Barve Environment and Transportation Committee House Office Building, Room 251 Annapolis, MD 21401 Dear Chairman Barve and Members of the Environment and Transportation Committee: As a Marylander residing in Prince Georges County and a Service-disabled combat Veteran, I want to offer my strong support for Senator Simonaire’s Senate Bill 128, the Pets for Vets Act of 2020. As you know, this bill directs county or municipality animal control facilities to waive dog or cat adoption fees for. While this will slightly impact revenues for these facilities, it can directly and dramatically assist in saving the lives of both our Veterans and the animals! Simply put, Vets save Pets, and Pets save Vets! This legislation is a win-win-win, it helps save animals from shelters, it helps our disabled Veterans cope with life’s challenges, and it helps free up space in our shelters to allow them to rescue more animals. As the wonderful nonprofit, “Pets For Vets” notes: “Many brave troops return home with scars – both seen and unseen – that make it difficult to transition back to civilian life. At the same time, millions of wonderful companion animals wait in shelters for a forever home. When a Veteran is matched with the right pet, both lives change for the better. The Veteran saves and welcomes the pet into a loving home. The pet provides the Veteran with unconditional love and support, easing stress, depression, loneliness and anxiety. Together, they share a bond that provides them both with a whole new “leash” on life.” As a disabled combat Veteran, I can attest to the incalculable value that Tommy, my rescue Beagle, has added to my life, as I faced the mental and physical challenges resulting from my combat service. (Ph.D., Educational Leadership, Research, and Policy) The Veteran Perception: Exploring the Role of Veterans Benefits on the Transition from Service Member to Civilian Dissertation directed by Associate Professor Sylvia Mendez This qualitative study was conducted using a phenomenological approach, and a transitions framework, to explore the role that three basic needs veterans’ benefits play on the transition from service member to civilian. In-depth, one-on-one, interviews of 20 veterans of the United States military were conducted to determine if the veterans’ benefits of education, housing, and health care were beneficial during their transitions. Nine themes were identified as they relate to this process. Findings indicated that the benefits of education and housing were the most beneficial to the transition to civilian; the health care benefit presented the most challenges. The findings also indicated that there is room for improvement in the availability and administration of veterans’ benefits as multiple difficulties, delays, and challenges were noted.

Resources for service dogs and emotional support animals What is the difference between a service animal and an emotional support animal? Service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. These tasks can include things like pulling a wheelchair, guiding a person who is visually impaired, alerting a person who is having a seizure, or even calming a person who suffers from Post-Traumatic Stress Disorder. The tasks a service dog can perform are not limited to this list. However, the work or task a service dog does must be directly related to the person's disability. Service dogs may accompany persons with disabilities into places that the public normally goes. This includes state and local government buildings, businesses open to the public, public transportation, and non-profit organizations open to the public. The law that allows a trained service dog to accompany a person with a disability is the Americans with Disabilities Act (ADA). An emotional support animal is an animal (typically a dog or cat though this can include other species) that provides a therapeutic benefit to its owner through companionship. The animal provides emotional support and comfort to individuals with psychiatric disabilities and other mental impairments. The animal is not specifically trained to perform tasks for a person who suffers from emotional disabilities. Unlike a service animal, an emotional support animal is not granted access to places of public accommodation. Under the federal Fair Housing Act (FHA), an emotional support animal is viewed as a "reasonable accommodation" in a housing unit that has a "no pets" rule for its residents.
