Vero worked as an Assistant Teacher in the Government High School for two years. He served as the Vice- Chairman of the Development Board of Chakesang Area in Nagaland and as the Chairman of the Chakesang Tribal Council, from 1962 to

1964. Shri Vero strived for furthering Naga peace process and fostering unity amongst Naga people. Shri Melhupra Vero represented the State of Nagaland in this House consecutively for two terms, from March, 1964 to April, 1968 and again from April, 1968 to March, 1974. Shri Vero also served as a Member of the Nagaland Legislative Assembly twice, in 1974 and again in 1989. He also served as a Cabinet Minister in the Government of Nagaland. He became the First President of the Naga Hoho in 1998 and served in that capacity till 2004. Shri Vero was also the recipient of the Padma Shri in 2006. In the passing away of Shri Melhupra Vero, the country has lost a distinguished parliamentarian, a dedicated social worker and an ardent votary of Naga peace process and unity. We deeply mourn the passing away of Shri Indramoni Bora, Shri D. P. Tripathi, Shri T. N. Chaturvedi, Shri Maurice Kujur, Shri S. S. Surjewala and Shri Melhupra Vero.
