Personally, I am very glad that it’s here. Here’s hoping for continued warmer weather over the next few weeks. Once again, from the entire Board of Trustees (Board), we would like to wish you all the best that the birth of a new season brings. The warmer weather brings new ideas on renovations and home improvements, especially on home exteriors and landscaping. Now is a good time to begin those plans, looking around the exterior of the home, noting the maintenance needs, and getting the new Architectural Review Board (ARB) Standards to see the new application requirements. The new ARB Standards are now approved and available on the Virginia Run website. Hard copies are available at the Community Center. In an effort to save money, the Board decided not to reproduce copies for homeowners at a cost of about $10 per copy but provide them on the website where homeowners can print off what they need. However, we will have copies available for new residents that will be included in the resale packet, as required. On March 16, 2017, the Board held our Annual Meeting and elected new Board members. I would like to thank the Election Committee, Tom Martin and Sequoia Management Company, especially Jan and Ann, for all their hard work getting ready for the elections. Our heartfelt thanks also goes out to all those who ran for office and were willing to give of their time volunteering for a position on the Board. Kelly Bobek, Dee Kakar, Joe Migliozzi, Thomas Yehl, and I filled the five open Board positions – congratulations to all. The Board wishes to thank all those who volunteered to run as candidates. Profound thanks goes to them for their service and dedication to the Community these past two years. Appointment of officers will take place at the April meeting given the nominations from the Board and a subsequent vote by the Board members. During the Annual Meeting, I summarized the achievements of the past year. Some of the achievements included the Board’s decision to modestly increase dues to $70 a month. The increase was in anticipation of some much needed improvements at the Community Center, landscaping, and expected upgrades recommended from a Community Master Plan to be received later this year. That said, we continue having the lowest home assessments in the area. Last month the Board approved the draft audit report from our auditors, Goldklang Group, who reported for the year ended December 31, 2016, that we continue to hold the line on major expenses while contributing to our reserves in anticipation of future expenses. We received an “unmodified/ clean” opinion. At the Annual Meeting, I also talked about the trash containers that are now marked with “Keep Kids Alive, Drive 25” placed there by the Fairfax County Police Department. I also mentioned the Community Activities Committee (CAC) events from last year and the popular 4th of July Family Picnic, as well as the new “Rock the Block” Memorial Day Family Fun Day. We are also working on traffic calming study for Wetherburn Drive similar to the calming devices used on Eagle Tavern Lane to slow down traffic. The Board continues to work with Columbia Gas Company on their request for use of the easements throughout the Community to install another gas line through the common areas. The Board agrees that this is not what we want as a Community and we will continue to fight Columbia Gas and the Federal Energy Regulatory Commission (FERC). As in the past, the Board is funding police staffing at the crosswalk at PVR and Wetherburn for select meets/events at our pool. We will work with the Riptide Swim Team leadership to make the crosswalk safe for all those who elect to use it. Finally, we discussed the Declaration of Covenants and Restrictions that we must finalize in the April. We need to have all residents submit their votes by April 20, 2017 or we will be required to restart the process again next year. As mentioned on numerous occasions, we have incorporated all five (5) existing amendments, removed all developer language, and included new language that will allow the Community to enforce many of the ARB Regulations and other guidelines. We have also brought the Declaration into compliance with the recent changes to the Property Owners’ Association Act, and Nonstock Corporation Act provisions. The revision will require a 67 percent approval by the Community and will require a full court press to have this completed as soon as possible. The Board would like to congratulate Scott Liskey for his dedication to the Community this past year. Scott has been active in the Riptide Swim Team; chaired Rock the Block, Adult Swim Social, and Beer Tasting events in conjunction with the CAC. Speaking of the CAC, the group has done an outstanding job generating new ideas for recreation and entertainment for the Community. Their efforts have given rise to such activities as the most recent Mardi Gras, March Madness, and the Paint and Sip event, and the upcoming Murder Mystery Night, the Trivia Nights, the New Neighbors Meet and Greet, the Bourbon and Beer Tasting, and the Movie/sports nights. For children programs, the CAC has organized the Winterfest, Halloween party; Float Nights, and Easter Egg Hunt. Other planned activities include The Virginia Run Rock Block Memorial Day at JMRC, and the 4th of July Family Picnic at the pool. Lastly, in last month’s Horn an article appeared regarding global warming that may have ruffled a few feathers as it may have appeared to some to be political in nature. It has been a long-standing practice of the Board not to be involved in politics. So we apologize to those who may have been offended by the article. You will not see articles in the future that are or would appear to be political in nature.     LEGISLATIVE COUNCIL Inquiry into issues relating to Redfern/Waterloo Chapter 3 Redevelopment of the Block The terms of reference for the Inquiry require the Committee to examine proposals for the future of the Block. The long-term future of the Block and its residents is a complex issue requiring initiatives to address social and economic disadvantage experienced by the local Aboriginal community. These issues will be examined in the second stage of the Inquiry and will be addressed in the Final Report. This chapter focuses on the future of the Block in terms of the redevelopment of housing. The purpose of the Committee’s examination of this issue is not to decide what the future of the Block is to be, as that must be determined by the Aboriginal Housing Company and the Aboriginal community. Rather, the Committee has sought to gather together the range of views expressed by members of the community and local organisations during this Inquiry, in order to explore the issues surrounding the Aboriginal Housing Company’s Pemulwuy Redevelopment Project and the progress of the redevelopment. This chapter commences with a brief history of the Block and the Aboriginal community in Redfern and Waterloo. History of the Block and the Aboriginal community in Redfern 3.1 ‘The Block’ is the colloquial name for a residential block in Redfern bounded by Louis, Vine, Eveleigh and Caroline Streets. The Block is owned by the Aboriginal Housing Company. A map of the local area is set out as Appendix 4. 3.2 Redfern and the Block in particular, is a place of political, spiritual and cultural significance for Aboriginal people in Sydney and also for Aboriginal people throughout New South Wales and Australia.

Significantly, the people who inhabit them and live in them thus give the place a distinctiveness that contributes to its iconic status. Considering the above, this paper will look at a particular example of this – The Block in Redfern, Sydney – which is considered to be significant for Indigenous people. Yet while many recognise the contribution of Australia’s Indigenous population toward the making of this iconic place, at the same time other forces – such as gentrification, rental prices, political power struggles, etc. – are actively working against the long-term formalisation of this place. This paper will thus analyse the past, present and prospective future of The Block, and consider how is Redfern and The Block considered to be an iconic place for Indigenous and non-indigenous people? Also significant is the notion that The Block has been demolished, and the majority of its Indigenous population have been forced out or relocated, and that there is a current approved proposal to rebuild The Block with undefined plans to re-house a portion of its previous Indigenous community.
