Foreword Micro, Small & Medium Enterprises–Development Institute, Kanpur is dedicated to render services for the development of MSMEs in 25 districts of Central Uttar PradeShri The Institute was set up in 1958& functions in close coordination with the State Government to implement various programmes & policies formulated by the Office of Development Commissioner (MSME), Ministry of MSME, Government of India.

This Annual Report includes the important programmes and activities carried out by the Institute during the year 2019-20 under the directions of the Office of The Development Commissioner, MSME, Govt.of India, New Delhi. To guide and support existing MSMEs and prospective entrepreneurs an Enterprise Development Centre (EDC) has been working in the Institutesince 8th August 2018. More than 1342 entrepreneurs have been provided assistance through EDC in 2019-20.

This Institute organised 14 Entrepreneurship & Skill Development Programme (ESDPs), 12 Industrial Motivation Campaigns Youth(IMC-Y), 17 Industrial Motivation Campaigns Cluster(IMC-C), 07 Management Development Programme(MDP), 01 Entrepreneurship Awareness Programme (EAP), in the financial year 2019- 20. Other special programmes viz. 04 Intellectual Property Rights(IPR), 02 National Workshop on Export,05 National Level Awareness Programme(NLAP) were also organised by the Institute.This Office organised Essay & Traditional Art Competition in the Senior Secondary Schools of 17 Districts under the jurisdiction of this Institute. The main focus for organising the competition was to inculcate the Entreprenuership culture in the youth. Apart from these, various Cluster Development proposals were examined and recommended for approval to the competent authorities. A large number of MSEs were provided assistance for marketing including reimbursement for participating in various Domestic & International Trade Fairs in 2019-20.

This Institute has also organised Two to Three Days District Udyam Samaagam –cum- One District One Product (ODOP) Exhibition (focusing on one sector having potential in the respective District) in association with Directorate of Industries, Govt. of U.P. & Industries Associations in all the 25 Districts of U.P. under the jurisdiction of this Institute. In theseSamaagams more than 38000 visitiors visited the exhibitions.

I take this opportunity to convey my sincere thanks to Additional Secretary & Development Commissioner (MSME), New Delhi, Shri Piyush Srivastava, Addl. Development Commissioner, Shri Shantanu Mitra, Addl. Development Commissioner, Ms. Mandeep Kaur, Joint Development Commisioner and officers of DC-MSME for their kind guidance support and motivation. I am also thankful to officers & staff of MSME-DI, Kanpur, for their contribution to achieve the targets assigned by the Head Quarter. CHAPTER 1

INTRODUCTION

The Office of Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The Office of Development Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology Centre Systems Programme, under which 15 new MSME-Technology Centres (TCs) are being established in the country. Out of 15 MSME- TCs, two MSME-TCs are being established in U.P. one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar). Work for MSME-TC at Kanpur is on the verge of completion.

In the state of , the support facilities and services of the Office of Development Commissioner (MSME) are rendered through the network of three MSME- Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra (PPDC & CFTI), Firozabad (CDGI) & Meerut (PPDC).

MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra, Allahabad, New Delhi &Branch MSME-DI, Varanasi.

MSME-DI, Kanpur is the nodal Institute for the state of Uttar PradeShri The Institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering Colleges and Industry Associations. The support of the Institute is basically in terms of:

1. Policy promotion measures for MSME Sector.

2. Providing Techno-Managerial Consultancy to Existing and Prospective Entrepreneurs.

3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing business & motivating units for registration in MSME-Data Bank.

4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises & also popularizing the special focus initiatives of the Govt. of India like Start Up India, Stand Up India, Make in India, Skill India etc.

5. Sharing Economic and Statistical Information.

6. Implementation & Promotion of schemes of Ministry of MSME viz. MSE-Cluster Development Programme (MSE-CDP), SFURTI, ESDP, Credit Link Capital Subsidy & Technology Upgradtion Scheme (CLCS-TUS), Procurement & Market Support Scheme (P&MS), PMEGP, International Cooperation (IC) & ASPIRE etc. in the State.

7. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, MUDRA Yojana and psbloansin59minutes.

8. Organize suitable training programmes and events for prospective and existing entrepreneurs.

9. Services of Common Facility Workshops to Entrepreneurs through Conventional M/Cs & CNC wire cut Machine for engineering sector (Job work as well as specialised training) and for Food sector through the well equipped Technology & Product Development Centre (TPDC) are also extended.

10. An Enterprise Development Centre (EDC) is functioning under the Institute which provides support from Ideation, Incubation to Start own enterprise for Startups and prospective entrepreneurs. It also helps MSMEs for obtaining UAM, GeM/ GST registrations and benefits of various schemes.

NEW INITIATIVES

3.1 Enterprise Development Centre (EDC)

Enterprise Development Center (EDC) is functioning from 08.08.2018 at Institute. EDC provides facilitation to existing & budding entrepreneurs on various Govt. Schemes, Registrations of UAM, GeM, GST etc., Financial Schemes viz. PMEGP, MUDRA, Stand-Up India etc. and guiding to selection of new projects. Total 3,851 Nos. of visitors visited to EDC and guided by the officials of the EDC &Institute since inception of the centre. Total 2,345

Nos. of visitors visited to EDC in the FY 2019-20. More than 500 projects profiles are available in EDC cell which helps to budding entrepreneur to select suitable project for them beside this EDC facilitates with various latest technical & economical magazines & generals as per their requirement. Additional Secretary & Development Commissioner (MSME), Ministry of Micro, Small & Medium Enterprises, Govt. of India, New Delhi, assigned MSME-Development Institute, Kanpur to prepare a detailed ‘Techno-Economic Feasibility Report, on Bee Keeping and Honey Processing’, in the month of July, 2019. Director of the Institute constituted a team of Officers of MSME-Development Institute, Kanpur, to collect the data and details of present status of MSMEs in the field of Bee Keeping and Honey Processing and to have insight of issues related to the Policy, Technology, Finance, Testing, Product Development, Skilling & Marketing along with the issues relating to Bee Keeping and Honey Processing.Khadi & Village Industry Commission, Govt. of India, Ministry of MSME provides training, subsidy, finance and marketing assistance.

