BEAL The storyof musicin postwarGermany rests on assumptionsthat have won acceptance through sheer repetition. Some reexaminationmay be in order. This is not to deny that the destruction of Germancities, especiallyin the spring of 1945, was devastatingand dramatic,or that centers for new music seemed to sprout from the rubble. But such descriptionsare only a starting point for understandingwhy certain areas of Germany-for example, Cologne, Donaueschingen, and Darmstadt-became era-defining meccas for new music. Germany's Nachholbediirfnis,the postwar race to "make up for lost time" in a national deficit of modern music, illustratesa dominantnarrative in twentieth-centurymusic history. As a paradigmaticcase of this narrative,the story of Darmstadt'srebirth embodies the myth of Germany'scultural apparatus rising like a phoenix from the ashesof the Second WorldWar. Insofar as institutions and performancevenues are examined as factors in the history of composition since 1945, English-language texts sometimes portray Darmstadt's Internationale Ferienkursefiir Neue Musik (hereafter IFNM or Ferienkurse)as a summer camp dedicatedto the explorationof elec- tronic music and European serialism.1Recent German-languagepublications Researchfor this articlewas supported in part by a DAAD fellowshipto Germany,1997-98. All rightsreserved. 0003-0139/00/5301-0004$2.00 106 Journalof the AmericanMusicological Society on earlyIFNM history,such as GianmarioBorio and Hermann Danuser'sIm Zenit der Moderne, suggest a more balanced picture of the variety offered by the IFNM.2 Pioneers of early modernism whose music was still largely unknown-Bart6k, Berg, Debussy, Hindemith, Honegger, Krenek,Messiaen, Milhaud, Schoenberg, Stravinsky,and Webern-found an eager audience there. The IFNM also provided fertile ground for the European avant-garde to explore a new musical language, and composers like Pierre Boulez, Luigi Nono, and KarlheinzStockhausen did indeed often dominate a central dis- course during the fifties. The first director of the courses, Dr. Wolfgang Steinecke (1910-1961), encouraged young Europeans like Boulez, Nono, Stockhausen,and Bruno Maderna.But he also brought innovativeAmericans to Darmstadt, as well as German 6migr6s living in the United States who could report on musical life there. Less well known is that in the earlyyears, the Ferienkursewere actively supported by American officers working for the occupying militarygovernment's Theater and Music Branch. Eventually a network of mutual support helped create for American composers a controversial-but influential-presence in Germany. Well-known figures like John Cage, David Tudor, and the German musicologist Hans Heinz Stuckenschmidtcontributed to this network. But so did lesser-knownfigures, including Steinecke himself, Everett Helm, John Evarts, and Wolfgang EdwardRebner. This article traces the relationships among American music officers, German patrons, and representativesof American music in Darmstadtin the context of postwar and Cold War politics, and describesevents at the IFNM that led to the recognition of the possibilitiesopened up by Americanexperi- mental music. An English translationof Rebner's 1954 Ferienkurselecture, "AmericanExperimental Music," is included as an appendix.3The lecture's historicalsignificance lies in its apparentlack of models; a survey of the litera- ture on American experimentalmusic suggests that, in Darmstadt in 1954, Rebner may have made the first public attempt to portrayAmerican experi- mentalismas an independent branchof Americanmusical history. (Though it is not the purpose of this articleto offer a definition of Americanexperimental music, a historical study of the idea would be worthwhile.) In his lecture, Rebner constructed a tradition of American experimentalmusic, a tradition that would come to occupy an influentialspace in West German new music circlesduring the Cold Warera. Negotiating Cultural Allies 107 will contributeto our understandingof transatlanticmusical relationships dur- ing the fifties along the lines provided by Austin Clarkson,for example, with his translationof Stefan Wolpe's Darmstadtlecture "On New (and Not-So- New) Music in America"(1956).4 Cultural Reeducation at the Zero Hour West Germany's commitment to new music immediately after the end of WorldWar II-beginning with the so-called Zero Hour (Stunde Null)-is a story that has appealed to scholarsof recent music history.5With respect to musicallife, however, the familiarconcept of a Zero Hour is flawedfor several reasons.First, contemporary musical life in Germany,though severelylimited, hardlyceased between 1933 and 1945.6 Second, Germanydid not yield to the Allied invasionall at once. The war, and with it the Nazi era, did not end at the same time for all Germans. As early as 24 November 1944, the American MilitaryGovernment Control Branchissued a law prohibitingGerman public activity,including publishing and recordingmusic, broadcastingon the radio, and any type of live musical performance.7Many localitieswere occupied by the Allies in advanceof the fall of Berlin, and in these places "normal"activi- ties-including newspaper production and musical performance-resumed before Germany'ssurrender was signed on 8 May 1945, or even before the fighting in the Reich's capital had ended.8 Finally, many musicians and 4. Dezember 2020 S2-Verlängerung: RMV, Landkreise und Land Hessen stoßen Planungen an Vorstudie von RMV und Landkreisen empfiehlt S-Bahn-Verbindung zwischen Kreis Offenbach und Landkreis Darmstadt-Dieburg / Land Hessen will Planungsvereinbarung mit DB schließen / vor S-Bahn-Verlängerung Halbstundentakt auf Dreieichbahn bis Dieburg geplant Im Rahmen einer umfassenden Vorstudie haben der Rhein-Main- Verkehrsverbund (RMV), der Kreis Offenbach und der Landkreis Darmstadt- Dieburg in mehreren Varianten untersucht, wie die beiden Landkreise per Schiene besser miteinander verknüpft werden können: Favorisiert wird eine Verlängerung der S2 bis Dieburg oder in einer zweiten Variante bis Darmstadt. Zum Abschluss der Vorstudie verständigten sich die Partner mit dem Land Hessen in der „Dietzenbach-Dieburger Erklärung“ darüber, im nächsten Schritt eine Planungsvereinbarung mit der Deutschen Bahn zu treffen. Diese beinhaltet eine Vorplanung sowie die Nutzen-Kosten-Untersuchung der beiden Varianten. Im Rahmen dieser Planungen können dann tiefergehende Untersuchungen zum genauen Streckenverlauf, zur Bautechnik und den Umweltwirkungen durchgeführt sowie die Förderwürdigkeit überprüft werden. Erweisen sich die Vorschläge als förderfähig, wäre eine Realisierung der Verlängerung bis Anfang der 2030er-Jahre denkbar. Variante 1: Verlängerung der S2 bis Dieburg Das beste Verhältnis von Investitionsmitteln zu den zu erwartenden Vorteilen ergibt die Verlängerung der S2 von ihrem Endpunkt in Dietzenbach über die Dreieichbahn nach Dieburg. Rund 4.500 zusätzliche werktägliche Fahrgäste könnten so hinzukommen. Das Konzept beinhaltet eine 3,1 Kilometer lange Neubaustrecke, um die Lücke im Schienennetz zwischen Dietzenbach und Urberach zu schließen. Ab Urberach könnte die S2 dann die vorhandenen Gleise der Dreieichbahn nutzen. Durch Elektrifizierung und Ausbau der Bahnsteige wird in dieser Variante die bestehende Infrastruktur für den S-Bahn-Betrieb ertüchtigt.

