This Annual Report includes the important programmes and activities carried out by the Institute during the year 2019-20 under the directions of the Office of The Development Commissioner, MSME, Govt.of India, New Delhi. To guide and support existing MSMEs and prospective entrepreneurs an Enterprise Development Centre (EDC) has been working in the Institutesince 8th August 2018. More than 1342 entrepreneurs have been provided assistance through EDC in 2019-20. This Institute organised 14 Entrepreneurship & Skill Development Programme (ESDPs), 12 Industrial Motivation Campaigns Youth(IMC-Y), 17 Industrial Motivation Campaigns Cluster(IMC-C), 07 Management Development Programme(MDP), 01 Entrepreneurship Awareness Programme (EAP), in the financial year 2019- 20. Other special programmes viz. 04 Intellectual Property Rights(IPR), 02 National Workshop on Export,05 National Level Awareness Programme(NLAP) were also organised by the Institute.This Office organised Essay & Traditional Art Competition in the Senior Secondary Schools of 17 Districts under the jurisdiction of this Institute. The main focus for organising the competition was to inculcate the Entreprenuership culture in the youth. Apart from these, various Cluster Development proposals were examined and recommended for approval to the competent authorities. A large number of MSEs were provided assistance for marketing including reimbursement for participating in various Domestic & International Trade Fairs in 2019-20. This Institute has also organised Two to Three Days District Udyam Samaagam –cum- One District One Product (ODOP) Exhibition (focusing on one sector having potential in the respective District) in association with Directorate of Industries, Govt. of U.P. & Industries Associations in all the 25 Districts of U.P. under the jurisdiction of this Institute. In theseSamaagams more than 38000 visitiors visited the exhibitions. I take this opportunity to convey my sincere thanks to Additional Secretary & Development Commissioner (MSME), New Delhi, Shri Piyush Srivastava, Addl. Development Commissioner, Shri Shantanu Mitra, Addl. Development Commissioner, Ms. Mandeep Kaur, Joint Development Commisioner and officers of DC-MSME for their kind guidance support and motivation. I am also thankful to officers & staff of MSME-DI, Kanpur, for their contribution to achieve the targets assigned by the Head Quarter. Annexures 91-96 MSME-DI, KANPUR Page 3 ANNUAL REPORT 2019-20 CHAPTER 1 INTRODUCTION The Office of Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The Office of Development Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology Centre Systems Programme, under which 15 new MSME-Technology Centres (TCs) are being established in the country. Out of 15 MSME- TCs, two MSME-TCs are being established in U.P. one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar). Work for MSME-TC at Kanpur is on the verge of completion. In the state of Uttar Pradesh, the support facilities and services of the Office of Development Commissioner (MSME) are rendered through the network of three MSME- Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra (PPDC & CFTI), Firozabad (CDGI) & Meerut (PPDC). MSME-DEVELOPMENT INSTITUTE, KANPUR MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra, Allahabad, New Delhi &Branch MSME-DI, Varanasi. MSME-DI, Kanpur is the nodal Institute for the state of Uttar PradeShri The Institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering Colleges and Industry Associations. The support of the Institute is basically in terms of: MSME-DI, KANPUR Page 4 ANNUAL REPORT 2019-20 1. Policy promotion measures for MSME Sector. 2. Providing Techno-Managerial Consultancy to Existing and Prospective Entrepreneurs. 3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing business & motivating units for registration in MSME-Data Bank. 4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises & also popularizing the special focus initiatives of the Govt. of India like Start Up India, Stand Up India, Make in India, Skill India etc. 5. Sharing Economic and Statistical Information. 6. Implementation & Promotion of schemes of Ministry of MSME viz. MSE-Cluster Development Programme (MSE-CDP), SFURTI, ESDP, Credit Link Capital Subsidy & Technology Upgradtion Scheme (CLCS-TUS), Procurement & Market Support Scheme (P&MS), PMEGP, International Cooperation (IC) & ASPIRE etc. in the State. 7. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, MUDRA Yojana and psbloansin59minutes. 8. Organize suitable training programmes and events for prospective and existing entrepreneurs. 9. Services of Common Facility Workshops to Entrepreneurs through Conventional M/Cs & CNC wire cut Machine for engineering sector (Job work as well as specialised training) and for Food sector through the well equipped Technology & Product Development Centre (TPDC) are also extended. 10. An Enterprise Development Centre (EDC) is functioning under the Institute which provides support from Ideation, Incubation to Start own enterprise for Startups and prospective entrepreneurs. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers.     Introduction Hindutva fanaticism is at its peak in Uttar Pradesh, the most populous state in India. With around 44 million Muslim population which is 19.3% of the total population, UP ranks first in number of Muslims among all Indian states. UP also contributes the largest number of seats to the Indian parliament. Rashtriya Swayam Sevak Sangh (RSS) and the extreme right-wing Hindutva groups draw its water and fertiliser from anti-Muslim sentiments have made Uttar Pradesh the best turf to demonise Muslims. Appointment of Yogi Adityanath to be tried in the International Criminal Court for his racial hatred and anti-Muslim stand and crimes, as the chief minister of the state was a very strategic move to ensure that Muslim marginalisation is carried out 'democratically.'
