In the present report she presents her findings and recommendations regarding the protection and promotion of the rights of people living in poverty and social exclusion in Namibia. The report recognizes the immense levels of inequality that existed at independence as a legacy of colonial rule. While acknowledging the compounded challenges faced by Namibia – including limited institutional capacity, and the fact that Namibia has one of the world’s lowest population densities – it concludes that progress has not been fast enough. There are still unacceptable levels of inequality along the lines of gender, race, region, ethnicity and class. The report provides specific recommendations to ensure that policies and programmes reach the poorest of the poor, enabling them to enjoy their human rights on an equal basis with the rest of the population. * The summary of the present report is circulated in all official languages. Tom ALWEENDO Born on 17 March 1958, in Okahenge, Oshana Region, Hon. Tom Alweendo was appointed as Minister of Mines and Energy in February 2018. In March 2010 he was appointed by former President Hifikepunye Pohamba as Director General of the National Planning Commission (NPC). The National Planning Commission is a Constitutional body that is tasked with the responsibility to plan the priorities and direction of national development. In March 2015 he was appointed by President Hage G. Geingob as Minister of Economic Planning and also as Director General of the NPC. Before he was appointed as Director General of the National Planning Commission, Alweendo served as Governor of the Bank of Namibia from January 1997-March 2010. He was the first Namibian to serve as Governor of the Bank of Namibia when he was appointed by Namibia's Founding President His Excellency Dr. Sam Nujoma. Before being appointed as Governor, he served as Deputy Governor for four years (1993-1996). Among some of his achievements during his tenure at the Bank of Namibia are the establishment of the local currency, the Namibia Dollar; the localization of the payments and banking systems; and the establishment of the Financial Intelligence Center. As Director General of the National Planning Commission, Hon. Tom Alweendo presided over the drafting of Namibia's fourth National Development Plan (NDP4). The NDP4 prioritized specific economic sectors that are perceived to have more potential to grow the economy and provide employment opportunities. -

India - Namibia Relations Political Relations India and Namibia enjoy warm and cordial relations. India was at the forefront of the liberation struggle of Namibia and was indeed among the first nations to raise the question of Namibian independence in the UN. The first SWAPO Embassy abroad was established in New Delhi in 1986 which was closed after independence of Namibia in 1990. Diplomatic relations with independent Namibia were established right from the moment of its independence, with the Observer Mission being upgraded to a full-fledged High Commission on 21 March 1990. Namibia opened a full-fledged resident Mission in New Delhi in March 1994. Bilateral, political interactions between our two countries have been at the highest levels. Prime Minister V.P. Singh visited Namibia in March 1990 for Namibia’s Independence Celebrations, accompanied by Shri K.R. Narayanan, Shri Atal Bihari Vajpayee, and the then Leader of the Opposition, Shri Rajiv Gandhi; Dr. Shanker Dayal Sharma, Hon’ble President of India in June 1995; Prime Minister Vajpayee in 1998; and numerous ministerial delegations. Col.Rajyavardhan Singh Rathore (Retd.), AVSM, MoS for I&B visited as Special Envoy of the Prime Minister on 28 August 2015 to hand over IAFS-III invitations to Namibian dignitaries. From Namibia, Dr. Sam Nujoma, Founding President of Namibia visited India 13 times in the past since 1983 and the recent one being from 17-22 November 2015 under the Distinguished Visitors’ Programme of ICCR; Prime Minister Dr. Hage Geingob in 1995; President Hifikepunye Pohamba in 2009; and several ministerial delegations. The visit of President Pohamba to India in 2009 was a milestone, leading to an acceleration of relations across the spectrum. -

