In 2006, he was interim Vice-Chancellor of the University of Ballarat and was previously A Vice-Chancellor of The University of Melbourne; Chair of the Commonwealth Review of Teaching and Teacher Education; a Member of the Higher Education Council of the National Board of Employment, Education and Training; Founding Member of the Hong Kong Council for Academic Accreditation; Adviser and Council Member of the Hong Kong Institute of Education; and Fellow of the Australian College of Educators. He has chaired the Board of the Victorian Curriculum and Assessment Authority, and its predecessors, the Board of Studies and the Victorian Institute of Secondary Education.
