Sitrep-52 19Th August, 2005: 1500 Hrs F.No.32-20/2005-NDM (I Sitrep-52 19th August, 2005: 1500 hrs F.No.32-20/2005-NDM (I) MINISTRY OF HOME AFFAIRS (NATIONAL DISASTER MANAGEMENT DIVISION) Subject: South West Monsoon 2005 – Flood Situation Report. A comprehensive status report on the flood situation in different parts of the country is given below: INDIA METEOROLOGICAL DEPARTMENT • Western end of the axis of monsoon trough remains close to the foothills of Himalayas and eastern end passes through Bareilly, Daltonganj, Paradeep and thence southwards into central Bay of Bengal. • Under these conditions the rainfall activity over northwest India is likely to remain subdued during the next 2-3 days. • During the past 24 hours fairly widespread rainfall with scattered heavy to very heavy rainfall has occurred over Assam. • Fairly widespread rainfall has also occurred over East Uttar Pradesh and Chhattisgarh. There have been reports of heavy to very heavy rainfall over parts of Nepal adjacent to Bihar & East Uttar Pradesh. • Morning’s upper air cyclonic circulation extending upto 0.9 km above sea level over northeast Uttar Pradesh and adjoining Bihar persists. • The upper air cyclonic circulation over Gujarat and neighbourhood persists. • The upper air cyclonic circulation over northwest Bay of Bengal and adjoining coastal Orissa extending upto mid-tropospheric levels also persists. • Convective clouds are seen over parts of North and central Bay of Bengal and parts of Central India. 1 Forecast valid upto 1430 hrs on 22nd August, 2005 North Rain/thundershowers are likely at many places over East Uttar Pradesh, at a few places over West Uttar Pradesh, Uttaranchal and Himachal Pradesh and isolated in the rest of the region. East Rain/thundershowers are likely at most places over East Madhya Pradesh and Chhattisgarh and at many places in the rest of the region. South Rain/thundershowers are likely at many places over Telangana and Coastal Karnataka, at a few places over Coastal Andhra Pradesh, Interior Karnataka, Kerala, Lakshadweep, Andaman and Nicobar islands and isolated in the rest of the region. West Rain/thundershowers are likely at many places over Maharashtra & Goa, and West Madhya Pradesh, at few places over East Rajasthan, Gujarat region and isolated in the rest of the region. Warning: Isolated heavy rainfall is likely over Orissa, Bihar, East Madhya Pradesh, Chhattisgarh, Uttaranchal, East Uttar Pradesh, Konkan, Goa, Madhya Maharashtra and Vidarbha. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 19th August 2005, there are no unprecedented or high flood sites. However, there are 07 moderate and 23 low flood situation sites. The details of the moderate flood sites are as under: 1. River Brahmaputra at Dibrugarh (Assam) is flowing at 104.88 m against the danger level of 104.24 m with a steady trend. 2. River Jia Bharali at Jiabharali (NTX) (Assam) is flowing at 77.12 m against the danger level of 77.00 m with a rising trend. 3. River Bagmati at Benibad (Bihar) is flowing at 49.39 m against the danger level of 48.68 m with a falling trend. 2 4. River Adhwara Group at Kamtaul (Bihar) is flowing at 50.34 m against the danger level of 50.00 m with a falling trend. 5. River Kosi at Baltara (Bihar) is flowing at 34.40 m against the danger level of 33.85m with a falling trend. 6. River Ghaghra at Elgin Bridge (Uttar Pradesh) is flowing at 106.36 m against the danger level of 106.07 m with a rising trend. 7. River Ghaghra at Ayodhya (Uttar Pradesh) is flowing at 92.80m against the danger level of 92.73m with a rising trend. KARNATAKA • Moderate to heavy rainfall has been reported in Belgaum and coastal Karnataka. Flood situation • The water level in Almatti dam stands at 518.75 m as against the full level of 519.60 m. It has an inflow of 99,500 cusecs and outflow of 90,000 cusecs. • Increase in water level in rivers Krishna and Ghataprabha has been reported. • It has been reported that Krishna river is flowing 96 cms over Kudachi Bridge in Belgaum district disrupting road transportation. • Because of increase in water level in river Krishna since yesterday, 06 villages in Belgaum district are being shifted once again as a precautionary measure. About 1,000 people and 600 cattle have already been shifted from 03 villages today. More people will be shifted by tomorrow. • 85,000 people are still staying in 100 relief camps in the State. More people are likely to join these relief camps with further evacuations in Belgaum district. • District administration in Bagalkot is also apprehensive of flooding of villages in Krishna river basin and is reportedly prepared for evacuating more people, if required. • The situation is under watch. 