The report was submitted to Additional Secretary & Development Commissioner (MSME) in the month of July 2019. The report is available at www.msmedikanpur.gov.in 3.2 (b) Status Report on Betel Leaf (Paan):- Additional Secretary & Development Commissioner (MSME), Ministry of Micro, Small & Medium Enterprises, Govt. of India, New Delhi, assigned to MSME-Development Institute, Kanpur to prepare a Status Report on Betel Leaf (Paan), in the month of June, 2019.

Director of the Institute constituted a team of Officers of MSME-Development Institute, Kanpur, to collect the data and details of present status of Betel Leaf (Paan) in Mahoba and surrounding districts. The team of Officers of MSME-Development Institute Kanpur visited Paan Research Insititute, Mahoba andhad interaction with the Scientistof the Institute and farmers engaged in growing of Paan Crops to have insight of issues related to the cultivation, varities of Paan grown, Paan Production, U.P. State Agriculture Policy, Creation of condensive atmosphere, Testing, Development of high yield new varities of Paan, Skilling, Finance& Marketing (Domestic & Export)issues. The report was submitted to Additional Secretary & Development Commissioner (MSME) in the month of July2019. The report is available at www.msmedikanpur.gov.in 3.3 Aspirational District (Fatehpur)

Government of India has identified 115 backward districts as aspirational districts for rapid transformation on the basis of certain criteria viz. Health, Education, Transport and also financial inclusion. Out of these 115 districts, the state of Uttar Pradesh has 8 districts viz. Fatehpur, Chitrakoot, Balrampur, Bahraich, Shravasti, Siddhatrh Nagar, Sonbadhra and Chandauli. Out of 8 districts of U.P., Fatehpur Districts comes under the jurisdiction of this office.

For the development of Fatehpur District, this Institute organised various programmes in association with State Industry Department, Local Administration, Industry Association, Local MSMEs and other important stake holder during the year 2019-20.

The details of the programmes which were organised by the Instituteare as follows:

1. Shri Ajay Bajpai DD (Electx.) along with Shri Rajesh Kumar AD (Chem.) and Shri Chandan AD (IMT) visited Directorate of Industries, Govt. of U.P.on 15.04.2019. Had a meeting with Shri Vinay Kumar, Additional Commissioner of Industries, Govt of U.P. to discuss about the present status of Iron & Fabrication Cluster, Fatehpur. Shri Ashok Kumar, Dy. Commissioner, DIEPC Fatehpur and other officers of Directorate of

Industries, Govt. of U.P., were also present during the meeting. The team of officers discussed with the officers of UPICO to act as nodal agency for organizing training programmes. Shri Vinay Kumar, ACI informed about UPICO as a nodal agency that O/o Directorate of Industries not allocated any training programme in the past to UPICO, however services of UPICO were hired as a consultant.

2. Shri Chandan AD (IMT) visited Govt. ITI Fatehpur on 27.06.2019 & had a meeting with Principal to organise an ESDP programme on Garment Manufacturing.

3. An awareness workshop was organized on CLCSS under CLCS-TUS Scheme of DC (MSME), New Delhi at Industrial Estate, Malwan, Fatehpur on dated 21-11-2019. Sh Karan Singh Patel, MLA, Bindaki, Fatehpur graced the occasion as Chief Guest whereas Shri Sanjeev Singh, DM, Fatehpur was the distinguished guest of above programme. Shri Pintoo Singh, Block Pramukh, Bindaki Block, Sh L.B.S.Yadav, Director Incharge, MSME DI, Kanpur, Sh Umang Mistry, AGM, SIDBI, Kanpur, ShriV.D.Mishra, LDM, BOB, Fatehpur, Shri Pankaj Tripathi, DDM, NABARD, Fatehpur, Shri Vikas Singhal, Deputy Commissioner, DIEPC, Fatehpur, Shri Rakesh Kesarwani, Sr. Branch Manager, NSIC, Kanpur, Shri R.S.Maurya, Asstt. Director, KVIC, Fatehpur, Shri Satendra Singh, Chairman, IIA, Fatehpur Chapter, Shri Manoj Gandhi, Vice President, U.P.Rice Millers Association, Shri Kunwar Shashank, State President, DICCI, were among the dignitaries present in the event. Shri Anil Kumar Tripathi, ZED Consultant form QCI delivered the talk about the scheme.ShriVikas Singhal, Deputy Commissioner, DIEPC, Fatehpur briefed about the activities of MSME department, Govt. of U.P.Shri S.K. Agnihotri, Asstt. Director, MSME – DI, Kanpur elaborated about the CLCS-TUS Scheme of the O/o DC (MSME).About 100 participants including 60 MSMEs attended the programme.Shri Subhash Chand, Investigator &Shri Rakesh Kumar, Instructor were also present during the workshop.

4. In the chain of the programmes conducted throught out the year by this office in the Aspirational District, some major events were also organised like:

 Udyam Samagam – cum – ODOP Exhibition. On 22nd-23rd Oct. 2019.

