Call to Order 21 Committee Chair Cowart called the meeting to order at 9:06 a.m. 22 II. Roll Call 23 A verbal roll call was taken and a quorum was declared present. 24 III. Approval of Agenda/Addendum 25 MOTION by Mr. Weibel to approve the agenda; seconded by Mr. McGuire. Upon vote, the MOTION 26 CARRIED unanimously. 27 IV. Approval of Minutes – November 4, 2016 28 MOTION by Mr. Mitchell to approve the minutes of the November 4, 2016 meeting; seconded by Mr. 29 Weibel. Upon vote, the MOTION CARRIED unanimously. 30 V. Public Participation 31 None 32 VI. Communications 33 None 34 VII. County & Township Motor Fuel Tax Claims – November and December 2016 35 MOTION by Mr. Weibel to receive and place on file the County and Township Motor Fuel Tax Claims for 36 November and December 2016; seconded by Mr. Summers. Upon vote, the MOTION CARRIED 37 unanimously. 38 VIII. Final Bridge Report 39 Mr. Cooper explained that this report is a listing of all the bridge repairs and culverts that were replaced 40 and that the report is required. Mr. Weibel asked if this is a typical range for a year. Mr. Cooper replied it 41 is. Ms. Cowart asked what it meant for city where it says did not qualify. Mr. Cooper said all townships 42 have to be .02% of their net worth, and if the project doesn’t meet that then they have to do it on their 43 own. He explained that Mahomet requested a box culvert, but the price of the box culvert didn’t meet 44 the requirement for the County to help them. Bid Tab CH 9 Section #15-00023-00-BR 46 Mr. Cooper stated that Stark Excavating was awarded the contract at approximately $613,500, which 47 came in under the engineer’s estimate. Mr. Weibel stated that he knows Stark does a lot of work for us 48 and wanted to know if other companies get contracts also. Mr. Cooper answered yes depending on the 49 project and bid amount. Mr. Snider asked where the bridge is located. Mr. Cooper replied that it is about 50 5 miles north of Gifford. He also noted that the last few projects we’ve had with Stark have gone very 51 well. 52 X. Resolution Awarding Contract for Bridge Replacement CH 9, #15-00023-00-BR 53 MOTION by Mr. Weibel to approve; seconded by Mr. Mr. Mitchell. Upon vote, the MOTION CARRIED 54 unanimously. 55 XI. Lincoln Avenue Update 56 Mr. Cooper stated that they plan to start next week on tree removal, which has to be done by April. He 57 said they’ve hired an engineer to be on the job and help the City of Urbana. He said this bid also came in 58 under the engineer’s estimate with Stark being the low bidder. He said they expect this project to be done 59 this fall. Ms. Cowart asked if this goes from I74 to Olympian. Mr. Cooper replied that it starts north of UPS 60 and goes to Olympian. 61 XII. RESOLUTION APPROPRIATING $2,400,000.00 FROM COUNTY MOTOR FUEL TAX FUNDS FOR THE IMPROVEMENT OF COUNTY HIGHWAY 23 AND ESTABLISHING A CLASS II DESIGNATED TRUCK ROUTE ON COUNTY HIGHWAY 23 SECTION #14-00438-00-RS WHEREAS, The State of Illinois, by its General Assembly, has enacted the Illinois Vehicle Code; and WHEREAS, 625 ILCS 5/1-126 provides that local authorities may designate Class II or Class III highways within their jurisdiction, and in accordance with 625 ILCS 5/15-111(f), weight limitations shall be designated by appropriate signs placed on such highways; and WHEREAS, The County of Champaign is desirous of providing a truck route for the purpose of accommodating a load limit of 80,000 pounds; NOW, THEREFORE, BE IT RESOLVED, That the portions of County Highways 23, beginning at US Route 136 and extending to the north county line be designated as a Class II Truck Route; and BE IT FURTHER RESOLVED, That the improvement of County Highway 23 shall consist of recycling, widening and resurfacing and shall be designated as Section #14-00438-00-RS; and BE IT FURTHER RESOLVED, That the improvement shall be by contract.
