Volume 13 | Issue 32 | Number 2 | Article ID 4356 | Aug 10, 2015 The Asia-Pacific Journal | Japan Focus The Politics of Reconstruction and Reconciliation in U.S-Japan Relations—Dismantling the Atomic Bomb Ruins of Nagasaki’s Urakami Cathedral Tomoe Otsuki Abstract: This paper explores the politics surrounding the dismantling of the ruins of Nagasaki’s Urakami Cathedral. It shows how U.S-Japan relations in the mid-1950s shaped the 1958 decision by the Catholic community of Urakami to dismantle and subsequently to reconstruct the ruins. The paper also assesses the significance of the struggle over the ruins of the Urakami Cathedral for understanding the respective responses to atomic bombing of Hiroshima and Nagasaki. It further casts new light on the wartime role of the Catholic Church and of Nagai Takashi. Transparency and Authoritarian Rule in Southeast Asia
TRANSPARENCY AND AUTHORITARIAN RULE IN SOUTHEAST ASIA The 1997–98 Asian economic crisis raised serious questions for the remaining authoritarian regimes in Southeast Asia, not least the hitherto outstanding economic success stories of Singapore and Malaysia. Could leaders presiding over economies so heavily dependent on international capital investment ignore the new mantra among multilateral financial institutions about the virtues of ‘transparency’? Was it really a universal functional requirement for economic recovery and advancement? Wasn’t the free flow of ideas and information an anathema to authoritarian rule? In Transparency and Authoritarian Rule in Southeast Asia Garry Rodan rejects the notion that the economic crisis was further evidence that ulti- mately capitalism can only develop within liberal social and political insti- tutions, and that new technology necessarily undermines authoritarian control. Instead, he argues that in Singapore and Malaysia external pres- sures for transparency reform were, and are, in many respects, being met without serious compromise to authoritarian rule or the sanctioning of media freedom. This book analyses the different content, sources and significance of varying pressures for transparency reform, ranging from corporate dis- closures to media liberalisation. It will be of equal interest to media analysts and readers keen to understand the implications of good governance debates and reforms for democratisation. For Asianists this book offers sharp insights into the process of change – political, social and economic – since the Asian crisis. The Evolution of the Asia Pacific Forum of National Human Rights Institution’s Regional Training Program Suraina Pasha* ational human rights institutions’ (nhris) are institu- tions that have been established by law, with mandates specifi- cally focusing on the promotion and protection of human rights.1 Worldwide, these institutions typically undertake a range of research, edu- ‘N 2 cational and advisory activities as part of their mandates. These institu- tions also often cooperate with international human rights mechanisms and processes, thereby helping to bridge the gap between the international and national human rights spheres. Unlike nhris in Western Europe, in the Asia-Pacific region,nhri s also have quasi-judicial powers that provide them with a range of powers, including the competence to accept and consider complaints of alleged human rights violations, conduct public hearings and national inquiries, and visit places of detention.3 Independent and effective nhris have an important role to play in the human rights scheme within the Asia Pacific region. Unlike other regions, the Asia-Pacific region still does not have its own regional human rights mechanism. 4 In the absence of a regional human rights mechanism, inde- pendent and effective nhris are often the only accessible source of protec- tion for victims of human rights violations to turn to. For nhris to be truly effective in fulfilling their roles and responsibilities, the human faces behind these institutions need to be equipped with knowledge of international hu- man rights law and an understanding of good nhri practices. Over the years, the Asia Pacific Forum of National Human Rights Institutions (apf) has been providing training to help build the capacity of nhris throughout the Asia Pacific region. -
The Information Search Facing the Reality of the Chinese Internet
The information search facing the reality of the Chinese Internet It exists around 7 200 languages in the world, but only 5% of them are used on the Internet, and half of the websites are in English. The main language is by far the most used for every kind of research and also for monitoring. Nonetheless, since 2000’s, emerging countries arose on the international scene, and their idiom and culture can be very different from the Occident (no Latin alphabet, writing with characters or symbols). These countries becoming more and more important, in 2010 the Icann1 authorized globalized domain names, that is to say domain names written in Cyrillic, Arabic or Chinese characters. But they only represent 2% of the global Internet. The role of China, for instance, is worth paying attention to the information in Chinese language, in order to have a better understanding of the evolution of the country. It is then essential to develop a method of information search in Chinese and on the Chinese Internet. For that, we have to analyze sources of information, databases, social medial and media in mandarin2. Because of censorship, the linguistic approach has to be mentioned, to identify the best key words. I‐ China relation to Internet As soon as it appears, the country quickly realized the assets of this huge network, but also the negative impact it can have on the authoritarian system in place. In 1997, China record in its legislation the ban of using Internet “to harm national unification, incite hatred or discrimination among nationalities, make falsehoods or distort the truth, spread rumors, destroy the order of society or incite terrorism or criminal activity”.