 Entrepreneurship Skill Development Programme on Garments Manufacturing w.e.f. 26th Aug. 2019 to 09th Oct. 2019.

 One day Essay and Traditional Art Competetion was organized on 28th Jan. 2020.

6.2.2 Awareness Workshop on Intelectual Property Rights at Ayodhya An Awareness Programme on Intellectual Property Rights (IPR) was organised on 10.12.2019 in association with District Industry & Enterprises Promotion Center (DIEPC), Ayodhya& IIA, Ayodhya Chapter.

An Awareness Programme on Intellectual Property Rights (IPR) was organised on 13.02.2020 in association with Bharti Mahila Udyami Parishad (BMUP), Kanpur and Pharmaceutical & Ayurvedic Drug Manufacturers Association (PADMA), Kanpur.

Padma Shukla, President BMUP, Kanpur & Shri A.K.Srivastava, President PADMA, Kanpur were also present during the programme. Total 60 entrepreneurs got benefitted from the programme.

6.3 Report of Export Facilitation cells (EFC)

As per the instructions of DC (MSME), New Delhi Export Facilitation cells (EFC) are functioning in each MSME-Development Institute which comes under the Ministry and they are rendering services to promote the export in their jurisdiction. In MSME-DI Kanpur Export Facilitation cell (EFC) has been set up at on 11.04.2019. Vide publicity has been made through Industry associations regarding functions of EFC cells in MSME-DI, Kanpur.

2. In Export Facilitation cell (EFC) near about 130 Entrepreneurs/Exports have been guided for getting IEC, RCMC, Product selection, Custom Clearance & motivated in to participated International Exhibition through International Cooperation(IC) scheme.

3. Beside the above work a directory of exporters located in our jurisdiction has been compiled. In this directory all the valuable information related to exporters will be available.

4. To give an emphasis on export in the region an awareness workshop on Export Marketing has organized by MSME-DI, Kanpur on 25.07.2019 at its premises in association with ECGC, Kanpur & FIEO, Kanpur. The motive of the programme was to create awareness between entrepreneurs about various departments role in export. The workshop was organized in the Chairmanship of Sh. U.C. Shukla Director MSME-DI, Kanpur. About 42 participants attended the programme.

5. Total 17 Nos. of applications were forwarded to O/o DC (MSME), New Delhi to participate in Garda, Italy Fair.

6. MSME-DI, Kanpur in association with State Govt. organized Udyam Samaagam in the month of September, 2019. During the Udyam Samaagam a session on export for the exporters were organized in 9 districts viz. (Kanpur Nagar, Kanpur Dehat, Lucknow, Unnao, Etawah, Auriya, Jhansi, Barabanki & Deoria). More than 250 exporters were benefitted during the session.

7. Organised the IMC (C) on Export Opportunities at DIEPC, Sitapur in association with FIEO- Kanpur & ECGC-Kanpur in Dari Cluster on 07th Nov.2019. Total 38 Exporters and their representative benefitted from the programme.

One day Awareness Programme on Export for Essential Oil & Attar Cluster, Kannauj was organised by MSME-Development Institute, Kanpur on 27.02.2020 in association with Fragrance and Flavour Development Centre (FFDC), Kannauj, Director General of Foreign Trade (DGFT), Kanpur and Federation of Indian Export Organisations (FIEO), Kanpur at Fragrance and Flavour Development Centre (FFDC), Kannauj. The workshop was inaugurated by Hon’ble MP, Kannauj Shri Subrat Pathak.During his inaugural address, Shri Pathak said that Exportis an important activity in industrial development of the country as well as GDP. Present Status:

Building of the CFC being built by Uttar Pradesh Small Industries Corporation Ltd.(UPSIC) is under construction. Gap funding for Rs 17.26 Lacs has been approved by the State Level Steering Committee’s 3rd meeting headed by Principal Secretary (MSME), U.P. Govt being held at Luckow on 20.12.20. It is expected that the buildings construction work will get completed by the month of July20. Supplier for the purchase of the Plant & Machinery for the CFC has been finalized by the Purchase Committee headed by Commissioner & Director of Industries, Uttar Pradesh Government. After completion of the construction of the building first grant will be released by the Govt. of India.

B) Common Facility Centre In Principal Approval

Name of the SPV-Lalitamba Textile Cluster, Pvt. Ltd., Rooma, Kanpur

The said cluster has been in principally approved with following financial pattern details:

(i) Contribution of Central Government : Rs. 1350 Lakh (ii) Contribution of State Government : Nil (iii)Contribution of SPV : Rs. 326.07 Lakh Total Project Cost : Rs. 1676.04 Lakh.

Present Status:

The proposal was placed in the 46th NLSC Meeting for its final approval. The steering committee after deliberation hold the proposal, as State Govt. could not commit about its share. The proposal was placed in the State Level Project Steering Committee (SLSC) held on 18.04.2018 in the chairmanship of The Director of Industries who in turn agreed for 9% of state Govt. Share, 10 % of SPV Share and Govt. of India share of 81%. Accordingly the SPV was advised by the StateGovt. to submit revised DPR which could be forwarded to O/o DC (MSME). In connection to the same the SPV members have requested the state Govt. to drop the proposal as they are not any more interested in the proposal. Dy. Commissioner, DIEPC Kanpur through his letter No. 1439 Dt. 06.10.18 has requested the SLSC to drop the proposal, which was been taken up in 3rdSLSCmeeting held on 20.12.2019. Final decision on the same was held up by the committee members as the SPV members were not present in the said meeting.

