LANCASHIRE COUNTY RUGBY FOOTBALL UNION ANNUAL REPORT 2017-18 THE SECRETARY’S OPENING REMARKS Firstly I have to thank the President, Steve Blackburn. Steve has done tremendous work over the year in travelling around clubs and representing the County. A truly approachable gentleman who has brought his own distinct sense of humour to the office. A lot of my Monday mornings have included a phone call from Steve starting with the phrase “I think I may have got away with it but……”. Needless to say the tales have me in stitches. As well as his Presidential duties he is an active member of the Disciplinary and Club & Community Committees which means he’s constantly on the go with his County missionary work. Steve has the huge support of his wife Val, who is also involved on the Mini & Junior committee. A couple entrenched in rugby and its administration, thank you both. To Rugby matters, Our Senior XV have reached the final and other reports in this booklet will cover how they got there, at the time of printing we are in the run up to the final at Twickenham against Hertfordshire whom we were runners up to in the final of the 2011-2012 season. Thanks to Mark Nelson, Steve Rigby, John Greenwood and all the backroom team, along with players who give up their time at the end of very busy seasons to support senior Rugby in Lancashire. Its an absolute joy to be involved in this side of County rugby and one which I look forward to each season. -

MINUTES OF THE ANNUAL GENERAL MEETING OF LANCASHIRE COUNTY RUGBY FOOTBALL UNION LIMITED HELD AT TYLDESLEY RUGBY UNION FOOTBALL CLUB, TYLDESLEY ON WEDNESDAY 21 st JUNE 2017 At the meeting of individual members, the two current representatives to the Extraordinary General Meeting, B Minor and C Smail were re-elected. Proposed by I. Scott-Brown and seconded by B. Hurst. The President called for a minutes silence for B. England and A. Gott, both former County Presidents who had passed away. The President welcomed everyone to Tyldesley RUFC for the AGM. The Minutes of the last AGM were taken as read and agreed as a true record. 1. The Annual Report of the Board was accepted. 2. Proposed Rule Changes T.D. Stirk explained the proposed rule changes that had been drafted by the Governance Committee and sanctioned by the Board to be put before the meeting. The rule changes were:- 1) The Colts Committee has been disbanded and references to it and Colts need to be deleted. 2) The Secretary of the Disciplinary Committee is now a Board appointment. 3) The Marketing and Media Committee, defined under Rule 16, to be disbanded and its duties re- allocated. 4) The list of ‘Other Positions’ (formerly Rule 20) has been reviewed and revised. -

DEPUTY PRIME MINISTER CELEBRATES RUGBY WORLD CUP LEGACY VERITY WILLIAMS The Deputy Prime Minister recently visited Twickenham to mark the start of the biggest year in history for English rugby. The visit came just days before the start of the RBS 6 Nations and amid preparations for the 2015 World Cup. The Deputy Prime Minister visited Twickenham Academy with Business Secretary and Twickenham MP Vince Cable to take part in a rugby training session with some first year secondary school children who have recently taken up the sport via All Schools, joining the programme this season. Nick Clegg was joined by England’s most capped player, Jason Leonard, and Lydia Thompson from the England Women’s Rugby World Cup winning squad and took part in a game of end ball and any direction tag. -

MINUTES OF GENERAL MEETING OF LANCASHIRE COUNTY RUGBY FOOTBALL UNION LTD HELD AT LIVERPOOL ST HELENS ON 21 ST MARCH 2018 President Steve Blackburn welcomed everyone to the meeting. 1. RFU Representatives Report: http://www.lancashirerugby.co.uk/images/RFU_Rep_Report_March_2018.pdf KA and RB have put the report together to inform the County what they do on Council. The report is on the website but KA wished to draw attention to the following items; Pg 2 of the report regarding payment of players. There is an appendix which has not been added but this will be sent out to clubs. Tyrells Women’s Games. Firwood/Waterloo have had a difficult season against established teams although there have been some close games. As a County we are firmly behind the team and will continue to support them. Rugby Museum. This has now moved from the East to the South stand at Twickenham Well worth a visit and there is a lot of Lancashire memorabilia on view. Age Grade Review. Out of season activity. This was very specific and did not allow rugby from 7 th May until 1 st September. RFU wants to encourage rugby eg Schools Programme in place. From this season they want to extend this out of season but remaining within the rules. -
