SHORT NOTICE INVITING TENDER SHORTTENDER NOTICE NO. 02/K.C.S.D II OF 2020----2021 Sealed Tenders in specified printed form are invited for the following work(s) from reliable, resourceful experienced and bonafied Contractors who may be found eligible after scrutiny of their credentials to be submitted as per particulars given below and will be received by the Assistant Engineer, Krishnagar Construction Sub-Division –III, P.W.D in the tender box in his chamber or as stated otherwise. (off line) along with original permission certificate and EMD. : On 30.04.2020 Up to 2.00 p.m. (In the tender Box kept in the Chamber of Assistant Engineer, Krishnagar, Construction Sub-Division No-III, P.W.D) 14) Date & time of opening of tender : On 30.04.2020 at 2:30 p.m. Note: Tenderer shall have to write Tender Notice No., Name of Tenderer on the body of sealed cover, otherwise the bid shall be liable to be rejection at the time of opening Tender. 15) No exemption of Earnest Money Deposit will be entertained for any Bidder and/ or any case. 16) The tender documents and other relevant particulars (if any) may be seen by the intending tenderer during office hours in the office of the undersigned between 11.00 am to 4.00 pm on any working day up to last date of application. 17) Validity of the tender : The offer will remain valid for acceptance for 120 days from the date of receipt of tender. 18) The contractors should quote in his own writing in figure as well as in words the rate in percentage AT PAR/ ABOVE / BELOW on the basis of the priced Schedule of probable items with approximate quantities. The contractors may sign either in English, Bengali or Hindi but the rates as above should also be quoted in the same languages. In case of illiterate contractors the rate tendered for should be attested by a witness. 19) Conditional Tender will be liable for rejection. 20) Time/Cost over-run and consequent cost escalation for any material, labour, POL etc. will not be allowed. 21) No mobilization advance / secured advance will be allowed. 22) Even after submission of tender, the tender will not be taken into consideration during evaluation, if the papers submitted by any agency in support of eligibility are found to be baseless/false in the event of verification from the concerned authority. 23) In case of non-participation in the tender in any shape will be dealt severely for making an attempt towards disruption of competitive spirit of tender and non- participant may be disallowed to participate in 3 (three) nos. consecutive N.I.T of this Sub Division. 24) A CESS of 1% of the cost of construction works will be deducted from the bills of the contractors and remit the amount so collected to the " W.B. Building and other Construction Workers Welfare Board" as notification No. 1182 IR dated 20.09.2005 of the Labour Department. 25) If any contractors fails to start the work within 7 (seven) days from issuing date of work order / Formal tender the work order will be cancelled and relevant clauses of the condition of the contract shall deemed to have executed by the tendering authority. No litigation to this effect shall be entertained by the tender inviting authority, this is incorporated to deliver time bound Public works. 26) Tender inviting Authority reserves the right to issue corrigendum towards the estimated amount, eligibility of contractors, Earnest money, time of completion etc. in case of any revision, three days in advance to the date of application under certain unavoidable circumstances. 27) In case of inadvertent typographical mistake found in the specific price schedule of rates, the same will be treated to be so corrected as to conform to the prevailing relevant schedule of rates and / or technically sanctioned estimate. 28) In case of any Bandh or Holiday or Natural Calamity on the aforesaid dates, the next working day will be treated as scheduled/prescribed date for the purpose. 29) The payment will be made as and when fund will be available from the concerned source. No Claim , whatsoever, for delay in payment, if any will be entertained. Contractors are requested to quote their rate accordingly. 30) Tender inviting Authority reserves his right to rectify /replace/substitute any rate of the priced schedule put to tender in case of any inadvertent /typographical mistake both in figure as well as in words prior to execution of formal Tender. 31)The bills are to be submitted to the office of the Assistant Engineer/Krishnagar Construction Sub Division No - II, PWD by the concerned Sub Assistant Engineer (P.W.D)/Krishnagar Construction Sub-Division –II with the consumption statement of materials and plants & machineries even Up to date issued to the agency. The Executive Engineer (P.W.D) Nadia Construction Division , will make payment subject to the availability of LOC. The progress of work in this connection will not be hampered due to the delayed payment or due to any other reasons. 