Sri N. Rajaiah, -508206 has filed 2nd appeal dated 09-03-2019 which was received by this Commission on 11-03-2019 for not getting the information sought by him from the PIO / O/o The District Registrar, Registration and Stamps Department, Khammam, Khammam District and 1st Appellate Authority / O/o The Deputy Inspector General, Registration and Stamps Department, Warangal, Warangal Urban District.

The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 11-09-2018 before the PIO / O/o The Commissioner and Inspector General of Registration and Stamps, Telangana, Hyderabad under Sec.6(1) of the RTI Act, 2005, requesting to furnish the information on the following points mentioned in his application: TSIC

The Public Information Officer / O/o The Commissioner and Inspector General of Registration and Stamps, Telangana, Hyderabad vide Memo. No. RTI/5819/2018 dated 24-09-2018, has transferred the application U/s.6(3) of the RTI Act to the Public Information Officer / O/o The District Registrar, Registration and Stamps Department, Khammam, Khammam District to furnish the information directly to the appellant for point No. 1 to 3. Further the Public Information Officer / O/o The District Registrar, Registration and Stamps Department, Khammam, Khammam District vide letter No. RTI/1643/2018 dated 31-10-2018, has furnished the information to the appellant for point No. 1 to 3.

The appellant having not satisfied with the information received from the Public Information Officer, he filed 1st appeal dated 09-11-2018 before the 1st Appellate Authority u/s 19(1) of the RTI Act, 2005 requesting him to furnish the information sought by him. P.T.O

The 1st Appellate Authority vide letter No. RTI/845/2018 dated 30-11-2018 has issued summons to the appellant and the Public Information Officer / O/o The District Registrar, Registration and Stamps Department, Khammam, Khammam District before their office for personal hearing on 12-12-2018 at 11.00 AM. Further action thereon is not known.

The appellant having not satisfied with the information received from the Public Information Officer and 1st Appellate Authority, he preferred this 2nd appeal before this Commission u/s 19(3) of the RTI Act, 2005 requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him.

The Appeal was taken on file and notices were issued to both the parties for hearing on 29-01-2021.

The case is called on 29-01-2021. The Appellant is present. The Public Information Officer / O/o The District Registrar, Registration and Stamps Department, Khammam, Khammam District is absent. Sri Md. Moiz Ali, Senior Assistant is present on behalf of the Public Information Officer. The First Appellate Authority / O/o The Deputy Inspector General, Registration and Stamps Department, Warangal, Warangal Urban District is absent.

The representative of the Public Information Officer submitted that the information was furnished to the appellant vide letter No. RTI/1643/2018 dated 31-10-2018, letter No. RTI/1643/2018 dated 20-12-2018 and vide letter No. RTI/3052/2020 dated 31-12-2020.

The Appellant submitted that he has received the sought information from the Public Information Officer, but he was not satisfied with the information received. He also submitted he did not receive information for point No. 4 regarding Service Book, Appointment Order, Pending Register, Circulars etc.

The Commission directed the Public Information Officer to allow the appellant for verification of records and to furnish the desired information to the appellant keeping in view of Sec.11 and 18 of the RTI Act, 2005 within five days from the date of receipt of this order and to report compliance to the Commission.

With the above direction, the appeal is closed.