The Summit was a landmark occasion that brought together an unprecedented number of nations to form a global consensus on the challenges facing humanity and, more importantly, on what needs to be done to overcome these challenges. The resulting Millennium Declaration, subsequently signed by all UN member states including Namibia, says: “We will spare no effort to free our fellow men, women and children from the abject and dehumanising conditions of extreme poverty, to which more than a billion of them are currently subjected. We are committed to making the right to development a reality for everyone and to freeing the entire human race from want.” The finalisation of this first report on Namibia’s national progress towards the Millennium Development Goals (MDGs) coincides with the launch of the country’s long-term Vision 2030, which will guide us towards a future of Prosperity, Harmony, Peace and Political Stability. The MDGs form a critical part of our nation’s efforts to monitor progress towards the realisation of this Vision. This report shows that since our Independence in 1990 we have made many great achievements; for instance, in providing education and healthcare, water and sanitation, and managing our economic and natural resources. -

Although care and support services are available that cater for opportunistic infections related to HIV, the main focus is narrow and predominantly aimed at tuberculosis. We aimed to estimate the burden of serious fungal infections in Namibia, currently unknown, based on the size of the population at risk and available epidemiological data. Data were obtained from the World Health Organization (WHO), Joint United Nations Programme on HIV/AIDS (UNAIDS), and published reports. When no data existed, risk populations were used to estimate the frequencies of fungal infections, using the previously described methodology. The population of Namibia in 2011 was estimated at 2,459,000 and 37% were children. Among approximately 516,390 adult women, recurrent vulvovaginal candidiasis ( 4 episodes /year) is estimated to occur in 37,390 (3003/100,000 females). Using a low international ≥ average rate of 5/100,000, we estimated 125 cases of candidemia, and 19 patients with intra-abdominal candidiasis. Among survivors of pulmonary tuberculosis (TB) in Namibia 2017, 112 new cases of chronic pulmonary aspergillosis (CPA) are likely, a prevalence of 354 post-TB and a total prevalence estimate of 453 CPA patients in all. -

Today is a special and momentous Day in the history of our beloved country. Today, we are not only celebrating 22 years of our Independence, we are not only celebrating 22 years of peace and stability, but we also witnessed the launch of the new generation of Namibia’s banknotes by his Excellency, the President of the Republic. Your Excellency, Directors of Ceremonies! The theme of my remarks is titled “Our Money, Our Pride, Our heroes and heroines, we Honour, know your currency”. This is because the new banknotes launched a moment ago are not just decorated papers but are very important national payment instruments that symbolize our sovereignty, nationhood, and natural diversity. -

NETUMBO NANDI-NDAITWAH, MP DEPUTY PRIME MINISTER AND MINISTER 5 MAY 2015 NATIONAL ASSEMBLY Check against delivery INTRODUCTION Honorable Chairperson of the Whole House Committee, Honorable members, We are discussing the 2015/16 Budget at a time when the eyes of the world are focused on the African continent, albeit for different reasons. From north to west and east of Africa, hundreds of desperate youths continue to risk their lives crossing the Mediterranean Sea into Europe in search of better living conditions. In the Southern part of Africa, xenophobic attacks have been inflicted on African men and women, also looking for better living conditions for themselves. In West Africa, we are still hoping for the safe return of the more than 200 Nigerian girls who were abducted by Boko Haram more than a year ago. In east Africa, terrorist attacks are on the increase. In North Africa while some stability has been restored in Egypt, we continue to be concerned about the situation in Libya. The underlying factors are weak institutions, conflict, insecurity and poverty. This is incompatible with the “Rising Africa Concept”. Therefore, the theme of the 2015/2016 budget, namely Peace, Stability and Prosperity is not only relevant 1 for Namibia, but equally befitting for the entire African continent. When peace and stability prevail throughout the continent, then conflicts, urban migration or intra-African migration is minimized. Conflicts and instability are not only an ugly feature in Africa today. But, what is happening in the middle East is also of great concern. -

People should therefore be central to poverty eradication efforts because they experience poverty and can also provide the solutions. Charity and compassion will always play a significant role in the lives of people who are suffering and will provide adequate responses in helping those in need at the individual and community levels of society. In the final analysis, the Government should have the responsibility to eradicate poverty because it has the power to initiate structural changes to law, programs and policies that are essential for a successful poverty eradication strategy. In addition, the Government can reallocate the resources of society more equitably through its regulatory and taxing powers and increase its funding of social programs. People are calling for social justice and human dignity. COMMITMENT TO ACTION “Let us think of our people.