32) Necessary mandatory deduction towards I.T, SGST/CGST/IGST etc will be made as per relevant Govt. orders. 33) The successful tenderer will have to execute formal agreement as within specified time period as per instruction from this end and during execution of formal agreement price of tender documents accompanied with the cost Tender Form No.2911/2911(i)/2911(ii) & price schedule will have to be paid by the successful Tenderer. 34) Issuance of particular tender to any contractor will be mainly on the merit of documents submitted and other consideration regarding reliability and resourcefulness. Technically qualified agency as allowed by the Tender inviting authority shall be allowed to submit the tender documents (Price Bid) in the Tender Box kept in the chamber of the Tender inviting authority along with certificate of eligibility to be received from the office of the Tender inviting authority along with EMD. The discretion of the tender inviting authority in granting permission cannot be challenged. 35) There shall be no provision of Arbitration. Hence clause 25 of WB Form No.2911 is omitted vide Notification No. 558/SPW dated. 13/12/2011 of Principal Secretary, P.W. & P.W. (Roads) Department. Usually the Left Front government effectively controlled by the Marxist Communist Party (CPM), that has ruled the state for the past 34 years until its recent defeat in the state assembly elections, is held responsible for the plight of industry in the state. The party and its followers, on the other hand, blame denial of the due share of the state in the central resources by a hostile government at the center for industrial retardation. This paper takes a close look at the available statistical evidence to argue that the main reason for the decline is a direct outcome of poor work culture, political interference, and failure of governance that has resulted in industrial anarchy that scares off private investment in the state. While the Left Front has its share of responsibility, the newly anointed Chief Minister of the State, Mamata Banerjee, has herself contributed generously to fostering and cultivating this chaos by calling wildcat general strikes in her erstwhile role as the ‘one person opposition party’. The only thing that can revive industry in West Bengal is liberating civil administration from the grip of political party bosses.

College, Krishnanagar, India Abstract: The regional disparity is a challenging issue to the urban planners, policy makers, academicians, bureaucrats and technocrats in the developing countries. In India, wide range of socio-economic disparities are commonly evident even in Class-I cities. Such an undesirable phenomena reflects on the spatial variation of quality of life, level of living as well as well-being and welfare of the inhabitants. Moreover, it is against the constitutional law of equity and social justice. The present study is based on the empirical observation focused on ward-wise variation of availability of and accessibility to socio- economic and utility services in Barasat city of West Bengal. On the basis of ‘Cronbach’s Alpha’ and ‘Principal Component Analysis’, entire set of data have been arranged into six factors of which first three factors have been considered to examine the dimension of socio-economic disparities and level of development in the city.     THE COOCH-BEHAR (ASSIMILATION OF LAWS) ACT, 1950 ACT NO. 67 OF 1950 [7th December, 1950.] An Act to assimilate certain laws in force in Cooch-Behar to the laws in force in the rest of West Bengal. BE it enacted by Parliament as follows:— 1. Short title and commencement.—(1) This Act may be called the Cooch-Behar (Assimilation of Laws) Act, 1950. (2) It shall come into force on such date1 as the Central Government may, by notification in the Official Gazette, appoint. 2. Interpretation.—In this Act,— (a) “appointed day” means the date appointed under sub-section (2) of section 1 for the coming into force of this Act; (b) “Cooch-Behar” means the merged territory of Cooch-Behar in the State of West Bengal; (c) “law” means so much of any Act, Ordinance, Regulation, rule, order or bye-law as relates to any of the matters enumerated in Lists I and III in the Seventh Schedule to the Constitution. 3. Assimilation of laws.—(1) Save as provided in sub-section (2), all laws which immediately before the appointed day extend to, or are in force in, the State of West Bengal, but do not extend to, or are not in force in, Cooch-Behar shall, as from that day, extend to, or as the case may be, come into force in, Cooch- Behar; and all laws which, immediately before the appointed day, are in force in Cooch-Behar, but not in the rest of West Bengal, shall on that day cease to be in force in Cooch-Behar, except as respects things done or omitted to be done before that day.