C) Common Facility Centre- In principal Approved Clusters Terracotta cluster Gorakhpur

The said cluster has been in principally approved with following financial pattern details:

(i) Contribution of Central Government : Rs. 201.39 Lakh (ii) Contribution of State Government : Rs. 36.87 Lakh (iii)Contribution of SPV : Rs. 44.79 Lakh Total Project Cost : Rs. 283.05 Lakh.

Present Status

Proposal was placed in the 51stNational Level Steering Committee Meeting held on 12.09.19 at New Delhi under the chairmanship of Secretary (MSME). The Steering Committee accorded In-principle approval subject to submission of following documents prior to final approval: (i) Enhancement of Government of Uttar Pradesh grant towards the project, to that extent Gol grant would be reduced. (ii) Registered land document in the name of SPY (if land is on lease basis, registered lease deed for a minimum period of 30 years.). (iii) SIDBl Appraisal Report. (iv) Details of Revenue generation mechanism. (v) NOC from State Pollution Control Board. (vi) Copy of Article of Association and Memorandum of Association. (vii) Commitment letter from SPV for their contribution. (viii) Details of SPV's bank account & Mandate form. (ix) Commitment letter from State Government/SPY to meet the escalation cost, if any, over and above the approved project cost. (x) Commitment letter from SPV members to utilise at least 60% of installed capacity. (xi) Certificate from State Government for compliance

of GFR/CVC guidelines. (viii) No. of beneficiary units (SPV members) should be enhanced and list of members to be provided. EDI Gorakhpur being an implementing agency has collected all the required documents except SIDBl Appraisal Report & NOC from State Pollution Control Board. Since the members of the Cluster are under financial stress hence they have requested the State Govt Industry Department to release Rs 83,500/- for issuance of SIDBI Appraisal Report. EDI has also applied for obtaining NOC from State Pollution Control Board. All the documents as required will be forwarded to O/o DC(MSME) in order to finally approve the CFC.

The said cluster has been proposed by the State Govt. for its approval:

Present Status

Proposal was placed in the State Level Steering Committee (SLSC) held on 12.07.18 under the chairmanship of Principal Secretary (MSME). The proposal was in principally approved by the chairman for forwarding it to O/o DC (MSME) for getting its approval. It was advised by the committee to the SPV to prepare final DPR in consultation with DIEPC Lakhimpur & MSME-DI Kanpur and submit it to the next steering committee of State Government for its consideration. SPV has not yet submitted the DPR however the proposal was again put up in the 3rd SLSC meeting on 20.12.19 but no decision could be taken up as the SPV members were not present during the meeting. D) Common Facility Centre- Proposed Clusters Gaura Stone Cluster, Mahoba Name of the SPV- The said cluster has been proposed by the State Govt. for its approval:

Present Status

Proposal was placed in the State Level Steering Committee held on 12.07.2018 under the chairmanship of Principal Secretary (MSME). It was advised by the committee to the SPV to prepare final DPR in consultation with DIEPC Mahoba & MSME-DI Kanpur and submit it to the next steering committee of State Government for its consideration. Dy. Commissioner, DIEPC Mahoba through his letter No. 1203/DIEPC/2018-19 dt:-24.08.18 has requested the SLSC to drop the proposal, as the State Govt. has banned the excavation & Mining of Gaura Stone which is the main Raw Material for the Cluster. The proposal was again taken up in its 3rdSLSC meeting held on 20.12.19, final decision on the same was held up by the committee members as the SPV members were not present during the meeting.

Other Remarkable works: a) The following CFC proposals under the jurisdiction of the Institute were considered for Technical Suitability &Viability during meeting of 71stTechno Economic Appraisal Committee (TEAC) of MSE-CDP Scheme on 06.03.2020 at New Delhi under the chairmanship of SS&DC and got recommended:

(i) CFC in Handloom Cluster Ranipur, Jhansi. (ii) CFC in Chikan Embroidery Cluster, Barabanki. (iii) CFC in Spice, Grain Processing & Packaging Cluster, Jhansi. b) 10 Clusters per district were identified in the jurisdiction of the Institute and consolidated proposals for 251 Nos. of Clusters of various sectors were forwarded to the Hqtrs. c) 03 Prelim Project Reports (PPRs) of Potential cluster under MSE-CDP schemes were uploaded online. d) Details of 12 Nos. of Potential Clusters under MSE-CDP schemes were uploaded online: (i) Chikankari Cluster, Barabanki, U.P. 9.1 Meetings attended during 2019-20 are detailed below:

A. Meetings attended by the Director of the Institute:

1. Shri U.C. Shukla Director along with Shri Rajesh Kumar AD (Chem.) and Shri Sandeep Gupta, SSO visited MSME-TC Kanpur on 23.04.2019 and worked out possibilities of keeping New Machines, so that they are safe in extreme weather conditions.

2. Shri U.C. Shukla Director along with Shri Rajesh Kumar AD (Chem./Admn.) visited Prayagraj on 12.04.2019 regarding Court Cases.

3. Shri U.C. Shukla Director along with Shri Ajay Bajpai, DD (Electx.) &Shri S.K. Pandey, AD (Food) visited Br. MSME-DI, Varanasi on 07.06.2019 in order to attend Cluster Review Meeting. During the meeting, proposals of Glass Beads Cluster Varanasi, Hi-Tech Silk Weaving Cluster and Brassware Stainless Steel Cluster, Bakhira, Sant Kabeer Nagar were discussed. Officers of MSME-DI, Allahabad, Br. MSME, DI Varanasi & State Govt. Officers were present during the meeting. Director MSME-DI Kanpur chaired the meeting.

