HDB Launches 3,185 BTO Flats in , Sembawang, and

HDB is launching four BTO projects today:

Anchorvale Cove in Sengkang (PDF 1018KB) Hougang Parkview in Hougang (PDF 877KB) Montreal Ville in Sembawang (PDF 690KB) Waterway Terraces II (???II) in Punggol (PDF 2072KB)

2 This is the largest supply of BTO flats in a single launch since 2002. A total of 3,185 new flats are offered, comprising 105 units of 2-room, 541 units of 3-room, 1,797 units of 4-room and 742 units of 5-room flats. At least 95% of the public flat supply will be set aside for First-Timer households. The details of the BTO flats offered are in Annex A (PDF 32KB).

3 In May and Jun 2011, HDB has plans to offer another 6,070 BTO flats. This will bring the BTO flats launched by HDB in the first six months of 2011 to 14,100 units. This is close to 90% of the 16,000 BTO flats offered in the whole of 2010.

ANCHORVALE COVE (JPG 1407KB)

4 Bounded by Anchorvale Street and Anchorvale Crescent, Anchorvale Cove is located next to Farmway LRT Station. It is a premium project with 1,011 flats, comprising 218 units of 3-room, 463 units of 4-room and 330 units of 5-room flats. A Residents’ Committee Centre and a childcare centre will be provided at this development.

5 Residents of Anchorvale Cove can look forward to many recreational choices, including the Sengkang Riverside Park, Sengkang Sports & Recreation Centre, and Anchorvale Community Club located nearby. Within Sengkang Town, residents can enjoy a wide range of facilities such as the Sengkang MRT/LRT station, bus interchange, Fernvale Point, Compass Point, Rivervale Mall, and Rivervale Plaza. There are primary and secondary schools in the area, and the Expressway is a short drive away.

HOUGANG PARKVIEW (JPG 372KB)

6 Hougang Parkview is bounded by Sungei Pinang to its North, Punggol Park to its West and Upper Crescent along its Southern edge where the precinct's main entrance will be sited. It is a standard project with 792 flats, comprising 98 units of 3-room, 528 units of 4-room and 166 units of 5-room flats. There will be a Residents’ Committee Centre and a childcare centre at this development. Hougang Parkview is also easily accessible by bus to the Hougang Town Centre, where the Hougang MRT station, bus interchange, Hougang Plaza, and Hougang Mall are located.

MONTREAL VILLE (JPG 893KB)

7 Bounded by Montreal Link and Sembawang Road, Montreal Ville is located next to Sembawang Community Club and near Montreal Green, a neighbourhood park. It is a standard project with 578 flats, comprising 105 units of 2-room, 107 units of 3-room and 366 units of 4-room flats. Residents will be well served by the wide range of facilities in Sembawang Town such as the Sembawang MRT Station, bus interchange, Sembawang Mart with NTUC and wet market, Sun Plaza and Sembawang Shopping Centre, as well as several schools. It is accessible via the major expressways such as the Expressway (SLE).

WATERWAY TERRACES II (???II) (JPG 651KB)

8 Waterway Terraces (???), the waterfront project designed by Group8asia and Aedas along the Punggol Waterway, received overwhelming response when it was launched for sale in Jun 2010. HDB is now launching Waterway Terraces II (???II), a project mirroring the design of Waterway Terraces (???) onto the site located on the opposite bank.

9 Waterway Terraces II (???II) is bounded by Punggol Walk, Punggol Way and Sumang Link. It is a premium project with 804 flats, comprising 118 units of 3-room, 440 units of 4-room and 246 units of 5-room flats. The development enjoys a prime location along “My Waterway@Punggol”, and is located close to Punggol MRT/LRT station, bus interchange and the proposed Town Centre. The is also a short drive away. In line with HDB’s plans to develop Punggol as an Eco-Town, Waterway Terraces II (???II) has also obtained the Green Mark Platinum Award by incorporating eco-friendly features in its building design.

