Situation Whissendine is a picturesque village in the county of Rutland, lying north west of the county town, Oakham. Within the village lies St. Andrews Church, one of the largest in Rutland and a windmill producing flour which can be bought at the village shop. Whissendine Cottage Situated adjacent to, and north of the village green, between the village sign and the bridge, lying behind the high stone wall is Whissendine Cottage, a former hunting lodge and home in the last century of the Chaplin family. The Chaplin’s were a wealthy banking family and benefactors of the village and there is a plaque dedicated to Mr Chaplin in the church. In the 1950s the house became a Youth Hostel for a short time before being sold to the current family, where two generations have lived since the 1960’s. The name Whissendine Cottage belies the property’s spacious interior and commodious outbuildings with beautifully landscaped west-facing gardens. Upon entering the property through the solid oak double front doors, the internal accommodation begins in the dining hall, with beautiful beam work on display with an elegant box bay window and grand inglenook fireplace. There are three further formal receptions rooms comprising of a study, family room and a stylish drawing room with open fire, large windows overlooking the garden and doors leading to the terrace. Entry to the loft store is gained from bedroom eight, beyond this room are the snooker room and a games room. There are five further rooms/stores on this level which can also be accessed from an external staircase. Outbuildings Whissendine Cottage has a plethora of useful outbuildings, totalling almost 4,700 sq ft. These include stables, garages, workshop, garden store, potting shed and several other useful stores, some benefitting from plumbing and 3 phase electric. The ground floor buildings are accessed externally, to the first floor there is an external stairway and entry can also be gained integrally from the house. Gardens The gardens at Whissendine Cottage have been lovingly designed and cared for by two generations of the same family. The tree line surrounding the property is mature and private with bountiful borders overflowing with a large variety of different plants. Beautiful climbing plants scale the walls of the house and the stable block and there are several vantage points from which to best take in this stunning garden at any point in the day. To seek approval of the changes of polling districts and places recommended by the Returning Officer and to conclude the review of polling districts and polling places. 1 PURPOSE OF THE REPORT 1.1 To seek Council approval of the recommendations of the Returning Officer shown below, and to conclude the review of polling districts and polling places. 2 BACKGROUND AND MAIN CONSIDERATIONS 2.1 The Representation of the Representation of the People Act 1983 places a duty on the Council to divide the District into polling districts and to designate polling places for each district. The Council also has a duty to keep those arrangements under review. 2.2 The Electoral Registration Act 2013 introduced a change to the timing of compulsory reviews of UK Parliamentary polling districts and polling places. The last compulsory review was conducted in January 2015 and the next compulsory review is due to be conducted within the period of 16 months that start on 1 October 2018. Following the recommendations from Local Government Boundary Commission for England (LGBCE) Boundary Review in 2017/8 we are required to ensure that boundary changes are implemented (along with any changes to polling districts and polling places) for use in the local government elections due in May 2019.

    EAST MIDLANDS IN BLOOM 2017 East Midlands in Bloom 2017 This year’s East Midlands in Bloom Awards Presentation was held at St Botolph’s Church (The Boston Stump), Boston, Lincolnshire on Wednesday 13th September. This year we welcomed 57 village, town and city Bloom groups to enter East Midlands In Bloom from across the six counties, as well as a record number of 182 smaller ‘It’s Your Neighbourhood’ Award groups. Each Bloom entry was judged during July on horticultural expertise, the maintenance of the local environment and the involvement of all sectors of the local community. The standard of Bloom awards this year has improved with 20 Gold, 18 Silver Gilt, 15 Silver, 3 Bronze and 1 Certificate of Achievement. Special Awards are also presented to communities to highlight outstanding achievements in cleanliness, conservation, horticultural excellence, the best front garden, pubs, hotels and business premises. This year East Midlands in Bloom had 18 schools entering our “School Gardens Competition” with seven of them attaining a tremendous Gold Award standard. East Midlands in Bloom also seeks schools and community groups to encourage children of all ages to take an active interest in their local environment by promoting their own painting and digital photography competitions.   • One of Rutland's Secrets Is the Serene Vale of Catmose. but What Exactly
    One of Rutland’s secrets is the serene Vale of Catmose. But what exactly is it? We know about Catmose College, Catmos Street and the HQ of Rutland County Council at Catmose but where is this mysterious Vale? In fact it lies at the everyday heart of Rutland with Oakham marking its course. Ex- tending from the River Gwash below Manton it runs northwards beyond Oakham to the Rutland border at Teigh. Mostly it is the valley of the River Eye which starts near Cold Overton on the high ground and wends its way through Langham to Stapleford and Melton Mowbray. On either side of the valley is high land. The clay uplands to the west provide excellent views over the whole County whilst to the east the sharp Burley – Cottesmore ridge overlooks the entire Vale giving fine views of it which changes all the time. The villages of the Vale tend to be through routes rather than pondering, philosophical places – Barleythorpe, Langham, Whissendine, Teigh and Ashwell. To some extent the creation if Rutland Water has truncated the Vale in the south. Once it joined the Gwash Valley as it broadened between the limestone upland to the north and the ridge and valleys to the south. How far the Vale may have been considered to extend in this direction we may never know. Long before the days of Rutland Water there was a plan to link the Oakham-Melton Canal with a Stamford Canal which would have opened up the whole Vale to outside connections. Bit this came to nothing and, indeed, the Oakham-Melton canal itself foundered before the middle of the 19th century so that it was the railway which made the complete link.

All rolling green fields and pretty villages, it’s every bit as charming as the Cotswolds, but a good deal less smug about it (and far cheaper, too): in short, the perfect option for country-style family living, within reach of London and the cities of the Midlands. The twin market towns of Oakham and Uppingham remain the friendly, defiantly independent hubs they’ve always been. They are happy reminders of the days when “small town” wasn’t an insult and the butcher and baker knew your name and exactly what you’d like. It may be traditional, but it’s not backward-looking, just discerning. The pace of life is slow, but the quality of everything is high, from the pork pies at Leeson Family Butchers (£9.99 for a proper whopper) and the designer clothes at Cavells (brands include Dubarry and Veja) in Oakham, to the art on display at Goldmark Gallery in Uppingham.