    SESSION 8.2– Passive Housing, Paper 75 A CRITICAL ANALYSIS OF THE PASSIVE HOUSE STANDARD FOR THE CLIMATES OF THE UNITED STATES Ryan Michael Abendroth1 ABSTRACT This research demonstrates that when using current technologies and practices, the functional definition of a passive house as defined by Schneiders (Schneiders 2009) and later by Feist (Feist 2012) as a building that "can provide the necessary heating, cooling, and dehumidification through supply air ventilation" is not achievable in all U.S. climate zones. To make possible the widespread adoption of this low energy standard, the Passive House Standard itself needs to be adjusted and redefined for the United States. The study simulated a given sample building by testing building parameters such as the glazing percentage, solar heat gain coefficient, window U-Values, and R-Values for the walls, roof, and floor. For each of the 1000 TMY3 climate locations throughout the United States, 10,125 unique cases were simulated until every possible combination of the factors above were run. This process of optimization will demonstrate the sensitivity of certain passive house features to increases and decreases in energy use as well as the limits to what is achievable in passive house design and construction. To maintain precision between the climates, this research analyzed the simulated results for each passive house criteria against the data from within each climate set including temperature, radiation, dew point, and sky temperature. For the three months, temperatures were, respectively, 1.3"F, 4.6" and 4.5" below normal, with a season low 8" on 16 February. This season's average temperature was 10" below last year. Precipitation was very slightly above normal for December, half of normal for January, fifty percent above normal in February, with half of it in the form of snow. On 7 February, 5" fell. And an additional 19" fell on the 16-17th, for the fourth snowiest month on record. The warm early weather induced an unusual number of birds to stay far into the season and kept some for the entire winter. On the other hand, there were absolutely no northern finches, except for a very few isolated Pine Siskins. On 14 December, a Pacific Loon in basic plumage was found by Tom Burke, Gail Benson and Bob Shriber at Camp Hero on the Montauk CBC. It was subsequently seen there and at the point by others on 24,27 and 28 December. On 28 December, Guy Tudor saw a Greater Shearwater sail in toward Montauk Point before returning out to sea. Mai 2001 zwischen der Deutschen Krankenhausgesellschaft, Düsseldorf - nachfolgend DKG genannt - und dem AOK-Bundesverband, Bonn dem Bundesverband der Betriebskrankenkassen, Essen dem Bundesverband der Landwirtschaftlichen Krankenkassen, Kassel der Bundesknappschaft, Bochum dem IKK-Bundesverband, Bergisch Gladbach der See-Krankenkasse, Hamburg dem Verband der Angestelltenkrankenkassen, Siegburg dem Arbeiter-Ersatzkassen-Verband, Siegburg und dem Verband der Privaten Krankenversicherung, Köln - nachfolgend Spitzenverbände genannt – - gemeinsam – – 2 – 1. Nach § 1 Abs. 1 Satz 2 der Vereinbarung nach § 17 b Abs. 5 KHG zur Umset- zung des DRG-Systemzuschlags-Gesetzes vom 5. Mai 2001 wird folgender Satz eingefügt: „Für Krankenhäuser, die zum 1. Januar 2003 von ihrem in § 17b Abs. 4 Satz 4 KHG eingeräumten Optionsrecht Gebrauch gemacht haben, erfolgt die Erhebung des Zuschlages abweichend von Satz 2 analog der Fallzählung gemäß § 9 der Verordnung zum Fallpauschalensystem der Krankenhäuser (KFPV).“ 2. In § 1 Abs. 2 Satz 1 der Vereinbarung nach § 17 b Abs. 5 KHG zur Umsetzung des DRG-Systemzuschlags-Gesetzes vom 5. Mai 2001 werden nach dem Wort „Pflegesatzvereinbarung“ die Wörter „bzw. Budgetvereinbarung“ eingefügt. 3. § 1 Abs. 3 Satz 2 der Vereinbarung nach § 17 b Abs. 5 KHG zur Umsetzung des DRG-Systemzuschlags-Gesetzes vom 5.
