    DEVELOPMENT SERVICES REPORT TO CITY CENTRE SOUTH AND EAST PLANNING AND HIGHWAYS AREA BOARD 19 NOVEMBER 2007 REPORT ON LONG LINE – EXPERIMENTAL TRAFFIC RESTRICTION 1.0 PURPOSE OF REPORT 1.1 To present the findings of the trial restriction on Long Line, Dore. 1.2 To advise on a way forward to address accidents at the junction of Hathersage Road, Long Line and Cross Lane. 2.0 INTRODUCTION 2.1 The junction of the A625 Hathersage Road with Long Line and Cross Lane in Dore has a high accident reduction priority based on the Council’s approved assessment method. Between 1 st November 1999 and 31 st October 2004 (the five year period considered at the outset of this investigation) there were fifteen accidents, which resulted in one fatality and twenty-one slight injuries. Location Plan of Long Line 2.2 A full accident analysis is set out in Appendix A. To summarise: • accidents involve drivers emerging injudiciously from both side roads, • the decision to pull out safely involves being aware of potentially conflicting manoeuvres of other vehicles at the crossroads, • a high proportion of elderly drivers were involved in the accidents, • vehicle speeds on Hathersage Road are not the main issue. 2.3 The broad solution is to reduce the difficulty of making the decision to pull out by removing the traffic emerging from the opposite side road, thereby reducing the number of potential conflicts. 2.4 The allocation of funding on schemes from the Local Transport Plan (LTP) Road Safety budget is determined by a calculation based on the history of injury accidents and whether a cost effective scheme is feasible.

INTRODUCTION 1.1 The purpose of planning is to help achieve sustainable development. Pursuing sustainable development involves seeking positive improvements in the quality of the built, natural and historic environment and includes a requirement to plan positively to support local development. As such, sustainable development and the creation of sustainable communities lies at the heart of the Government’s National Planning Policy Framework. 1.2 In considering where new development should be located, there is a need to balance the requirements of development against other needs such as sustainability and environmental impacts. Development needs to be accommodated in settlements where the need to travel can be reduced through good access to facilities and services and where it can be accommodated without significant adverse impacts. This paper seeks to assess the relative sustainability of each of the main settlements (excluding the Market Towns) in the Derbyshire Dales (outside the Peak District National Park) and will be used to inform strategy and policy formulation in the Derbyshire Dales Local Plan. From a national perspective, none of the District’s settlements would be regarded as large. However, there are nevertheless significant variations in the land uses and services that are located within them, the relationships between different settlements.

When walking near the river, watch out for tree roots. Most of the route is fairly level, but the terrain can be uneven and wet. There are a couple of steady climbs. In inclement weather, parts can be very muddy. • Start – Rails Road car park • Grid Reference – SK 291 872 • Parking – Rails Road car park • Public transport – the 257 bus route from Central Sheffield passes along the A57 close to the start point. • Refreshments – The Rivelin Hotel • Public Toilets – none on the route Description We commence by taking the riverside path, before ascending to views over the Rivelin Valley and returning via an ancient route, Coppice Wood, and a bridleway. The Packhorse Bridge at Rails Road (2) 1 Bradfield/Stocksbridge Walkers are Welcome Rivelin Corn Mill Circular Route Instructions The car park is the site of the Rivelin Corn Mill. This mill operated from the early 1600s, making it one of the earliest in the Valley. Rapid development of industry in the 1800s led to the mill prospering. This continued when the water supply improved with the building of dams further up the valley.