4. Shri U.C. Shukla Director of the Institute along with team of Officers comprising Shri Ajay Bajpai Dy. Director(Electx.), Shri P.K. Srivastava Asstt. Director (Food), Shri S.K. Agnihotri Asstt. Director (Chem.) and Shri K.P. Sheel Inv. (L/F) participated in 3rd UN MSME Day celebrated on 27th June, 2019 by DIEPC, Kanpur Nagar. Shri Vijay Vishwas Pant IAS, District Magistrate, Kanpur Nagar was the Chief Guest of the function, while Director, MSME-DI, Kanpur presided over the function. Dignatrieries from prominent association of Kanpur expressed their views on the occasion. The Programme was organised by the O/o Joint Commissioner (Industry), DIEPC, Kanpur Nagar.

Shri Rajesh Kumar AD (Chem.) had a meeting with Mrs. Saumya Agarwal, Managing Director, Kanpur Electric Supply Company (KESCO), Kanpur and requested her to expedite the process of Power connection for MSME- TC, Kanpur. 63. Shri Neeraj Kumar AD(EI) visited RBI, Lucknow and participated in the 53rd meeting of Empowered Committee on 14.02.2020. Shri R. Lakshmi Kant Rao, Regional Director, RBI, Lucknow Chaired the meeting. Various issues viz. Credit Flow, framework for revival and rehabilitation of sick MSME units, NPA and Cluster were discussed in details. During the meeting vision & agenda of M/o MSME, GoI for cluster was brought in the knowledge of the participants also requested RBI to provide the list of clusters adopted by various banks. 1. Shri G. Velladurai DD (L/F) participated in the Seminar on Entrepreneurship and Innovation for the growth of MSME sector. The seminar was organized by PHD Chamber of Commerce and Industry on 06.04.2019 at PHD Chamber, Lucknow. Duringthe seminar, Shri G. Velladurai delivered lecture on the Schemes implemented by MSME.

2. Shri Ajay Bajpai DD (Electx.) participated in National Seminar on “Advanced Materials & Technologies for Prototypes and Systems” organised by DMSRDE, Kanpur on 03.04. 2019. During the seminar Shri Bajpai attended technical session on “Materials for future Defence System”. Shri Prasanta Kumar Raul, Scientist, DRDO, Tezpur, Assam, Shri Amit Sharma, Tech. Pandey AD (Food) visited Leather Cluster Bantala, 24 Pargana & Fan manufacturing Cluster Bansdroni along with officers of MSME DI Kolkata on 14.05.2019 and had meeting with Calcutta Leather Complex Tanners Association (CLCTA), Indian Leather Products Assn.(ILPA) & SPV Members of Fan manufacturing Cluster Bansdroni. Also visited ETP plant and Fan manufacturing units and had discussion with Director of Fan Manufactures Cluster foundation of Kolkata Bansdroni Kolkata regarding effective functioning of CFC.

8. Shri Ajay Bajpai DD (Electx.) along with Shri S.K. Agnihotri AD (Chem.) and Shri Amit Bajpai AD (Elect.) visited FFDC Kannauj on 10.05.2019 to know sustainability/revival plan of IPFC-FFDC, Kannauj. Shri S.V. Shukla, Director, FFDC, Kannauj discussed about the progress of IPFC in last 5 years and inventory purchased by FFDC under IPFC and future action plan for revival of IPFC-FFDC, Kannauj. The team prepared report on Sustainability/Revival plan of IPFC-FFDC, Kannauj.

9. Shri. Rajesh Kumar Asstt. Director (Chem.) and Shri Chandan, AD (IMT) visited SIDBI Incubation Centre, IIT Kanpur and STEP-HBTI, Kanpur to collect the information on Incubation scheme. Shri Chandan AD(IMT) also visited CIPET, Lucknow for the same purpose. The information received from Incubation Centres under the juridictision was compiled and report was sent to O/o DC (MSME), New Delhi.

10. Nominations for Vayoshreshtha Samman - National Awards for Senior Citizens - 2019 were invited and letter received from Department of Social Justice & Empowerment, Govt. of India was circulated amongst prominent Industries Associations of U.P.

11. Shri S.K. Agnihotri AD (Chem./CPIO) prepared Transparency Audit Report of the Institutefor the year 2019-20 as asked by Central Information Commission, New Delhi.

12. An Awareness Programme – ‘Seminar on Rain Water Harvesting & Solar Energy’ was organized by the MSME DI, Kanpur on 24.06.19 during Swachtta Pakhwada.

13. Shri S.K. Gangal Inv. (G &C) visited CGHS, Ratanlal Nagar, Kanpur on 20.06.2019 and met Dr. Manjula, Additional Director CGHS to invite team of Doctors for organising a lecture on “Medical Fitness” during celebration of International Yoga Day on 21st June.

14. Shri Chandan AD (IMT) attended WIPO-IPO PCT Roving Seminar organised in association with CIPAM & FICCI on 24 June 2019 at Lucknow.

15. This office celebrated 5th International Yoga day at Office Premises on 21.06.2019. During the Programme, Yoga was practised by Director of the Institute along with all the Officers/officials of the Institute. Further workshop over medical fitness was also organised by the Institute, in which the Doctors from Ayurveda and Naturopathy explained the importance of good health.

16. Shri LBS Yadav DD (Chem.) along with Shri S.K. Agnihotri AD (Chem.) Shri Sandeep Gupta Sr. Statistical Officer and officials from DIEPC Sitapur, visited traditional cluster of Durry in Distt. Sitapur, U.P, on 18.06.2019. A meeting was held with Mr. Hafiz Mohd. Akram, Mr. Nadeem Akram, Mohd. Nishad, Shri Sanjay Srivastava and other stake holders regarding the formation of SPV for Durry cluster under MSME CDPscheme.Plantation, Cleanliness drive, Swachhata oath and solid/liquid/e waste management techniques were discussed amongst entrepreneurs.