PRICING OF NEW FLATS AT MONTREAL VILLE, HOUGANG PARKVIEW, ANCHORVALE COVE AND WATERWAY TERRACES II

10 New HDB flats are priced with a generous subsidy below their market values. The market values, as determined by professional valuers, take into account the prices of comparable resale flats in the area, adjusted for factors such as location, flat attributes, design, availability of flats for occupation and prevailing market conditions.

11 In addition, eligible first-timer applicants earning not more than $5,000 per month can apply for the Additional CPF Housing Grant (AHG) of up to $40,000. The AHG can be used to offset the initial down-payment.

12 Over and above the AHG, eligible first-timers applicants earning not more than $2,250 per month can also apply for the Special CPF Housing Grant (SHG) of up to $20,000 if they are applying to buy a 2-room or 3-room standard flat in Montreal Ville or a 3-room standard flat in Hougang Parkview.

13 This BTO launch offers various types of flats with a wide range of selling prices:

Buyers with lower budgets can consider the standard flats at Hougang Parkview and Montreal Ville where prices start from $92,000 for 2-room flats, $158,000 for 3-room flats, $248,000 for 4-room flats and $333,000 for 5-room flats Buyers who are prepared to pay more for better location and special designs can apply for the Premium flats in Anchorvale Cove and Waterway Terraces II. The prices of these premium flats start from $179,000 for 3-room flats, $286,000 for 4-room flats and $354,000 for 5-room flats

15 First-time flat buyers are estimated to use 14% to 30% of their monthly household income to meet their monthly loan payments for flats in the four projects. For example, a 4-room unit priced at $280,000 in Montreal Ville requires a monthly mortgage instalment of about $1,009. A family with a household income of $4,200 will be able to service this mortgage instalment using their CPF contributions and with minimal cash outlay.

UPCOMING SALES LAUNCHES 16 With today’s BTO launch, HDB has offered 8,033 BTO flats in various towns such as , , Hougang, West, Punggol, Sembawang, Sengkang and in the first 4 months from Jan to Apr 2011. For the month of May and Jun 2011, HDB has plans to offer another 6,070 BTO flats (see details in Annex C (DOC 3318KB)). This will bring the BTO flats launched by HDB in 1H 2011 to 14,100 units.

17 The BTO supply will be supplemented by the housing units under the Design, Build & Sell Scheme (DBSS) and the Executive Condominium (EC) Housing Scheme. For 2011, land sites for 4,000 DBSS flats and 4,000 EC units are scheduled for sale. Details of sites for sale in the first half of 2011 are in Annex D (PDF 18KB).

ESTIMATED COMPLETION DATE AND WAITING TIME

18 The Estimated Completion Date and waiting time for Anchorvale Cove, Hougang Parkview, Montreal Ville and Waterway Terraces II (???II) are in Table 1.

Note: a) * The waiting time is computed based on the median month of selection exercise. b) The actual completion date will depend on the progress of the construction. c) The Estimated Delivery Possession Date (EDPD) is 30 Nov 2015 for Anchorvale Cove, 30 Apr 2015 for Hougang Parkview, 31 Mar 2015 for Montréal Ville and 31 May 2016 for Waterway Terraces II (???II) respectively. The EDPD is an estimation of the date that HDB is required under the Agreement for Lease to deliver possession of the flat. Applicants will be informed the Actual Delivery Possession Date during the signing of the Agreement for Lease.

APPLICATION PROCEDURE

19 Applications for the new flats can be submitted online from 25 Apr 2011 (Monday) to 1 May 2011 (Sunday). HDB expects Anchorvale Cove and Waterway Terraces II (???II), both premium contracts, to be more popular, and are likely to attract higher application rates. Flat buyers who want a higher chance of success may wish to consider the other BTO standard contracts at Montreal Ville and Hougang Parkview.
