Statement of Reasons Skinningrove Traffic Regulation Orders 2021 The Council has recently received many complaints about an increase in parking in Skinningrove, causing safety and access problems on the narrow streets and junctions within the village. Many vehicles have been parked on the village streets and around junctions, particularly by people who are visiting the coast. Measures are required to ensure that accessibility and road safety are maintained. The Council is introducing a Traffic Regulation Order that will introduce ‘No Waiting at Any Time’ parking restrictions around junctions and on a couple of roads in the village to assist the flow of traffic and reduce the traffic hazard. It is also introducing a TRO to create a new Residents Parking Area to cover the north-western quarter of the village. This would limit the parking in this area to residents, their bona fide visitors and permitted categories including emergency services, statutory undertakers, and Council vehicles. This would seek to remove the problem of the blockage of the village streets by parked vehicles. The off-street car park near the sea front would remain available for public use. REDCAR AND CLEVELAND BOROUGH COUNCIL (BROTTON LOFTUS CARLIN HOW AND EASINGTON) (WAITING AND LOADING AND PARKING PLACES) (CONSOLIDATION) (AMENDMENT) ORDER (NO 3) 2021 The Council of the Borough of Redcar and Cleveland (hereinafter referred to as “the Council”) under Sections 1, 2, 4, 32, 35, 45, 47, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as the “Act of 1984”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby makes the following Order. 1.