17. A team of officers comprising Shri LBS Yadav DD (Chem.), Shri S.K. Agnihotri AD (Chem.) and Shri Sandeep Gupta Sr. Statistical Officer of this Institute visited District Lakhimpur Kheeri and studied the traditional/heritage items manufactured by MSME

units. The team visited two Self Help Groups (SHGs) naming Chhiddo Devi Mahila Self Help Group, Vill & Post Parasia, Block Palia kalan and Tharu Hathkargha Gharelu Udyog Samooh, village Gubrala Post Chandanwari of District Lakhimpur on dated 19.06.2019 and had studied about the products being manufactured by Tharu Tribes of that area. The members of these SHGs manufacture Durry, Foot mat, Ladies Bags and Purses, Aashan, Baskets, Decorative Flowers Pots, Hats, Sleepers etc. They purchase hemp (Jute) fiber, colour and decorative materials from the local market and manufacture above items at a common place decided mutually by the members of Self Help Group (SHG). Possible interventions, schemes/programmes needs to be implemented in above SHGs are mentioned in detailed report prepared by the team.

18. Shri G. Velladurai DD (L/F) along with Shri Neeraj Kumar AD (EI) and Shri Subhash Chand Inv. (Chem.) visited Mahoba on 13.06.2019 and had a meeting with I/c Pan Research Centre, Mahoba. During the meeting, present status of Betel (Pan) was discussed. The team of officers also visited DIEPC, Mahoba, KVIB Office Mahoba & LDM office Mahoba to find out the potential of traditional clusters in the district. Officers also had a meeting with the state awardee Shri Kalideen Vishwakarma regarding the present status of Gaura Stone based units.

19. Swachhta Pakhwara (form 16.06.2019 to 30.06.2019) was inaugurated by Director of the Institute on 16.06.2019. During this Pakhwara, Cleanliness Drives, Slogan. Competition, Painting/Essay Competition on Swachh Bharat Mission by School Children, Weeding Out of old files, Plantation Drive etc were carried out. All officers actively coordinated and participated in the activities carried out during Swachhta Pakhwara. Shri Ajay Bajpai DD (Eletx.) was coordinator of the Swachhta Pakhwara. On the Valedictory day, Shri Satya Dev Pachauri,Hon’ble M.P. Kanpur Nagar inaugurated the Toilet built for Divyangjan and distributed awards to the winners of various competitions organised during the Pakhwara.

20. This Office celebrated 3rd United Nations Micro, Small and Medium-sized Enterprises Day on 27.06.2019 at office premises. The programme was inaugurated by Director of the Institute. During the programme, a Seminar on Solid/Liquid Waste Management was organised for enhancing awareness among the MSMEs regarding business opportunities in waste management. During the programme, Shri Amrit Lal Bind, Additional Municipal Commissioner, Kanpur Nagar, Shri Ladli Prasad, Convenor, Laghu Udyog Bharti, Kanpur , Shri Harendra Moorjani, Laghu Udyog Bharti, Kanpur, Shri Kuwar Shashank, Vice President, Dalit Indian Chamber of Commerce & Industry (DICCI), U.P. 21. Officers of the Institute visited O/o Zonal Sanitation Officer, Zone – 6, Nagar Nigam, Kanpur on 19.06.2019 and interacted with Shri S. Baliyan regarding Awareness campaign on Dry & Wet wastes.

22. Shri S.K. Gangal Inv. (G &C) visited District Food Preservation and Training Centre, Etawah on 21.06.2019 and met Dr. V.P.Singh I/c Food Preservation and Training Centre, Etawah for theorganisation of ESDP programme. Shri Gangal also visited Govt. ITI, Etawah and met Sri P.K. Shakyawar, Principal regarding coordination of ESDP programme.

Bhadouria AD (EI) participated in MSME Sammelan, organised by ASSOCHAM, New Delhi on 29.08.2019 at Hotel Hayat Regency, Lucknow. Hon’ble Chief Minister of Uttar Pradesh Shri was the Chief Guest, while Shri Pratap Chandra Sarangi, Honourable Minister of State for MSME, Govt. of India graced the occasion as Guest of Honour. Shri Rajesh Kumar AD delivered presentation on MSME schemes at the Sammelan. Total 250 entrepreneurs participated in the programme.

24. Dr. Priyanka Singh Bhadoduria AD (EI) visited Feroze Gandhi Polytechnic Raebareli on 20.08.2019 and delivered her presentation on Financial Support Schemes among the trainees of ESDP on Computer Accounting with Tally and also met Mrs. Renu Gautam, Lecturer, FGP, Raebareli regarding Programme.

25. Rashtriya Ekta Diwas was celebrated to commemorate Birth Anniversary of Sardar Vallabhbhai Patel on 31.10.2019. Sh L.B.S. Yadav, Director I/c administered the Oath of Unity to all the officials.

26. Shri G. Velladurai DD(L/F) and Shri K.P. Sheel Inv. (L/F) visited State Govt. Offices/Institutions viz HBTU, Govt. Leather Institute to discuss issues of MSMEs working in leather sector and also finalized the Guest Faculties on 16.08.2019 for ESDP on Leather Products starting from 19.08.2019 to 30.09.2019 at MSME-DI, Kanpur.