3 Cumulative impact • The cumulative impact of the recent floods in Karnataka is given below :- o Districts affected 19 o Villages affected 1315 o Talukas affected 66 o Population affected 29.05 lakh o Human lives lost 130 o Cattle/livestock lost 11,601 o No. of houses damaged 88,240 o Crop area damaged 1.96 lakh ha. Relief operations • 06 Platoons of KSRP are assisting the State administration in post- flood relief measures. • 400 Home Guard personnel continue to be deployed and are being utilized for post-flood relief measures and for disposal of animal carcasses. • 15 Medical teams of doctors as well as about 20 veterinary doctors have been deployed in Belgaum and Bagalkot districts for taking preventive measures against spread of epidemic diseases. • Sufficient medicines/drugs have been stocked in all the affected districts. Besides, 38 ambulances have been made available and kept in readiness for use in the affected areas. • The cumulative loss due to floods as on date is reported to be Rs.2, 079 crores. MAHARASHTRA • Light to moderate rains have been reported in coastal and western Maharashtra. • Outflow level from 05 dams in the State is above 10,000 cusecs each as per details given below:- Dam outflow (in cusecs) Koyna 20,000 Pandarpur 59,000 Sangam 68,000 Ujani 50,000 Bhima 24,000 4 • Some more people have returned to their homes from relief camps. At present, approximately 6,110 people are staying in relief camps as per details given below: District accommodated No. of relief in relief camps camps Raigad 1,720 23 Kolhapur 4,000 25 Satara 390 02 Casualties • The total casualties figures are as under: Deaths – 1099 Injured – 174 Missing - 113 State of health • The post-flood diseases continue to be reported in the State. The largest numbers of patients have been registered for complaints of gastro-enteritis and fever. Cases of Jaundice, Malaria, Dengue, Cholera, Leptospirosis and other diseases are also being reported. • Total 15 deaths have been reported in the last 24 hours. (Diarrhoea - 02, Leptospirosis -10 and Malaria – 03) • The details of post-flood disease cases reported in the State so far are as under:- cases reported Cumulative no. of during last 24 cases hours 7,164 1,13,224 Medical teams deployed • About 1,289 medical teams consisting of 1 medical officer and 4 para-medical staff in each team have been sent to flood affected areas for providing medical assistance and taking prevention/control measures of any post-flood epidemic situation. • 41 mobile medical units continue to operate in flood affected areas in Mumbai City. 5 • The State is organizing hygiene awareness campaign on cable/TV programmes and through press briefings for use of alum, boiling drinking water etc. by public. State of roads • Traffic movement on Mumbai-Goa National Highway (NH-17) is operating at 25 percent. Traffic movement in other parts of the State is normal. State of railways • Railway services in Mumbai city and suburbs as well as outgoing services have nearly normalized. • One bridge in Diva-Vasai section and railway track near Ambivali are likely to be repaired by 30/08/05 when rail services will be fully normalized. Ex gratia distributed • The State is reported to have paid Rs.288.00 crore as ex gratia to 28.80 lakh persons @ Rs.1000/- each so far to the affected people in various districts. BIHAR Rivers flowing above danger level • Rivers Bagmati, Adhwara Group and Kosi are flowing above their danger marks as per details given above under the head “Central Water Commission”. Rivers flowing above warning level • Rivers Ganga (at Kahalgaon), Ghaghra (at Darauli), Bagmati (at Hayaghat), Adhwara Group (at Ekmighat), Kosi (at Basua & Kursela) and Mahananda (at Dhengraghat & Jhawa) are flowing above their warning levels. ASSAM Rivers flowing above danger level • Rivers Brahmaputra and Jia Bharali are flowing above their danger marks as per details given above under the head “Central Water Commission”. 6 Rivers flowing above warning level • The rivers Brahamaputra (at Neamatighat, Tezpur, Goalpara, & Dhubri) Dhansiri (S) (at Golaghat & Numaligarh), Puthimari (at Puthimari NTX), Kushiyara (at Karimganj), Beki (at Beki NHX) and Sankosh (at Golakganj) are flowing above their warning levels. WEST BENGAL • River Ganga at Farakka is flowing at 21.80m i.e. below the danger level of 22.25m with a steady trend. All other rivers are also flowing below their danger levels. HIMACHAL PRADESH • 01 more unit of Nathpa Jhakri Hydro Power Station has been re-started from today morning. Now total 04 units, out of 06 units, are functioning. • The situation continues to be under observation. UTTARANCHAL • Heavy to very heavy rains have been reported in several parts of the State yesterday and yesterday night. • Two landslides occurred on Joshimath-Badrinath Highway (NH - 58) as per details given below. Both of these landslides have been cleared today and normal traffic is operating on this road. The Krishna river rises in the Western Ghats, at an elevation of about 1,337 m (4,386 ft) just north of Mahabaleshwar, about 64 km (40 mi) from the Arabian Sea. It flows for about 1,400 km (870 mi) and outfalls into the Bay of Bengal. The principal tributaries joining Krishna are the Ghataprabha River, Malaprabha River, Bhima River, Tungabhadra River and Musi River. The polluted River stretch of Krishna River (96 Km out of 200 Km) is in between Yadurwadi- Village, Chikkodi-Taluk (16°35'52.99"N, 74°40'49.17"E) and Zunjarwadi Village, Athani- Taluk (16°36'40.48"N, 75°14'55.28"E) .