27. Shri R. P. Chaudhary, Asstt. Director Gr I along with Shri S.K.Gupta SSO and Shri Avinash K.Apoorav attended Udyam Samaagam-cum-ODOP Exhibition on dated 12-13 September, 2019 at Ayodhya and deliver lecture on Schemes implemented by Ministry of MSME..

28. Shri Ajay Bajpai DD(Electx.) had discussionwith the officers during the meeting held on 09.09.19 aboutthe Development of Clusters in U.P organised by O/o TheCommissioner&Director of Industries, Govt. of U.P. at Kanpur

29. Shri S.K. Agnihotri AD(Chem) delivered lecture on “Services rendered by Ministry of MSME for the promotion of Entrepreneurship and Self Employment” in the Elementary Entrepreneurship workshop organized by IIT, Kanpur at Shree Shakti Degree College, Ghatampur, Kanpur Nagar on dated 03-09-2019.

30. Rajesh Kumar, AD (Chem/Admn) followed up with CPWD Kanpur and Lucknow for Civil and Electrical renovation work of Office Building and the Floor tiling work of Export Facilitation Cell (EFC). ACs installed in the Auditorium were also made functional with the support of CPWD without any additional sanction for the purpose.Work of Installation of lift in the office premises for differently abled persons is also under progress and will be completed by October, 2019.

31. Shri Rajesh Kumar AD(Chem) conducted Management Development Programme on International Marketing from 25 to 29 November, 2019 at MSME- DI, Kanpur. Total 23 participants attended the programme. Faculties from STEP-HBTI, FIEO, ECGC &Exporters delivered the presentations/talk during the programme. Participants also

visted CONCOR, Kanpur as part of the programme to understand the Shipping Procedures & Logistics of International Marketing.

32. Shri Neeraj Kumar AD(EI) organized Sub- Committee meeting related to leather sector under the chairmanship of Shri I.B.Singh, Chairman of the committee & Director In- charge of MSME-DI, Allahabad. Sh LBS Yadav Director Incharge of MSME-DI, Kanpur alongwith all stake holders viz.CLE, FIEO,DGFT,GLI Kanpur, General Secretary Small Tanners Association and EFC officers of MSME Kanpur were present in the meeting. Various issues related to leather sector like export/import, technology related and indignation were discussed in the meeting.

33. Shri K.P. Sheel Inv.(L/F) condcuted Swachta and Plantation drive on 26-27 November,.2019 at Community Health Centre,Sikandara, Kanpur. The Chief Guest of the Drive was Dr. Vikas Diwakar, Supdt. of CHC, Sikandara. Dr. S.V.Tripathi, Medical Officer, Dr. Preeti Katiyar, Medical Officer also attended the drive. Visited distillery of DSCL Sugar Mill situated at Hariawan, Distt. Hardoi to acquaint with the process of manufacturing of Ethanol and explore the possibility whether such type of units can be set up under MSME Sector. Organized a meeting of Shri L.B.S. Shri Ajay Bajpai DD(Electx.) along with Shri Amit Bajpai AD(Elect.) visited DIOS office at Ayodhya in order to liaison for proposed Essay & Drawing Competion for students of 9 – 12th classes of different schools of Ayodhya on 10.12.2019. 9.3.1. Workshop on Hindi (Rajbhasa):

Hindi Diwas & Hindi Pakhwara was organized w.e.f. 14.09.2019 to 30.09.2019 in the office by the Namit Rajbasha Adhikari, Shri R.P. Chowdhary, Assistant Director Gr. I(Mech.). During the Pakhwara various activities viz. Nibandh Pratiyogita, Anuvad Pratiyogita and Sangoshthi were organised. The participants of the Hindi Pratiyogitas were honored with Certificates and Mementoes. Hindi Workshops were organised on quarterly basis on 29.03.2019, 05.07.2019, and 31.12.2019 at the office premises. Director of the Institute presided over the workshops. All the officers & staff members actively participated in the workshops. These workshops were organized by Shri R.P. Chowdhary, Assistant Director Gr. I (Mech.) & Shri Sandeep Kumar Gupta SSO. 9.3.2. Essay & Traditional Art Competition: This Office organised Essay & Traditional Art Competition in the Senior Secondary Schools of 17 Districts of U.P. falling under the jurisdiction of this Institute. PROGRESS OF WORKSHOP, LIBRARY & SENET ACTIVITIES

10.1 Workshop Progress

MSME Development Institute, Kanpur has a mechanical workshop attached to it. The earlier facilities of testing and heat treatment have been discontinued. Most of the work is done with Wire Cut CNC machine. Training programmes are also being organized for wire cut CNC machine and other technical topics. The details of progress made by the workshop in 2019-20 are as under:

CHAPTER 14 SWACHH BHARAT MISSION (SBM)

In order to accelerate the efforts to achieve universal sanitation coverage and to put focus on sanitation, the Prime Minister of India, Shri Narendra Modi, launched the Swachh Bharat Mission on 2nd October, 2014. The Mission aims to achieve a Swachh Bharat by 2019, as a fitting tribute to Mahatma Gandhi on his 150th birth anniversary by cleaning up the streets, roads and infrastructure of India's cities, towns, and rural areas.

It is India's largest cleanliness drive involving about three million government employees and students from all parts of India participating in 4,041 cities, towns, and rural areas.

In order to fulfill the above mission, the Institute organized following activities during the Year 2019-20:

I. Swachhta Pakhwadas : 01 Nos. II. Special Swachhta Drives :03 Nos.

A) Swachhta Pakhwada From 16.06.2019 to 30.06.2019:

The First Swatchhta Pakhwada was observed from 16.06.2019 to 30.06.2019. The Pakhwada was formally inaugurated byinaugurated by Director of the Institute on 16.06.2019 at office premises. During the programme, Swachhta oath during the programme and also urged the Officials of MSME-DI and Entrepreneurs to participate actively in Swachhta Abhiyan. He also started plantation drive from office premises under Swachhta Pakhwara.

The following activities were promptly carried out during the Swachhta Pakhwadaby all the Officers & Officials of the Institute:

a) Cleaning of water drains, roadside, parking areas, lawns, gardens, Corridors, stairs etc. b) Total 293No. of files have been weeded out during the pakhwada. c) Disposal of waste of office campus by Nagar Nigam Kanpur. d) An Awareness Workshop on 5S was organized during the pakhwada at Institute. e) Drawing and Painting competition was organized at Kendriya Vidyalaya 2 Armapur, Kanpur. to bring awareness about Swachhta amongst the children. Swachhta oath was also taken during the competition. f) Swachhta Drive was also organized at Zari Zardozi Cluster, Unnao. g) Swachhta related activities were carried out at MSME TC (Tool Room) Kanpur. h) World Yoga day was also organized during the SwachhtaPakhwada. i) Swachhta Drive was also organized at awareness of Solid & Liquid Waste Management, Lakhimpur Kheri. j) Swachhta related activities were also carried out at Kendranchal Colony,Gulmohar Colony, Kanpur. k) Aromatic & Medicinal Plants were planted during plantation drive in the office premises. l) Swachhta related activities were carried out atOpen Defecation Free at Kanpur. During this officers motivated and tried to bring awareness about Swachhta amongst the children and also discussed the importance of Swachhta in daily life. Swachhta oath was also taken. m) Swachhta related activities were ASJI Hospital, & CNG Petrol Pump Kanpur. n) Swachhta during this office celebrated UN MSME Day &awareness of Solid & Liquid Waste Management in the programme presence of Shri Amrit Lal Bind, Apar Nagar Ayukta Kanpur. o) To bring the awareness about Swachhta and also the importance of Swachhta in daily life a documentary film based on Swachhta was shown in the Institute to all the officers &officials. p) A slogan competition on Swachhta was organized in the Institute during the Pakhwada. Most of the officers & officials have participated in the competition with full enthusiasm. q) On the Valedictory day, Hon’ble M.P. Kanpur Nagar Shri Satya Dev Pachauri inaugurated the Toilet built for Divyangjan and distributed awards for various competitions organised during the Swachhta Pakhwara.

A) First Special Swachhta Drive w.e.f. 18.06.2019 to 19.06.2019: A two days Special Swachhta Drive was organized by MSME-DI, Kanpur at An awareness campaing on swachhata focussing on solid/liquid waste management was organised on 18.06.2019 by MSME-DI Kanpur at M/s Hafizia Manufacturer & Exporter, Sitapur, a unit under Durry Cluster at Sitapur.During the event, importance of proper disposal of above waste was explained to the artisans and officials working in cluster units. Tree plantation activity was also performed in the premises of above unit and DIEPC, Sitapur. Under Swachhata drive swachhata oath ceremony and brooming activity was also performed. On the next day of the two days An awareness workshop on Swachhata Mission focussing on waste treatment was organised on 19.06.2019 by MSME-DI Kanpur in two MSME/Handloom clusters of women of Tharu Tribes namely Chhiddo Devi Mahila Self Help Group, Vill & Post Parsia and Tharu Hathkargha Gharelu Udyog Samooh Vill- Gobrala Post Chandan chowki Distt. Lakhimpur Kheri. During these programmes Schemes of Ministry of MSME were discussed at length amongst participants. Swachhata Oath, Plantation and Brooming/Cleaning activities were also performed with the close association of cluster/SHG Members. Sh L.B.S. Yadav,DD, Sh S.K. Agnihotri,AD, Sh Sandeep K.Gupta,SSO, OF MSME-DI, Sh Sakeel Ahmed,AC, Sh D.K.Rawat,ASO,from DIEPC Lakhimpur, Sh Nikhil Bhatia, Sh Anand Gupta,EY Team ODOP Cell Lucknow, Sh Ravi Yadav Consultant, Mrs Poonam Devi, Mrs Ram Vati, Mrs Ram Kali promimnent members of SHG attended the programme. 55 and 42 women entrepreneurs respectively from above clusters participated in the programmes.

B) Second Special Swachhta Drivew.e.f. 26.11.2019 to 27.11.2019:

Two days Special Swachhta Drive was organized by MSME-DI, Kanpur at PHC Rajpur & CHC, Sikandra of Distt. Kanpur Dehat on 26.11.19 & 27.11.19. On 26.11.19. a Special Swachhta Drive was organized at CHC, Sikandra. Officers of this Institute distributed soap & Fruits of Patient. Beside this Swachhta related activities have also been carried out at CHC premises.Swachhta oath was also taken by the participating during the programme.

On the next day of two days Special Swatchta Drive, various Swatchta activities were carried out at PHC, Rajpur Dist. Kanpur Dehat on 27.11.19. Swachhta related activities at PHC premises on 27.11.19.

C) Third Special Swachhta Drive on 05.02.2020 to 06.02.2020

Two day Special Swachhta Drive was organized by MSME-DI, Kanpur at premises of DIEPC, Etawah on 05-06.02.20. During the drive officers of this Institute focused upon the importance of Swachhta. To bring the awareness about Swachhta amongst the participants officers distributed hand soap during the programme. Beside this, Swachhta related activities have also been carried out in the premises. Swachhta oath was also taken by the participants during the programme. Total 20 no. of participants actively participated in the programme.
